What do you see through Nghe An's PCI Index?

(Baonghean.vn) - In 2022, Nghe An's Provincial Competitiveness Index (PCI) ranked 23rd out of 63 provinces and cities nationwide, up 7 places after a "shocking" drop of 12 places, from 18th place in 2020 to 30th place in 2021; ranked 7th in the North Central and Central Coast regions and 3rd in the North Central region.

Observing the PCI score of Nghe An from 2006 to 2022, objectively assessing that the absolute score on the 100-point scale has basically improved, especially from 2015 to 2022, the absolute score of the province has continuously increased every year. Specifically, Nghe An's PCI is 58.47 (2015), 59.45 (2016), 63.52 (2017), 64.08 (2018), 64.64 (2019), 64.73 (2020), 64.74 (2021), 66.6 (2022).

However, in another reference system, the PCI Index ranking of the province from 2015 to 2022 compared to 63 provinces and cities nationwide is respectively: 32 (2015), 25 (2016), 21 (2017), 19 (2018), 18 (2019), 18 (2020), 30 (2021), 23 (2022) is not stable.

The question is, in the above period, why did Nghe An's absolute score increase every year, but the province's ranking compared to the whole country "rises and falls"? "Diagnosing" this issue, we can see that, under the eyes of the business community operating in Nghe An, the quality of economic management, the level of convenience and friendliness of the business environment and the province's administrative reform efforts, although being improved and having changes, are not really clear and strong. Therefore, although the absolute score has increased every year, many other provinces and cities have not stood still, but they have increased faster than us.

From the general to the specific component indexes of PCI Nghe An also points out many problems. PCI index includes 10 component indexes, covering the main areas in economic management of provinces and cities related to business development.

A locality is considered to have good governance when it has: Low market entry costs; easy access to land and stable land use; transparent business environment and public business information; low informal costs; quick time for inspection, examination and implementation of regulations and administrative procedures; fair competitive environment; dynamic and creative provincial government in solving problems for businesses; high-quality business development support services; good labor training policies; fair and effective dispute resolution procedures and maintained security and order.

However, comparing the 10 component indices of Nghe An in 2021 and 2022, it is possible to see instability in many indices. For example, the scores on a 10-point scale of some corresponding indices in 2022 decreased compared to 2021, clearly showing that: Market entry index was 6.77 points and 6.99 points; land access index was 6.69 and 6.94; time cost was 7.05 and 7.54; labor training was 5.05 and 5.82.

A specific analysis of the 10 component indicators of PCI Nghe An in 2022 also shows that the above-mentioned indexes have quite low rankings compared to 63 provinces and cities nationwide, such as: Market entry ranked 46/63; land access 45/63; time costs 42/63; labor training 48/63.

Nghe An's bright spot in 2022 is the Business Support Policy Index, ranking 3rd out of 63 provinces and cities; The Government Dynamism Index also saw a major improvement in score from 6.27 in 2021 to 6.82 in 2022, ranking 25th out of 63 provinces and cities.

Looking at the scores and rankings of the PCI Nghe An component indicators in 2022, they are basically only at a fair level; even the specific indicators indicated above are still at a relatively low position compared to the requirements, giving us the feeling that there are still somewhere obstacles, barriers, and gaps between the determination to improve policies and management quality and the actual effectiveness that businesses feel, or we can say the effectiveness of implementation in practice.

Perhaps the problem here is that the intermediate levels of the civil service in the process of implementing and transforming policies and the determination of provincial leaders into life have not yet met requirements.

The current issue is to promote the specific concretization of responsibilities with the viewpoint: "Clear people, clear work, clear results, clear time, clear responsibilities". If there is a problem somewhere, it is necessary to define responsibilities and have decisive solutions, especially regarding personnel work. These are the directions that provincial leaders are determined to concretize more clearly in the public administration environment.

Recently, Nghe An has established the Provincial Steering Committee for Administrative Reform, demonstrating a very high political determination. In particular, one of the key tasks is to synchronously and effectively implement administrative procedure reform with the motto of action "3 increases" (increasing transparency and accountability in performing public duties; enhancing the handling of administrative procedures via the online environment; increasing the satisfaction of people and businesses), "2 reductions" (reducing the time to carry out administrative procedures; reducing the cost of complying with administrative procedures); and "2 nos" (no inconvenience, no harassment; no delays).

The staff, civil servants and public employees at all levels are required to continue to improve their public service ethics according to the motto "5 yes, 3 no", including: "Highly responsible for assigned work; knowledgeable and skilled in performing tasks; creative, scientific, daring to think, daring to do, daring to take responsibility; having a good sense of organization and discipline; having clear thoughts and professional ethics" and "no bureaucracy; no negative behavior or attitude in performing public duties; no individualism or pragmatism".
