Another account owner fined for posting false information on social media

(Baonghean.vn) - The owner of the social media account identified as Ms. HTN, residing in Xuan Son commune, Do Luong district, has just been fined for posting false information about the Covid-19 epidemic.

On August 13, Do Luong District Police said that the unit had just advised the provincial police leaders to issue a decision to handle the case.administrative violationfor the case of HTN, permanent residence in Xuan Son commune, Do Luong district, for the act of posting false information about the Covid-19 epidemic, insulting the reputation and honor of organizations and individuals as prescribed in Point a, Clause 1, Article 101, Decree 15/2020/ND-CP.

Accordingly, the fine that Ms. HTN must pay is 7.5 million VND. Do Luong District Police also continue to consolidate related records and documents to handle other cases in accordance with the law.

Since the first positive case in Nghe An province, through monitoring the situation on cyberspace, Do Luong District Police have discovered many cases of using personal Facebook accounts to post unverified and false information about the epidemic situation in the area, causing panic among the local people.

Therefore, Do Luong District Police have verified, clarified and summoned dozens of individuals who violated the law in cyberspace.

In the first 8 months of 2021, the District Police force, the Police of communes and towns coordinated with the Steering Committee for Covid-19 Prevention and Control to inspect the epidemic prevention and control work in the area. Through inspection, 1 facility and 63 cases of violations of regulations on Covid-19 prevention and control were detected and handled (nowear mask, crowded,no medical declaration, evading quarantine...). The total fine is more than 80 million VND.

In addition to strictly punishing violations, Do Luong District Police also coordinated with Party committees and authorities to propagate to people how to receive and process information on social networks, and only monitor and receive information about the epidemic situation from official sources. Absolutely do not share unverified and unauthenticated information to avoid causing public panic and affecting epidemic prevention and control work. Decree No. 15/2020/ND-CP stipulates administrative sanctions for violations in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions.

People also need to raise their sense of responsibility and promptly report to the authorities any cases of fabricated or false information about the Covid-19 epidemic for handling according to regulations. At the same time, it is necessary to do a good job of epidemic prevention and control and strictly follow the recommendations of the Ministry of Health.


Article 101 of Decree 15/2020/ND-CP stipulating administrative sanctions for violations in the fields of post, telecommunications, radio frequencies, information technology and electronic transactions clearly states:

- A fine of 10,000,000 VND to 20,000,000 VND shall be imposed for taking advantage of social networks to commit one of the following acts:

a) Providing or sharing fake information, false information, distorting, slandering, or insulting the reputation of an agency, organization, or the honor or dignity of an individual;

b) Providing and sharing information that promotes bad customs, superstition, obscenity, depravity, and is inconsistent with the nation's traditions and customs;

c) Providing and sharing detailed information describing acts of slashing, killing, accidents, horror, and horror;

d) Providing or sharing fabricated information, causing panic among the people, inciting violence, crime, social evils, gambling or serving gambling;

d) Providing or sharing press, literary, artistic works and publications without the consent of the intellectual property owner or without permission for circulation or with a decision to prohibit circulation or confiscate;

e) Advertising, propagating, and sharing information about prohibited goods and services;

g) Providing and sharing images of Vietnam maps that do not show or incorrectly show national sovereignty;

h) Providing or sharing links to information on the Internet with prohibited content.

- A fine of VND 20,000,000 to VND 30,000,000 shall be imposed for disclosing information classified as State secrets, personal privacy secrets and other secrets that are not yet subject to criminal prosecution.

- Remedial measures:Forced removal of false or misleading information or information that violates the law due to violations specified in Clauses 1 and 2 of this Article.
