Agree on a plan to handle problems on the North-South expressway section through Dong Cua production area, Hung Tay commune (Hung Nguyen)
(Baonghean.vn) - Vice Chairman of Hung Nguyen District People's Committee, Mr. Hoang Anh Tien, has just announced that the petition of the people of Hung Thinh hamlet, Hung Tay commune regarding the problems arising during the construction of the North-South expressway has basically been resolved.
The problems on the North-South expressway, the section through Hung Thinh hamlet, Hung Tay commune, were reported by Nghe An Electronic Newspaper in the article "How to handle problems in the North-South expressway section through Dong Cua production area, Hung Tay commune (Hung Nguyen)" March 26, 2024.
Accordingly, the people of Hung Thinh hamlet proposed to completely resolve two problems arising during the design and construction of the North-South expressway, including: The expressway divided some rice fields of the people of Hung Thinh hamlet (west) in the Dong Cua production area, but did not design irrigation culverts to bring water for irrigation, leading to people having no water for production.
The design of the underpass for people, but the location of the underpass does not connect to the traffic road, but leads to the edge of the rice field, affecting the travel, production, daily life, especially the fire prevention and fighting work of the people in the area.
On the afternoon of April 4, 2024, Vice Chairman of Hung Nguyen District People's Committee Hoang Anh Tien said: On April 3, 2024, Project Management Board 6 (Ministry of Transport) issued Document No. 567/BQLDA6-VPHT.DC-BV agreeing on the plan to handle the contents requested by the people of Hung Thinh hamlet.
Specifically, the handling of agricultural land west of the expressway section km 456+200 - km456+800, in Hung Thinh hamlet, Hung Tay commune: To ensure the progress of completing the Project according to the direction of the Prime Minister, on the basis of the Field Report dated March 20, 2024 of the People's Committee of Hung Nguyen district, the Project Enterprise and related parties; based on the provisions of Clauses 2 and 4, Article 10, Decree 47/2014/ND-CP, Project Management Board 6 issued Document No. 478/BQLDA6-VPHT.DC-BV dated March 21, 2024 requesting the Provincial People's Committee to consider and decide to recover the affected agricultural land area in Hung Thinh hamlet.
Regarding the restoration of intra-field roads for production and forest fire prevention, the underpass location at Km456+408 was established by the Design Consultant based on the recommendations of local authorities at all levels in the Minutes of Agreement dated March 5, 2018.
Based on the spirit of the meeting on March 23, 2024 at Hung Thinh hamlet, Hung Tay commune and the results of the on-site inspection, it is necessary to propose adding an intra-field road connecting the East-West expressway through the underpass.
Immediately after receiving Document No. 557/UBND-GPMB dated March 28, 2024 of Hung Nguyen District People's Committee, Project Management Board 6 issued Document No. 552/BQLDA6-VPHT.DC-BV dated April 1, 2024 to the Project Enterprise and Design Consultant to urgently review, design, and propose solutions to have a basis for reporting to competent authorities for consideration and decision.
Vice Chairman of Hung Nguyen District People's Committee Hoang Anh Tien further discussed: Regarding the addition of an intra-field road connecting the East - West expressway through the underpass, the Project Enterprise and Design Consultant organized a review on March 3, 2024. Regarding the area of 1.6 hectares of agricultural land that needs to be recovered in the Dong Cua production area, 1.4 hectares are under the authority of the District People's Committee, 0.2 hectares are under the authority of the Provincial People's Committee.
According to its authority, the District People's Committee has directed relevant units to coordinate with the Hung Tay Commune People's Committee to prepare documents according to regulations; for the remaining area, the Department of Natural Resources and Environment will advise the Provincial People's Committee.
Asked about the funding source for the implementation of the above two contents, Mr. Hoang Anh Tien said: "The funding for implementing additional intra-field roads connecting the East - West expressway through the underpass and compensation for site clearance of 1.6 hectares of agricultural land in the Dong Cua production area will be taken from the funding source for the construction of the North - South expressway".
