Innovation and creativity in government mass mobilization and implementation of democratic regulations

On the morning of February 10, the Steering Committee implementedGrassroots democracy regulationsand the People's Mobilization Committee of Nghe An province held a conference to summarize the work in 2022 and deploy tasks in 2023. Comrades of the Standing Committee of the Provincial Party Committee: Ngoc Kim Nam - Head of the People's Mobilization Committee of the Provincial Party Committee and Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee chaired the conference.

Evaluating the results of 2022, the summary report and discussions at the conference all affirmed that the Steering Committee implemented the Grassroots Democracy Regulations and the workmass mobilizationAuthorities at all levels continue to be strengthened and directed to seriously implement regulations at all levels on grassroots democracy regulations and government mass mobilization work; closely direct localities and units to register to build 135 bright spots on implementing democracy regulations and 136 bright spots on government mass mobilization.

Awareness of Party committees and authorities at all levels about the role of government mass mobilization and implementing grassroots democracy regulations has been raised; linking the implementation of democratic regulations and government mass mobilization with the implementation of the action program to implement the Resolution of the Party Congresses at all levels for the 2020-2025 term, Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo on the direction and tasks of developing Nghe An province; paying attention to propaganda and raising awareness for cadres, party members, civil servants and public employees about the implementation of grassroots democracy regulations and government mass mobilization.

The monitoring and criticism activities of the Fatherland Front and socio-political organizations at all levels, the activities of the People's Inspection Committee and the Community Investment Supervision Committee are focused on in depth and substance. All levels and sectors, especially leaders at all levels, pay attention to the work of receiving people, dialogue, and resolving urgent issues and problems of the people.

In 2022, the Vietnam Fatherland Front at all levels organized 3,509 supervisions; the People's Inspectorate organized 1,037 supervisions; the Community Investment Supervision Board organized supervision of 1,449 works and projects. During the year, State administrative agencies at all levels received 5,720 citizens coming to make complaints, denunciations, recommendations and reflections.

Administrative reform, focusing on administrative procedure reform, implementing the "one-stop" and "one-stop-shop" regimes, and online public services, is being focused on at all levels.

Currently, 100% of communes, wards and towns in the province have a "one-stop" center; deploying 320 level 3 online public services and 975 level 4 online public services. At the provincial level, there are 21 departments and branches providing online public services including: 219 level 3 online public services; 827 level 4 online public services.

From paying attention to implementing the grassroots democracy regulations and government mass mobilization, despite facing many difficulties due to the impact of the Covid-19 pandemic, in 2022, the implementation of socio-economic development tasks, patriotic emulation movements, national defense and security work and foreign affairs work across the province achieved many positive results.

Notably, the whole province has 309/411 communes meeting new rural standards; 42 communes meeting advanced new rural standards; 6 communes meeting model new rural standards and 9 district-level units meeting new rural standards (ranking in the top 3 in the number of communes meeting new rural standards nationwide, after Hanoi city and Thanh Hoa province).

Focus on solving existing problems, limitations and concerns

Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee highly appreciated the innovation, positivity and creativity in implementing the grassroots democracy regulations and mobilizing the government at all levels, sectors, agencies, units and enterprises in the province.

Frankly pointing out a number of shortcomings and limitations in implementing the grassroots democracy regulations and government mass mobilization, the Standing Vice Chairman of the Provincial People's Committee emphasized the requirement for all levels, sectors, agencies, units and enterprises to pay attention to overcoming them; in which, focusing on forecasting, grasping people's thoughts and opinions in a timely manner to have solutions and mass mobilization measures to resolve them; at the same time, focusing on resolving existing problems, limitations and concerns of localities, sectors and units.

Regarding the key tasks in 2023, comrade Le Hong Vinh requested that all levels and sectors continue to strengthen the leadership and direction of Party committees, authorities, the Fatherland Front and socio-political organizations in implementing the grassroots democracy regulations and government mass mobilization work; effectively implement the Law on Grassroots Democracy passed by the National Assembly (effective from July 1, 2023).

Along with that, it is necessary to continue to thoroughly grasp and implement the Action Program to implement the Resolution of the 13th National Party Congress on mass mobilization work and the new Directives and Conclusions of the Politburo and Secretariat on mass mobilization work and implementation of grassroots democracy regulations.

Continue to strictly implement Directive No. 26/CT-TTg dated September 5, 2016 of the Prime Minister on strengthening discipline and order in state administrative agencies at all levels and Directive No. 17-CT/TU dated December 3, 2013 of the Provincial Party Standing Committee on strengthening discipline and order in administration; perfect and enforce regulations on public ethics; build a team of cadres, civil servants and public employees with sufficient qualities, capacity and prestige to meet the requirements of the new situation in the style of "respecting the people, being close to the people, understanding the people, learning from the people and being responsible to the people", "listening to the people, speaking so that the people understand, making the people trust".

Strengthen direct dialogue between Party leaders, heads of state agencies at all levels with the people, employers with employees according to regulations. Focus on resolving complaints, denunciations, urgent and prominent cases arising from the grassroots...
