Continue to promote administrative reform, improve investment environment in Nghe An
(Baonghean.vn) - Results of the Working Group established under Decision 2416/QD-UBND on promoting administrative reform, improving the investment and business environment and foreign investment cooperation in the province (reported data from November 15 to December 15, 2022).
Continuing to carry out the assigned tasks, the Provincial People's Committee Office - the Standing Agency of the Working Group has directed the Provincial Public Administration Service Center to continue reviewing and proposing solutions to improve the quality of service to organizations and citizens of state agencies and cadres, civil servants and public employees. Strengthening propaganda, guidance and support for people and businesses to submit documents online and effectively use public postal services.
At the same time, urge departments and branches to review and compile statistics on administrative procedures under their jurisdiction to link the digitization of records, documents, and results of administrative procedure settlement with the process of receiving and processing administrative procedures at the Provincial Public Administration Service Center.

Particularly at the Public Administration Service Center, propaganda, guidance, and support for people and businesses to submit documents online and public postal services have been strengthened effectively. The Center's operations are stable, and the work of receiving documents and returning results of administrative procedures is guaranteed to be carried out smoothly and in accordance with regulations.
The Center has coordinated with the Provincial Police and related units to establish an "Online Public Service Point Model" at the Center and assigned officers and civil servants to support and guide people in submitting documents online and returning administrative procedure results via public postal services. The Center promptly completed the review and arrangement of file data to prepare for digitalization according to Decree No. 45/2020/ND-CP dated April 8, 2020 of the Government on performing administrative procedures in the electronic environment, Decree No. 107/2021/ND-CP dated December 6, 2021 of the Government amending and supplementing a number of articles of Decree No. 61/2018/ND-CP dated April 23, 2018 of the Government on implementing the one-stop and one-stop mechanism in handling administrative procedures.
Last month, the Center received and processed 21,672 applications, of which 17,167 were newly received and 4,559 were transferred from the previous period. Specifically:
+ 15,701 files have been processed, of which 15,621 files were processed on time or before deadline (99.5%); 80 files were processed late (0.5%);
+ Files being processed: 4,809 files, of which: within the processing period: 4,792 files, overdue: 17 files; files returned or withdrawn by people and businesses: 42 files; files waiting for additional information: 57.
+ The number of records received via online public services is: 4,983 records, a rate of 29.3%. Units with a large number of records received online include the Departments of Industry and Trade (2,180/2,485, a rate of 87.73%); Planning and Investment (994/1213, a rate of 81.94%); Health (293/767, a rate of 38.20%); Finance (28/34, a rate of 82.35%), Department of Transport...
+ Number of public postal service uses: 7,005 times, including home submission and return of results service.
The Center continues to coordinate with the Departments, branches and sectors with administrative procedures performed at the Provincial Public Administration Service Center to review and compile statistics on administrative procedures under its jurisdiction to link the digitization of records, documents and results of administrative procedure settlement with the process of receiving and processing administrative procedures at the Provincial Public Administration Service Center. Up to now, 100% of administrative procedure records received at the Center have been digitized.
The working group continues to advise the Provincial People's Committee to deploy tasks according to Plan No. 78/KH-UBND dated January 28, 2022 on implementing Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030 in Nghe An province, focusing on guiding the digitization of records and results of handling administrative procedures; Plan No. 771/KH-UBND dated November 7, 2022 on implementing a number of key tasks of Project 06 of the Government in Nghe An province; standardizing, connecting, integrating, sharing results of handling administrative procedures, lists of documents, administrative procedure records on the National Public Service Portal; Instruct people and businesses on the benefits of using online public services; actively apply information technology and digital transformation to contribute to creating efficiency in handling administrative procedures, improving competitiveness, and creating new breakthroughs in the socio-economic development of the province.
As of December 15, 2022, the Department of Planning and Investment has presided over and coordinated with relevant departments to advise on the issuance of new (investment policy approval/investment registration certificate) 77 projects with a total registered investment capital of VND 8,801.9 billion (accounting for 70.6% of the number of projects and 30% of the total investment); Adjusted 65 projects, of which 21 projects adjusted investment capital, increasing VND 3,898.5 billion...
