Overcoming difficulties, striving to achieve many important results

Reporting to the General Secretary and the Central working delegation, Nghe An Provincial Party Committee Secretary Nguyen Duc Trung stated that, closely following the Central's direction, the Provincial Party Committee has led the political system together with the people to unite, overcome difficulties, and strive to achieve many important and quite comprehensive results.

Leadership and direction are focused on innovation in the direction of focus, key points, drastic and substantial direction and management, promoting efficiency. It is expected that 19/21 socio-economic targets will reach and exceed the targets of the Resolution of the 19th Provincial Party Congress, 2 targets need to continue to be implemented.

In the 4 years of 2021-2024, the average growth rate of the province reached 7.89%, higher than the period of 2016 - 2020 (6.97%). The scale of GRDP in 2024 reached 216.9 trillion VND, 1.5 times higher than in 2020, ranking 10th out of 63 provinces and cities.

GRDP per capita reached 62.5 million VND, an increase of 1.45 times compared to 2020. The economic structure shifted in a positive direction. Total budget revenue in the area reached 89,427 billion VND, an average increase of 9.4%/year, expected to reach about 26,000 billion VND in 2025, achieving the target set by the Congress Resolution.

Investment attraction has increased sharply in terms of scale, quantity and quality of projects. In the past 3 years, Nghe An has continuously been in the top 10 localities attracting the largest FDI in the country, with total registered capital reaching over 4.81 billion USD, 4.5 times higher than the accumulated capital from 2020 and earlier.

The quality of comprehensive education has made remarkable progress, the rate of students with national and international excellence is always among the top in the country. The work of taking care of people's health has made much progress; cultural and spiritual life is rich, the identity of Nghe An is preserved and strongly promoted.

From the beginning of 2023 to May 10, 2025, the whole province has completed supporting the construction and repair of 16,202 houses for the poor and people with housing difficulties, reaching 76.5% of the target for the period 2023 - 2025. Political security, social order and safety, national defense and security are ensured. Foreign affairs and international integration are proactively, substantially and effectively implemented.

The Provincial Party Committee and Party Committees at all levels seriously, comprehensively and synchronously carry out Party building work in terms of politics, ideology, ethics, organization and cadres. Maintain solidarity and consensus within the Party and the political system.

The work of building and developing party members has been focused on and achieved many positive results. Internal affairs, anti-corruption, waste and negativity work has been regularly paid attention to. The work of inspection, supervision and Party discipline has been comprehensively implemented according to regulations.

Nghe An has seriously implemented the policy of streamlining the organization and administrative units at the commune level towards efficiency, effectiveness and efficiency. The province has 412 administrative units at the commune level, after the reorganization there are only 130 units, a reduction of 68.45%. The implementation process is methodical and flexible, creating consensus among cadres, party members and people.

The Provincial Party Committee is focusing on directing the development of plans to arrange and perfect the organizational apparatus, arrange personnel in conjunction with preparations for Party congresses at all levels, ensuring the correct progress of the Central's direction; reviewing and implementing the transition, transfer, assignment and decentralization of tasks between levels; and properly handling and effectively using public assets.

The Provincial Party Standing Committee promptly issued directive documents, disseminated and implemented them in all levels and sectors of the province. The People's Committee developed plans and supplemented growth scenarios according to the target of striving for the province's GRDP to reach 10.5% in 2025. In the first quarter of 2025, GRDP growth is estimated to reach 8.0%, the highest growth rate of the first quarter in the past 5 years.

The Provincial Party Committee has seriously organized dissemination, training, issued plans and many documents directing and urging the implementation of Resolution 57-NQ/TW of the Politburo. Preparations for Party congresses at all levels for the 2025-2030 term have been carried out methodically and on schedule.

Nghe An province also frankly admitted that the economy has grown quite well but has not yet reached the set target, the quality of growth is not high. Some strategic infrastructure projects and essential works have not been implemented as expected. Poverty reduction results are not really sustainable, the poverty rate is still higher than the national average.

At the working session, leaders of the Party, State, central ministries and branches expressed their impression and high appreciation of the results of socio-economic development, Party building and key tasks in 2025 of the province; pointed out more shortcomings and limitations of the province in the fields of agriculture, strategic infrastructure of transport, energy infrastructure, digital infrastructure, budget revenue structure...

Giving his opinion to Nghe An, comrade Le Minh Hung - Politburo member, Secretary of the Party Central Committee, Head of the Central Organizing Committee suggested that the province lead and direct the newly formed communes to start drafting the Congress documents right now, in a thorough and methodical manner. The documents need to clearly grasp the new points and new thinking in the direction of the Politburo, the Secretariat, and the General Secretary; be concise, easy to remember, easy to understand, and can be implemented immediately. Nghe An is a large locality with a lot of experience and also needs to actively contribute to drafting the 14th Party Congress documents.

Regarding personnel work, after the reorganization, the province still has 130 commune-level administrative units. Therefore, it is necessary to soon reorganize the Party Committee, the government, the Fatherland Front and the grassroots advisory agencies, ensuring that the new apparatus will be operational from July 1, 2025.

The work of arranging grassroots cadres must be urgent and proactive; strengthen cadres from district level as the core, if necessary, strengthen provincial to commune level. At the same time, the province needs to review the planning resources to ensure enough personnel for the 20th Provincial Party Congress.

Comrade Phan Dinh Trac - Politburo member, Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission suggested that Nghe An should promote its advantages in agriculture, forestry, fisheries, services and tourism to improve people's lives; have favorable incentive policies for science and technology development. Promote administrative reform, attract investment, disburse public investment capital, resolutely resolve slow-progressing, backlogged, and prolonged projects; urgently resolve prolonged, crowded, and complicated lawsuits...

Comrade Nguyen Duy Ngoc - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Inspection Commission requested Nghe An province to closely follow the outline of the Politburo and the Secretariat's guidance, select scientific and technological breakthroughs for development; promote data connection, and properly resolve long-standing and crowded complaints...

Comrade Do Van Chien - Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front proposed that in the documents of the Provincial Party Congress for the 2025-2030 term, Nghe An needs to study and supplement the issue of developing specialty agriculture; take advantage of natural ecology and cultural diversity to develop ecotourism and community tourism; promote the positive results of social security work; thoroughly grasp and strictly implement the Central's guidance on restructuring the apparatus.

General Phan Van Giang, Politburo member and Minister of National Defense, requested Nghe An province to direct the armed forces to perform well the tasks of building defense zones; preventing natural disasters, floods and storms; combating illegal IUU fishing; performing well foreign affairs and preparing human resources and means to fight to protect sovereignty over seas and islands.

General Luong Tam Quang - Politburo member, Minister of Public Security requested Nghe An province to strengthen and proactively ensure border security, domestic security, economic security, and security in special areas.

The province also needs to ensure network security and data security to serve innovation, scientific and technological development, and digital transformation; quickly move Nghe An out of the key and complicated drug-related areas; control and reduce crime, and avoid being passive and surprised.

Comrade Le Hoai Trung - Secretary of the Party Central Committee, Chief of the Party Central Committee Office spoke at the meeting and discussed a number of specific contents on innovation in the work of the Politburo and the Secretariat and requested the province to monitor and direct the implementation.

In the field of science, technology and digital transformation, he emphasized that this is a very important issue and suggested that the province focus on promoting implementation on the basis of issued plans and solutions, especially paying attention to promoting digital transformation within the Party.

Comrade Tran Luu Quang - Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee suggested that Nghe An should exploit its human potential, including many outstanding people from all over the country and abroad, to contribute to the development of the homeland; focus on implementing risk management solutions, especially the impact of climate change and natural disasters; and prepare to well implement the decentralization and delegation mechanism.

Nghe An must become a model of modern local development in the new era.

Concluding the meeting, General Secretary To Lam expressed his joy and emotion when returning with the Central delegation to Nghe An - a land of "spiritual land and talented people", where the spirit of loyal, talented and courageous people is nurtured. This is not only a historical land, but also a typical land of the aspiration to rise up, overcome difficulties, and conquer all peaks.

Nghe An is a land rich in patriotic and revolutionary traditions, the birthplace of many heroes, celebrities, generals, patriots, talented businessmen, especially President Ho Chi Minh - the great leader of our Party and people, National Liberation Hero, World Cultural Celebrity; and many staunch revolutionaries such as Le Hong Phong, Nguyen Thi Minh Khai, Phan Dang Luu... Nghe An is also the homeland of the Nghe Tinh Soviet movement of 1930 - 1931, the earliest symbol of the worker-peasant government in the history of the Vietnamese revolution.

General Secretary To Lam emphasized: "It is this "deep-rooted, enduring" tradition that is a solid spiritual support and a precious endogenous resource that nurtures the mettle, spirit and aspiration to rise of the land and people of Nghe An."

Through working with the Provincial Party Standing Committee, the General Secretary expressed his excitement to see that the Party Committee, government and people of Nghe An are continuing that historical source with comprehensive and steady development steps in all fields.

These results clearly demonstrate the spirit of solidarity and unity of the political system; the determination and dynamism in leadership and direction; the efforts and consensus of cadres, party members and people of all walks of life in the province.

“On behalf of the Politburo and the Central working delegation, I congratulate and commend the important and comprehensive achievements that the Party Committee, government and people of Nghe An province have attained in recent times,” General Secretary To Lam said.

In addition to the important results, the General Secretary also pointed out the "bottlenecks" of the province's development such as: GDP ranked 10th, but the provincial budget has only been able to balance itself by 50%. Per capita income is still low, only about 50% of the national average income. Poverty reduction results are not really sustainable; the poverty rate is still higher than the national average.

Nghe An still has a lot of potential but it has not been exploited, the growth quality is not high, there are not many large projects, with driving force, creating breakthroughs in both structural transformation and technology diffusion. Enterprises are small, numerous but not strong. State management in some areas is still inadequate. The spirit of breakthrough and innovation in leadership and direction of implementation of tasks and goals needs to be more drastic and stronger...

The province still faces many difficulties but has some outstanding potentials: typically the potential of human resources; natural resources, strategic location and connectivity, especially the upcoming Vinh - Thanh Thuy (Thanh Chuong) expressway section of the Hanoi - Vientiane expressway project.

The General Secretary emphasized: Those strategic potentials do not become strength on their own. Only breakthrough thinking, decisive action and great enough aspiration can turn potential into reality, making Nghe An a national growth pole.

The General Secretary suggested that the province should boldly step out of the old development inertia, towards a more modern growth model, taking technology and knowledge as the driving force, taking institutional and governance innovation as the lever, and taking Nghe An people and culture as the foundation.

"Nghe An needs to take advantage of the historic opportunity when the Politburo issued Resolution No. 39-NQ/TW, and was given a special mechanism to not only "strive to become a well-off province" as Uncle Ho once instructed, but further, to become a modern development model of the Central region in the new era," General Secretary To Lam emphasized.

To realize that goal, the immediate target is a growth rate of 10.5% in 2025 - a big challenge for the province, General Secretary To Lam pointed out a number of major orientations that Nghe An province needs to focus on.

The first and most fundamental important thing is to ensure a secure, safe and favorable environment for development and improvement of people's lives. The Party must play a central role in all decisions. We must continue to maintain national defense and security in the province, military zone and the whole region, creating a solid defense posture to protect independence, sovereignty and territorial integrity. We must proactively grasp the situation, not be passive or surprised; focus on maintaining border security - this task is not only to protect land and forests, but also to maintain the hearts of the people and preserve national cultural identity; raise national defense awareness, build a solid people's heart posture. At the same time, we must carry out foreign affairs well with our neighbor Laos, creating a peaceful, stable, friendly and developing border area.

The next very important task is to continue to arrange and streamline the apparatus in the spirit of Resolution 18-NQ/TW, ensuring "refinement, compactness, strength, efficiency, effectiveness, and efficiency". Nghe An needs to deploy a 2-level government model (provincial and grassroots) to ensure efficiency and smoothness to promote the principle of "local decision, local action, local responsibility".

Nghe An also needs to prepare and organize well the 20th Nghe An Provincial Party Congress. This is not only a summary of a term, but must be an important occasion to "redesign development thinking", reshape long-term goals, choose innovation strategies suitable for the times and prepare truly exemplary personnel with great aspirations, leadership capacity and multi-sectoral, multi-dimensional integrated thinking.

The General Secretary also emphasized that the province needs to make a breakthrough in development thinking and institutions. Accordingly, the province needs to boldly shift from “extensive development” to “growth based on innovation, efficiency and high added value” based on science, technology and people, ensuring harmony and sustainability between economy, culture - society and environment. Shifting thinking from “management” to “creation - service”. Nghe An needs to build “satellite dynamic zones” in mountainous areas, gradually forming comprehensively developed commune cluster centers, improving the quality of education, health care, commercial infrastructure, microfinance and basic public services.

In addition, Nghe An needs to build a modern growth model with depth and high adaptability, based on four strategic economic pillars including: green economy, digital economy, marine economy, knowledge economy. Develop organic agriculture, clean industry, ecological urban areas and circular economy, high-quality service industries.

General Secretary To Lam specifically noted that the province should focus on developing the private economy to become “the most important driving force” of the economy. Authorities at all levels must consider the success of enterprises as the success of the locality, proactively remove difficulties, protect property rights, ensure investment safety and create a transparent, fair, trustworthy and low-cost business environment.

Along with that, the province needs to take Nghe people as the center and driving force for development; build a strong Party, an honest, effective and efficient government.

General Secretary To Lam emphasized: As the homeland of President Ho Chi Minh - the founder of the ideology and organizational model of the Communist Party of Vietnam, Nghe An has a special political and moral responsibility in building a truly clean, strong, and exemplary provincial Party organization in terms of political mettle, organizational intelligence, public ethics, and leadership methods. This is not only a regular task, but must become a strategic pillar of development.

Especially, in the context of the country entering a new era - the era of aspirations for strength, comprehensive integration and deep innovation, that spirit must be ignited by concrete actions of the Party Committee, government and the entire political system of Nghe An.

With its position as a province with a large area, large population, profound revolutionary tradition, human strength and having been granted a special mechanism by the Central Government, Nghe An can and needs to be one step ahead in strategic thinking, development model, and method of action. The province must become a model of modern local development in the new era, where progressive governance, social creativity, technological capacity and human aspirations converge.

Nghe An is not only facing a new development opportunity, but also a challenge of courage, vision and choice. This is the time for Nghe An to act with the spirit of a pioneer.

The province will focus on leading and directing the effective implementation of key tasks, especially the contents emphasized by the General Secretary, to create substantial changes in various fields.
