Strictly manage and control citizens from other provinces when coming to and returning to Vinh city. By 11am on July 19 at the latest, Vinh city willConduct a general review, statistics, and verification of households in the area with relatives living, working, studying, and laboring abroad and in other provinces, especially in localities with complicated epidemic developments, to monitor and supervise their health when they return to reside in the city.

Citizens from other provinces when arriving or returning to Vinh City must immediately and honestly make mandatory health declarations at the health stations of wards and communes. Citizens returning from epidemic areas or areas implementing social distancing according to Directive No. 16 and Directive No. 15 must be quarantined according to regulations.

Heads of agencies, organizations, units, enterprises, schools; owners of boarding houses, motels, and hotels in the area must immediately notify the People's Committees of wards and communes when there are cases from other provinces, especially from epidemic areas, returning to work or study at agencies, organizations, units, enterprises, schools, or staying at boarding houses, motels, and hotels to immediately implement epidemic prevention measures according to regulations.

For production, business and service activities, the city will issue a list.Types of suspended operations and types of operations that are allowed to operate but with conditions.

For agencies, organizations, units, cadres, civil servants and public employees under the management of the province who violate regulations in Covid-19 epidemic prevention and control, in addition to handling violations by competent agencies (if any), report to the Standing Committee of the Provincial Party Committee and the Chairman of the Provincial People's Committee for handling according to current regulations and rules.

For individuals, relatives, those who cover up, evade, falsely declare their address of residence in epidemic areas or make false medical declarations will be handled according to Decree No. 117/ND-CP of the Government. If the disease spreads, depending on the nature and severity, they will be strictly handled according to the provisions of criminal law./.
