General Nguyen Huu Cau: Building new rural areas to avoid illegal land sales and excessive mobilization of people
(Baonghean.vn) - This is one of the issues that National Assembly delegate - Major General Nguyen Huu Cau discussed with the authorities and people of Do Luong district and Trung Son commune at the voter meeting held on the morning of December 5.
On the morning of December 5, the delegation of the Provincial National Assembly, including Mr. Le Quang Huy - Vice Chairman of the National Assembly's Committee on Science and Technology; Nguyen Huu Cau - Member of the Provincial Party Standing Committee, Director of Nghe An Provincial Police, had a meeting with voters after the 8th session of the 14th National Assembly in Trung Son commune, Do Luong district.

On behalf of the National Assembly delegation, delegate Le Quang Huy summarized the results of the 8th session of the 14th National Assembly. The National Assembly passed many important and breakthrough mechanisms and policies. These included the results of monitoring and resolving voters' recommendations; passing 11 draft laws; passing the resolution on socio-economic growth targets for 2020; adjusting the basic salary and pension levels; the socio-economic development project for mountainous and ethnic minority areas...
Delegate Le Quang Huy also announced that the recommendations on environmental issues, traffic infrastructure... of voters in Do Luong district have been forwarded by the Provincial National Assembly Delegation to relevant agencies and sectors for consideration and handling.
Support mechanism in agricultural production
Voter Nguyen Van Lam expressed his excitement at the activities of the National Assembly, especially the amendments to the Law on Civil Servants and the Law on Public Employees. However, the voter suggested that, in addition to amending the law, relevant levels and sectors should pay attention to training grassroots cadres. According to the voter, the cadres at the village and hamlet levels are currently facing a major crisis due to “draining resources”, leading to many movements and activities being affected.
Regarding agricultural production, voters said that there should be policies on land consolidation, plot exchange, creating large fields, building concentrated production areas, thereby creating a "3-house" connection, or moving towards green production and environmental protection. In building policies for farmers, the State should support them by providing "fishing rods", creating motivation to strive for development.

Voter Pham Van Tan said that in agricultural production, people are abusing many pesticides. Voters hope that central and local authorities will focus on investing in science and technology, researching good plant varieties, helping people to both create high productivity and protect health and the environment.
Voter Le Xuan Hoa reported that there was a project to build Do Cung bridge in the area, but the project has now been suspended. Voters requested that all levels and sectors pay attention to restarting this project, because Do Cung bridge plays an important role, located in the traffic artery of the East-West economic zone of the province.

Voter Pham Doan Dan reported that fake files of wounded soldiers, sick soldiers and victims of Agent Orange still exist. Voters requested the State to thoroughly handle this issue, creating fairness in society.
Voters also reflected on the fact that people have to contribute too much to the construction of new rural areas; labor export policies for people; policies for people with revolutionary contributions, frontline laborers, and youth volunteers; landslides on Lam River due to illegal sand and gravel mining...
Unity and solidarity in building new rural areas

From the fact that Trung Son commune was selected to build a new-style rural commune, delegate Nguyen Huu Cau hopes that the local Party Committee, government and people will continue to promote the achievements. To do better, the delegate suggested that the district and commune authorities go down to the villages and hamlets to learn and listen to the people's concerns, and work together to resolve difficulties. Major General Nguyen Huu Cau suggested that in implementing the new rural area, there must be consensus and strictness, and not violate the provisions of the law such as: selling land without authority, mobilizing contributions beyond the people's capacity.
Regarding the policy on agriculture, delegate Nguyen Huu Cau affirmed that the agricultural and rural sector is a special concern of the Party and the State. Many agricultural policies have been issued, and in the financial sector alone, there have been 125 support policies. However, the reality shows that farmers still do not have much access to it. Therefore, delegate Nguyen Huu Cau suggested that in the coming time, the district leaders pay great attention and create opportunities for people to access policies and guidelines.
Regarding the illegal exploitation of sand and gravel on the Lam River, Major General Nguyen Huu Cau said that this is the main cause of riverbank erosion, land loss and the complexity is second only to the consequences of hydroelectric projects. The delegate promised to forward the voters' recommendations to the upcoming session of the Provincial People's Council. On that basis, consider supporting people to build riverbank embankments. In addition, the Provincial Police Director requested the Do Luong District Police to vigorously crack down on "sand bandits" in the area, in order to gradually end the illegal exploitation of sand and gravel on the river.
