Nghe An Provincial People's Committee proposes plan to expand Vinh city

(Baonghean.vn) - At the regular meeting in July, the People's Committee of Nghe An province agreed to report to the Steering Committee 2 options for expanding the administrative boundaries and urban space of Vinh city. In particular, the People's Committee proposed option 3, merging the entire natural area and population size of Cua Lo town and 9 communes of Nghi Loc district into Vinh city for management.

At the regular meeting of the Provincial People's Committee held on the afternoon of July 26, members of the Provincial People's Committee listened to and gave opinions on the plan to expand the administrative boundaries and urban space of Vinh city.

According to Resolution No. 26 of the Politburo, Decision No. 52 and Decision No. 827 of the Prime Minister, the expansion of Vinh city and the establishment of wards in Vinh city are in line with the major orientations and policies of the Party and State; promoting inherent potential and advantages to promote socio-economic development, while meeting the aspirations of the local Party Committee, Government and People.

Thereby, building Vinh city into the center of the North Central region in finance, trade, tourism, science and technology, information technology, high-tech industry, health care, culture, sports, education and training; together with Cua Lo, developing into an economic growth pole and spearhead of the province's growth; becoming a modern, civilized and prosperous city.

Previously, on February 16, 2022, the Provincial Party Standing Committee decided to establish a Steering Committee to implement the Vinh City Space Expansion Project; the Provincial People's Committee established a Project Drafting Team. At the meeting, on behalf of the Drafting Team, Director of the Department of Home Affairs Nguyen Viet Hung presented 5 options for expanding the administrative boundaries and urban space of Vinh City for members of the Provincial People's Committee to review and comment.

Option 1:Adjust the entire natural area and population size of Cua Lo town; Adjust Quan Hanh town and 14 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, Nghi Thach, Nghi Truong, Nghi Trung, Nghi Thinh, Nghi Long, Khanh Hop, Nghi Van, Nghi Dien, Nghi Hoa, Nghi Thuan and part of Nghi Xa commune of Nghi Loc district to Vinh city management; Adjust the entire natural area and population size of Hung Tay commune; part of Hung Nguyen town; part of communes: Hung Loi, Hung My, Hung Dao of Hung Nguyen district to Vinh city management.

Option 2:Adjust the entire natural area and existing population size of Cua Lo town; Adjust the entire natural area and population size of Quan Hanh town and 14 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, Nghi Thach, Nghi Truong, Nghi Trung, Nghi Thinh, Nghi Long, Khanh Hop, Nghi Van, Nghi Dien, Nghi Hoa, Nghi Thuan of Nghi Loc district (not adjusting part of Nghi Xa commune according to Decision 52/QD-TTg) to Vinh city for management.

Option 3:Adjust the entire natural area and existing population size of Cua Lo town; Adjust the entire natural area and existing population size of 9 communes: Khanh Hop, Nghi Thinh, Nghi Truong, Nghi Thach, Nghi Xuan, Nghi Phong, Phuc Tho, Nghi Thai, Nghi Van of Nghi Loc district to Vinh city for management.

Option 4:Adjust the entire natural area and population size of Cua Lo town; Adjust the entire natural area and population size of Hung Nguyen district; Adjust the entire existing natural area and population size of Quan Hanh town and 14 communes: Nghi Xuan, Phuc Tho, Nghi Thai, Nghi Phong, Nghi Thach, Nghi Truong, Nghi Trung, Nghi Thinh, Nghi Long, Khanh Hop, Nghi Van, Nghi Dien, Nghi Hoa, Nghi Thuan of Nghi Loc district to Vinh city for management (not adjusting part of Nghi Xa commune according to Decision 52/QD-TTg).

Option 5:Adjust the entire natural area and population size of Cua Lo town; Adjust the entire natural area and population size of Nghi Loc district to Vinh city for management. However, the drafting team assessed that this plan does not have a planning approved by the competent authority; so it is difficult to prepare the project.

Based on the analysis of the advantages and disadvantages of the options, the members of the Provincial People's Committee unanimously assessed that options 2 and 3 are more suitable than the other options for many reasons. For option 2, after the merger, the natural area of ​​Vinh city is 245.02 km2, population of about 529,045 people, number of administrative units is 47. All criteria exceed the regulations in Resolution No. 1211/2016 of the National Assembly Standing Committee. After expansion, some more wards will be established from communes to meet urban criteria according to regulations.

For option 3, after the merger, the natural area of ​​Vinh city is 205.18 km2, population of about 482,336 people, number of administrative units is 41. All criteria exceed the regulations in Resolution No. 1211/2016 of the National Assembly Standing Committee. After expansion, some more wards will be established from communes to meet urban criteria according to regulations.

On the other hand, these two options are still consistent with the general planning of Vinh city approved by the Prime Minister in Decision No. 52. At the same time, steps to build a project dossier for expanding Vinh city can be carried out immediately. The number of administrative units at district and commune levels affected is the least among the five options. The number of redundant officials and civil servants that must be arranged and reassigned is the least.

In addition, these two options are also consistent with the people's aspirations to preserve the place name Hung Nguyen, the birthplace of the Soviet - Nghe Tinh movement, a place with a rich historical and cultural tradition. At the same time, there is no need to choose a new location to build the administrative center of Nghi Loc district; reducing investment costs for new construction of infrastructure projects.

Concluding this content, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that in order to develop a project, the scope must first be determined, from which there is a basis for hiring a consulting unit. In addition, it must be included in the Provincial Planning for the period 2021-2030, with a vision to 2050 for appraisal.

"The development of the Vinh City spatial expansion project must be within the scope of research of Decision No. 52 dated January 14, 2015 of the Prime Minister approving the adjustment of the Vinh City master plan to 2030, with a vision to 2050. At the same time, it is necessary to take into account the actual situation, conditions for implementation, and cultural and historical traditions of localities for reasonable adjustment," the Chairman of the Provincial People's Committee emphasized.

After discussion, the Provincial People's Committee agreed to report to the Steering Committee 2 options (option 2 and option 3) on expanding the administrative boundaries and urban space of Vinh city. In which, the Provincial People's Committee proposed option 3, adjusting the entire natural area and population size of Cua Lo town and 9 communes of Nghi Loc district, including: Khanh Hop, Nghi Thinh, Nghi Truong, Nghi Thach, Nghi Xuan, Nghi Phong, Phuc Tho, Nghi Thai, Nghi Van to Vinh city for management.
