The evaluation and classification of cadres and civil servants in some places is still perfunctory.
(Baonghean.vn) - Through observations in some communes of Do Luong and Anh Son districts, the province's interdisciplinary inspection team found that the assessment and classification of cadres and civil servants was not yet serious. In some places, the self-assessment content of cadres and civil servants was still cursory, sketchy, overlapping, and perfunctory.
On the morning of December 4, the interdisciplinary inspection team on compliance with discipline and administrative order in Nghe An province, established under Decision No. 5773/QD-UBND dated December 28, 2018 of the Chairman of the Provincial People's Committee, conducted surprise inspections in a number of communes of Do Luong district.

Self-assessment content of many civil servants is duplicated and sketchy.
Inspecting at 8am at the office of Tru Son commune, the delegation noted that there were no officials or civil servants violating working hours, and reminded that the office did not have name tags, and many positions of officials and civil servants were not equipped with name tags on their desks, causing difficulties for people when coming to work. In addition, members of the inspection delegation also corrected the situation of some officials and civil servants not wearing name tags during working hours.
Regarding the work of receiving people, the working regulations stipulate that the People's Committee of the commune receives people at least once a week, which is not in accordance with regulations. Tru Son commune has not yet posted the schedule of the People's Committee leaders receiving people.
Notably, in the evaluation and classification of cadres and civil servants in 2019, some civil servants had self-evaluations that were duplicated in content, sketchy, and not closely following the assigned tasks. The minutes of the evaluation meeting did not include the results of the classification voting and the classification conclusion of the commune People's Committee Chairman. After 20 days, the decision to classify cadres and civil servants had not been issued.
The delegation also conducted an inspection at the My Son commune office, pointing out some shortcomings and limitations at the one-stop department, such as administrative procedures in some fields (construction, culture - society, agriculture...) not being posted; the posted procedures were not in accordance with regulations (regarding lists, forms...). The results of the inspections were directly discussed by the delegation at the communes and discussed during the working session with the People's Committee of Do Luong district.

In the afternoon of the same day, the inspection team continued to carry out their duties at the office of Phuc Son commune, Anh Son district. At 2:00 p.m., many officials and civil servants were not wearing badges, and the nameplates of their offices were blurred. Through inspection, the members of the team discovered that the working regulations of the commune People's Committee for the term had many errors, notably the application of outdated legal documents, the time for receiving people of the commune People's Committee Chairman conflicted with the regulations for receiving people...
In addition, the management and operation regulations, disciplinary measures, and classification of cadres and civil servants are not in accordance with regulations. The delegation also reminded that from 2016 to present, the Commune People's Committee has not reassigned tasks to civil servants.
To manage working time, the Party Committee and the People's Committee of Phuc Son commune have assigned civil servants to take turns monitoring and checking the compliance with working time of cadres and civil servants. At the time of inspection, the person assigned to work was late, had a reason but did not report to the leaders and the office of the People's Committee of the commune for monitoring and checking. Article 13 of the Regulations on management and operation of the office of the People's Committee of the commune stipulates that civil servants record and submit work diary books, but in reality, this content is not implemented.

At the People's Committee of Anh Son district, after checking the records of civil servants' evaluation and classification of 3 specialized departments, the evaluation team found that the content of civil servants' self-evaluation generally did not meet the requirements. Minutes of department meetings focused heavily on emulation and rewards, with little attention paid to evaluating the strengths and weaknesses in work and plans to overcome them in the coming year.
