(Baonghean.vn) - The Provincial Federation of Labor and trade unions at all levels always focus on implementing the Grassroots Democracy Regulations (QCDCCS), contributing to creating positive impacts in the overall development process of the province.

Accordingly, the administrative agencies, public service units, and trade unions must coordinate with the government to seriously organize conferences for cadres and civil servants so that workers can promote collective intelligence, discuss and decide on working regulations, internal spending regulations, salary increases, rewards, planning, promotion, and appointment of cadres and civil servants in accordance with the correct procedures.

For the business sector, trade unions at all levels also promote their role by coordinating with employers to organize workers' conferences in an increasingly democratic and practical direction, effectively serving production and business activities, and taking better care of workers' lives. Most businesses are open and transparent so that workers know the contents of the direction and tasks of production and business development; financial regulations, expenditures, salaries, bonuses, etc.; at the same time, through the implementation of the Labor Code, cadres, employees and workers can discuss, give opinions, promote ownership, working capacity and creativity; prevent negative manifestations in production and business, create a democratic, open and stable atmosphere for production and business development, in order to increase productivity and improve workers' lives. Participate in building and implementingGrassroots democracy regulationsat the workplace is an important task of the trade union organization, aiming to promote the right to mastery, improve labor productivity, qualifications, professional skills... of union members and workers. This is also considered a tool for organizing trade unions, especially the role of grassroots trade unions in carrying out the responsibility of caring for, protecting the rights and interests of union members and workers in enterprises, at the same time being a bridge connecting, promoting and building harmonious, stable and progressive labor relations in enterprises.

Under the direction ofProvincial Federation of Labor, 100% of the trade unions at the direct superior level have deployed the documents of the Provincial Federation of Labor to their subordinate trade unions. Since then, the trade unions have proactively coordinated with the authorities at the same level and employers to amend, supplement and promulgate the Labor Code; developed plans to organize democratic conferences and collect opinions from workers to prepare dialogue contents, negotiate new signings, and sign additional provisions beneficial to workers in collective labor agreements at the unit.

In 2020, 2,678/2,941 (91%) units organized democratic conferences. Number of establishments organizing conferences for cadres, civil servants, and public employees: 2,368/2,368 units (100%): Education sector in public schools: 1,474/1,474 units (100%), Agency conferences: 437/437 (100%), Commune and ward conferences: 457/457 (100%). Number of establishments organizing labor conferences: 310/530 (58%), of which non-public schools are: 43/43 (100%). Dialogue rate at enterprises: 310/530 (58%).

There have been 418 signed Collective Labor Agreements, the number of quality Collective Labor Agreements has been increased with more beneficial contents for employees. Signing and implementing Collective Labor Agreements well not only contributes to building harmonious and stable labor relations but also creates many dual benefits for businesses and employees. Clearly identifying the great role and effect of Collective Labor Agreements, in 2020, the Provincial Federation of Labor focused on directing the District, City, Town Federations of Labor, and trade unions of all sectors to well implement this content. Results: Up to now, the whole province has 418/530 enterprises with trade union organizations, reaching a rate of 78.9%, of which, State-owned enterprises: 32/32 units, reaching 100%; FDI enterprises: 22/26, reaching 84.6%; Non-state enterprises: 364/472, reaching 77.2% of signing Collective Labor Agreements. Results of grading and classifying Collective Labor Agreements (graded by districts and sectors): Type A: 58/418 copies, accounting for 13.8%; Type B: 200/418 copies, accounting for 47.8%; Type C: 132/418 copies, accounting for 31.6%; Type D: 9/418 copies, accounting for 2.2%; Unclassified: 18/418 copies, accounting for 4.3%.

At the same time, activities through dialogue organizations are also focused. From 2020 to now, there have been more than 300 regular and ad hoc dialogues between workers, employees and business owners. Since then, employers and employees have shared and resolved difficulties and problems at the enterprise, creating consensus in harmonious, stable and progressive labor relations.

Also in 2020, the Provincial Federation of Labor organized many synchronous solutions such as: Organizing the summary and evaluation of the implementation of Resolution 01/NQ-DCT of the Presidium of the General Confederation of Labor on Collective Labor Agreements in 2019; Supporting funding for negotiating new contracts, signing amendments and supplements in 2019; Directing units to organize training on negotiation skills and signing Collective Labor Agreements for Chairmen of grassroots trade unions and enterprises, typically the Federation of Labor of Dien Chau, Yen Thanh districts, trade unions of the Agriculture sector, Dong Nam Economic Zone, etc.

Continue to promote the role of trade unions

In 2021, the Provincial Federation of Labor continues to direct units to review signed and expired Collective Labor Agreements with sketchy and formal content to request grassroots unions to review and urge enterprises to re-sign, add appropriate content and closely monitor the implementation of policies in the agreement, to ensure the rights of workers.

To continue promoting the role of trade union organizations in building and implementing grassroots democracy regulations, in the coming time, the Provincial Federation of Labor will continue to direct trade unions at all levels in the province to proactively participate and coordinate with the authorities and professional colleagues to promote grassroots democracy, contributing to strengthening the trust of cadres, union members, workers, civil servants, promoting solidarity in agencies and units, creating important motivation for agencies, units and enterprises to successfully complete their assigned tasks and continue to promote propaganda and mobilization to implement the Party and State's policies and guidelines; legal regulations that have a direct impact on the legitimate rights and interests of cadres and civil servants; grassroots democracy regulations. Direct agencies to organize conferences of cadres and civil servants, develop, supplement and perfect various types of regulations; improve the quality of conferences of cadres and civil servants, People's Inspectorate and Steering Committee for implementing democratic regulations of the unit; effectively carry out supervision and social criticism of the Fatherland Front and mass organizations; link the implementation of grassroots democracy regulations with promoting administrative procedure reform; continue to innovate the direction and administration methods of authorities at all levels; improve the public ethics of cadres and civil servants.
