Heavy trucks affect traffic safety in Quy Hop
(Baonghean.vn) - Quy Hop district proposed to the Survey Team to propose that the province pay attention to investing in the construction and upgrading of degraded roads in a synchronous manner due to heavy trucks.
On the morning of May 24, the Provincial People's Council's Survey Delegation led by Comrade Pham Thanh Chung - Head of the Provincial People's Council's Legal Committee conducted a survey on law enforcement in ensuring order and road traffic safety in Quy Hop district.

Quy Hop district has 4 national highways and 3 provincial roads with a total length of nearly 183 km running through all communes (21 communes and towns) in the district.
In the district, there are 468 intersections between inter-district roads, inter-commune roads, residential roads with national and provincial highways. Basically, the intersections with main roads have been installed with road signs to ensure traffic safety. However, many intersections related to school locations do not have cross-road markings or speed bumps, posing a risk of traffic safety.

To ensure traffic safety and order in the area, every year the District People's Committee, the District Traffic Safety Committee, and district-level agencies have consulted on the development and promulgation of documents, plans for direction, management, and implementation.
In particular, after 4 years of implementing Resolution No. 56/2016/NQ-HDND of the Provincial People's Council on clearing road, railway and urban sidewalk safety corridors from 2017 to 2020, people's awareness of law compliance has been raised, and constructions violating traffic safety corridors and urban sidewalks have been dismantled by people themselves.
From 2017 to present, the whole district has cleared 2,695 cases of households with illegal constructions, with 4,453 constructions and trees of all kinds; the situation of re-encroachment on traffic safety corridors has decreased significantly, traffic accidents in the district have continuously decreased significantly compared to the years before Resolution 56 was issued.

Along with increasing patrols, control and handling of violations, Quy Hop district has promoted propaganda and dissemination of legal regulations on freight transport.
As of March 30, 2022, 50 individuals and businesses have voluntarily signed a commitment not to violate the regulations on transporting overloaded or oversized goods; arbitrarily renovating or changing the size of the vehicle's body and trunk. Up to now, 102 vehicles have voluntarily removed the extended part of the vehicle's trunk, implementing "running correctly and carrying enough" to contribute to ensuring traffic safety in the district.
However, according to a report from Quy Hop district, overloaded vehicles are still circulating on some roads; vehicles with extended sides and cargo beds that are not in accordance with the original design, etc.

Through a field survey and working with the People's Committee of Quy Hop district, the Survey Team discussed with the locality to clarify a number of contents on: The effectiveness of implementing documents related to ensuring traffic safety and order; issues arising from overloaded vehicles; dissemination of traffic safety laws in schools; re-encroachment of traffic safety corridors; and difficulties and problems in coordinating departments, branches and sectors in managing provincial roads.
The rate of hardening of rural roads is low; the rural road system is deteriorating rapidly; some provincial roads are seriously degraded; there are still potential traffic accident spots.

At the meeting, Quy Hop district proposed to the Survey Team that the province pay attention to investing in the construction and upgrading of degraded roads in a synchronous manner to improve investment efficiency, such as Provincial Road 532 through Quy Hop district. There should be a mechanism to support funding for the management and maintenance of rural roads (district roads, commune roads).
Concluding the meeting, comrade Pham Thanh Chung - Head of the Legal Committee of the Provincial People's Council proposed to replicate models, diversify forms of propaganda, popularize the law, and raise people's awareness of compliance.
Along with that, it is necessary to strengthen patrolling, controlling and handling violations of traffic safety order; implementing solutions to prevent re-encroachment of traffic safety corridors; handling potential black spots of traffic safety loss; synthesizing amendments and recommendations related to difficulties and inadequacies in the implementation of legal documents. Timely grasping voters' opinions related to ensuring traffic safety order,...
Regarding local recommendations, the Survey Team will synthesize and send them to competent departments, branches and sectors.
