The meeting was conducted under the program to monitor the issuance of certificates of land use rights, house ownership rights and other assets attached to land in Nghe An province.

According to the report of Yen Thanh District People's Committee, the consultation and issuance of directives and instructions related to the issuance of certificates were carried out promptly and within the authority prescribed by law.

Regarding the issuance of certificates for agricultural land to households and individuals, Yen Thanh has so far issued 69,238 certificates for the first time, reaching 97.71%; there are still 1,620 certificates to be issued, with an area of ​​2,950.39 hectares.

For non-agricultural land, the total area requiring certificates is 1,690.49 hectares, of which 1,642.74 hectares have been granted so far, reaching 91.17%. The total number of land plots requiring certificates is 69,764, of which 67,898 have been granted so far, reaching 97.32%; there are still 2,898 certificates that need to be granted.

Regarding the results of receiving and processing registration and certification applications from January 1, 2015 to April 30, 2018, out of 37,667 applications received for processing, 2,366 applications were processed past the deadline and 157 applications are in the process of being processed.

At the meeting, members of the monitoring delegation requested the District People's Committee to clarify a number of issues related to the backlog in the issuance and renewal of land use right certificates; difficulties related to measurement costs; solutions for the prolonged process of preparing documents; inspection and settlement of complaints, denunciations, and recommendations on the issuance of certificates...

Acknowledging the difficulties and limitations in the issuance of certificates of land use rights, house ownership rights and other assets attached to land, the leaders of Yen Thanh district pointed out a number of subjective reasons such as: in the field of land, although the District People's Committee has many documents urging and directing, some communes have not paid attention to directing professional staff to implement; some professional staff have not promptly grasped the changes in policies, leading to confusion in handling documents, causing negative reactions among the people...

In addition, the coordination between the consulting unit with the departments and the People's Committees of the communes in the issuance and renewal of land use right certificates is not smooth. Sometimes the consulting unit has a small number of staff, leading to a prolonged process of preparing documents. Some communes have not paid attention to reviewing documents and speeding up the progress.

The district representative also said that basically, the cases of handling complaints, denunciations, and petitions of citizens regarding the issuance of land use right certificates according to Decree 64, due to the common existence of history, have sketchy records, causing difficulties in the process of resolving the cases.

The issuance of forestry land use right certificates in the past had many errors, records had errors, and overlapping areas made resolving related disputes extremely difficult.

In addition, after converting land according to Directive 08-CT/TU, there has been a situation of taking advantage of the assignment of agricultural land for near-cultivation and near-residential purposes, causing insecurity and disorder in the area and difficulties in land management as well as handling violations.

The leaders of Yen Thanh District People's Committee proposed that the province allocate funds to adjust the map after land conversion according to Directive No. 08/CT-TU, and at the same time recommended that the Department of Natural Resources and Environment direct the surveying units to speed up the progress and complete the dossier preparation so that the District People's Committee has a basis for review and issuance of progress assurance certificates.

Concluding the meeting, Head of the Provincial People's Council's Legal Committee Phan Duc Dong shared with Yen Thanh district that because this is one of the localities with a large area and many administrative units, land management faces many difficulties.
