Digital transformation efforts

After being trained on digital transformation, from August 1, Trung Thanh commune has implemented related contents. Mr. Tran Thuong Hoan - Chairman of the Commune People's Committee said: "The commune has established a Steering Committee for digital transformation, allocated budget to support civil servants to buy laptops, coordinated with VNPTYen Thanhto install specialized software, deploy applications serving the construction of digital government such as: document management and administration system, email; Public service portal system and electronic one-stop shop; use specialized digital signatures...

(Currently, the commune has imported public services on digital platforms including the fields of citizen records, agricultural policies, justice, culture, etc.). In the near future, the commune will continue to receive online records to create conditions for people living far away to reduce time.

Mr. Hoang Danh Truyen - Vice Chairman of Yen Thanh District People's Committee added: Since June 2022, Yen Thanh district has piloted digital transformation in a number of communes. The communes have established steering committees.digital transformation, established a community digital technology team headed by the Chairman of the Commune People's Committee. At the same time, the district coordinated with relevant departments and branches to organize basic training on digital transformation and raise awareness and state management skills on digital platforms for leaders of agencies, units and People's Committees of communes and towns.

The district coordinates with VNPT and other organizations and localities to mobilize, guide, and support the installation of digital service platforms. Recently, VNPT Yen Thanh has supported the construction of electronic information portals for the district and communes, provided training on public administrative services, iOffice system, and digital signatures for electronic document management for 39/39 communes and towns in the area.

Providing digital signature and electronic receipt services for district and commune authorities; Providing services for the education sector such as the vnEdu ecosystem, electronic transcripts, electronic gradebooks, electronic lesson plans... For the agriculture sector, VNPT Yen Thanh provides solutions for checking the origin of agricultural products, managing OCOP products...

Yen Thanh District has signed a cooperation agreement with VNPT Yen Thanh, according to which in the coming time this unit will provide information technology telecommunications services and digital transformation solutions including: IOC smart operating system; VNPT eCabinet paperless meeting room system; Smart urban solutions...

BOX: After a short time of implementing the Action Program, the digital transformation work of Yen Thanh district has achieved remarkable results. Up to now, 37/39 communes have implemented electronic one-stop shop, 100% of communes use digital signatures, 100% of communes have used the iOffice system to process documents.

Towards e-government

Identifying the role of digital transformation in current reality, Yen Thanh district requires leaders and all cadres, civil servants, and public employees of agencies, units, and authorities at all levels to identify digital transformation as an important task and a breakthrough in administrative reform.

The district prioritizes digital transformation in developing digital government, especially providing services to people and businesses such as: Education, health, agriculture, natural resources, environment and prioritizing digital transformation in economic development. Digitalization in departments, offices and localities is promoted to build a shared database of the district and the province to serve administrative reform and socio-economic development.

Yen Thanh district sets a goal that in the coming time, 100% of cadres, civil servants and public employees will be trained, fostered or self-cultivated in digital knowledge and skills; Implement synchronous connection of online conference systems from provincial, district and commune levels and connect to the national online conference system. The rate of files handling online public services at level 3 and level 4 out of the total number of files will reach 50% or more.

At least 90% of people and businesses are satisfied with the handling of administrative procedures. 80% of district-level work records and 60% of commune-level work records are exchanged, created, processed, and digitally signed on the network environment. 100% of reporting regimes, indicators for synthesizing periodic reports and statistical reports on socio-economics serving the direction and administration of the District People's Committee and the Chairman of the District People's Committee are connected, integrated, and share digital data on the reporting information system, connected to the province's reporting information system.

The district strives to develop a digital economy that accounts for about 5-10% of GRDP, 80% of people over 15 years old have a bank transaction account, over 50% of adults use electronic payment services...

To develop technical infrastructure and update digitalization to serve digital transformation, the district continues to invest and upgrade technical infrastructure to ensure the application of information technology within state agencies; Information technology equipment, LAN infrastructure,Internethigh speed… At the same time, this locality ensures the necessary conditions to be ready to connect and deploy shared information technology applications of superiors.

Effectively implement the province's shared systems (connection axis of shared catalog management system, electronic identification, monitoring system, database)... Yen Thanh will also continue to exploit and operate well the shared information systems serving management and operation: Electronic information portal system, management system of executive documents, email, digital signature, online video conferencing...

In addition, the leadership, inspection and supervision role of the Steering Committee for Digital Transformation at district and commune levels must be strengthened; Heads of agencies must proactively monitor and supervise the application of information technology in agencies, units and localities performing digital transformation tasks.

Prioritize funding for training, coaching, and fostering of information technology knowledge and skills for officers and employees at all levels to meet assigned requirements and tasks.
