Discussing solutions to remove obstacles in site clearance for the Tan Ky 110 kV Power Line and Transformer Station project

On the afternoon of July 20, under the chairmanship of comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, the Provincial People's Committee had a meeting with the Northern Power Corporation and related units and localities on site clearance for the Tan Ky 110kV Transmission Line and Transformer Station project. Also attending were representatives of departments, branches, and representatives of leaders of Do Luong, Tan Ky and Yen Thanh districts.

The Tan Ky 110kV Transmission Line and Transformer Station (TBA) construction project is invested by the Power Grid Project Management Board - Northern Power Corporation, with a total construction investment of more than 162 billion VND.

Project scale: Construction of a 26.07km long 110kV line and a 110/35/22(10)kV-40MVA Tan Ky 110kV substation. Construction location: Tan Ky 110kV substation is built in Ky Tan commune; The 110kV line is built in the communes of Xuan Son, Tan Son, Lac Son, Thinh Son, Van Son, Dong Son, Hong Son, Giang Son Dong, Do Luong district; Ky Tan commune, Tan Ky district. The project started on November 24, 2021; expected to be energized in September 2022.

However, the construction process encountered difficulties and obstacles. Specifically: The section from position 10 to 28 overlaps with the planning of Do Luong district to become a town, which is currently being appraised and commented on by the Ministry of Construction. The position of column number 35 is located in the Van Son ecological area, the owner of which is the 19/5 Do Luong Cooperative, which does not agree to allow construction and has submitted a petition to the People's Committee of Do Luong district.

At column number 60, according to the measurement records and cadastral management map of Giang Son Dong commune, the two affected plots of land are managed by Giang Son Dong commune. However, in reality, the household is cultivating on land belonging to Thinh Thanh commune, Yen Thanh district and has been granted land use certificates by Yen Thanh district to the above household since 1991.

At columns 42, 43, 44, the owner, Mr. Nguyen Khanh Hong, has received compensation but has not yet handed over the site to the construction unit because of inadequate compensation.

The owner of column number 45 did not agree with the compensation price, so the People's Committee of Hong Son commune had to agree to move the land to the adjacent plot, but the Council has not yet completed the compensation plan. Column number 71 violates the safety corridor of National Highway 48E.

After listening to the opinions of departments, branches, localities and investors, comrade Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee concluded: For the section from column 10 to column 28, to ensure the development orientation of Do Luong district, it is recommended that the Power Grid Project Management Board - Northern Power Corporation coordinate with Do Luong district to unify the adjustment of this section to be suitable, ensuring the criteria approved by the Ministry of Industry and Trade.

At column 60, Yen Thanh district is requested to announce the planning and carry out land acquisition procedures for project implementation. Regarding the problem at column 35, the Power Grid Project Management Board - Northern Power Corporation is requested to adjust the section from column 33 to column 37 accordingly.

Regarding the problem at column 71, the Power Grid Project Management Board - the Corporation should work with the Department of Transport to agree on a plan. Regarding the problem at column 42 to column 44, the Do Luong district should urge households to hand over the site. Regarding column 45, the Power Grid Project Management Board - the Northern Power Corporation should determine the new route location so that the Do Luong district can carry out the site clearance and compensation procedures.
