The Standing Committee of the Party Committee of Nghe An Provincial People's Committee approved the Project to rearrange the inspection agency system.
Nghe An will end the operations of 12 Department Inspectorates and 20 District Inspectorates to reorganize and have only one focal point, the Provincial Inspectorate.
On the morning of May 7, the Standing Committee of the Provincial Party Committee met to listen to and give opinions on many important contents.
Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial People's Committee Party Committee chaired the conference.
Comrade Bui Thanh An - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Secretary of the Provincial Party Committee co-chaired.
Also attending were the Deputy Secretary of the Party Committee, members of the Standing Committee, the Party Executive Committee and a number of relevant departments and branches.
The Standing Committee of the Provincial People's Committee Party Committee gave opinions on the draft Plan and Project to arrange the inspection agency system to be streamlined, strong, effective, efficient and effective according to Conclusion No. 134-KL/TW dated March 28, 2025 of the Politburo, Secretariat and Decision No. 755/QD-TTg dated April 13, 2025 of the Prime Minister.
Currently, Nghe An province has 33 inspection agencies with a total of 269 civil servants including: Provincial Inspectorate, 12 Department Inspectorates and 20 District Inspectorates.
Over the past time, the Nghe An Inspectorate has closely followed the leadership and direction of the Government Inspectorate, the Provincial Party Committee and the Provincial People's Committee, effectively performing the state management function of inspection, receiving citizens, resolving complaints and denunciations and preventing and combating corruption, contributing to stabilizing the situation, maintaining security and order, creating conditions for local socio-economic development.
However, the current organization and operation of the district and department-level Inspectorate have not met the requirements; inspection activities still have overlaps and duplication in terms of inspection subjects and contents; there is still confusion between inspection and examination functions; a number of civil servants performing inspection work are limited in capacity, expertise, professionalism, and lack professionalism.
Implementing the policies and directions of the Central and Provincial Party Committees on continuing to innovate and reorganize the apparatus according to Resolution No. 18-NQ/TW, Nghe An Provincial Inspectorate has developed a Project to reorganize the provincial inspection agency system.
Accordingly, the activities of 12 Department Inspectorates and 20 District Inspectorates will be terminated to arrange and organize only 1 focal point (Provincial Inspectorate), reducing 32 focal points, reaching a rate of 96.97%.
The organizational structure and staff of the Provincial Inspectorate include: Provincial Inspectorate leadership (Chief Inspector; 3 Deputy Chief Inspectors); 9 departments and equivalent (151 civil servants) including: Office; 3 Inspection departments, handling complaints and denunciations according to areas 1, 2, 3 (abbreviated as Department I, Department II, Department III); Department of Prevention and Combat of Corruption, Wastefulness, and Negativity (Department IV); Department of Monitoring, Urging, Supervision, Appraisal and Post-Inspection Handling (Department V); 3 Inspection departments, handling complaints and denunciations according to fields (abbreviated as Department VI, Department VII, Department VIII).
With the plan to arrange into 9 departments and equivalent, 29 department-level organizations will be reduced (reaching a rate of 76.3%) with 155 positions (stable until 2030), reducing 114 civil servants (reaching a rate of 42.4%).

Regarding human resources, the number of civil servants currently working at the Provincial Inspectorate will remain the same (after implementing policies and regimes); the remaining number will be assigned to the Provincial Inspectorate to select from the total number of civil servants working in inspection at departments and district-level People's Committees who have registered their wishes to work at the Provincial Inspectorate to request competent authorities to transfer, ensuring quantity and quality according to regulations.
In addition, the Provincial Inspectorate is assigned 8 Labor Contracts according to Decree 111/2022/ND-CP to perform driving and service jobs...
Regarding the Party organization, the Provincial Inspectorate Party Committee belongs to the Provincial People's Committee Party Committee. The Head of the Provincial Inspectorate is also the Deputy Head of the Provincial Party Committee's Inspection Commission (concurrently).
The Provincial Inspectorate after the reorganization is a specialized agency under the Provincial People's Committee, assisting the Provincial People's Committee in state management of inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity; performing inspection tasks within the scope of state management of the Provincial People's Committee; performing the tasks of receiving citizens, handling complaints and denunciations, and preventing and combating corruption, waste, and negativity according to the provisions of law.
At the meeting, the comrades in the Standing Committee of the Provincial Party Committee discussed a number of issues related to the reorganization of the Provincial Inspectorate. Opinions focused on clarifying issues of staffing, facilities and defining functions and tasks after the reorganization, in order to ensure working conditions and meet the requirements of performing tasks in the new situation.

Concluding this content, Comrade Le Hong Vinh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Secretary of the Provincial Party Committee analyzed and evaluated the plan to reorganize the apparatus and staff of the Inspectorate. He especially emphasized the requirement to ensure the full implementation of functions and tasks, not leaving any vacant areas, not omitting any areas of work, especially in the context of merging inspection organizations under departments and branches into the Provincial Inspectorate.
On the basis of consensus, the Standing Committee of the Provincial Party Committee has approved the Plan and Project to arrange the inspection agency system, to submit to competent authorities for consideration and decision.
At the meeting, the Provincial Party Committee approved the policy of: merging 7 Irrigation One Member Limited Liability Companies in the province; building a memorial stele for 16 Navy martyrs who died in the battle on August 17, 1968 in Quynh Luu; dissolving the 2nd Youth Volunteer Force - Nghe An Construction and Development; giving opinions on the following contents: proposing to approve the investment policy and at the same time approve the investor of the Project of Construction of an open-pit marble mine in San village, Tri Le commune, Que Phong district, Nghe An province; considering awarding forms of rewards under the management of the Provincial Party Committee Standing Committee; organizing a conference to review cadres under the authority of the Provincial People's Committee Chairman; drafting guidelines for Party congresses at all levels and some other contents on organization, cadres, and party member development.
