The Provincial Party Standing Committee approved the policy of issuing special mechanisms for Vinh City and Cua Lo Town.
(Baonghean.vn) - On the afternoon of March 26, in the working program, the Standing Committee of Nghe An Provincial Party Committee approved the policy of issuing a number of specific mechanisms and policies for Vinh City and Cua Lo Town for the period 2021 - 2025.
Comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired the meeting. Also attending were comrades: Nguyen Van Thong - Standing Deputy Secretary of the Provincial Party Committee; Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Nguyen Xuan Son - Chairman of the Provincial People's Council, comrades representing a number of Central Party Committees, members of the Provincial Party Standing Committee and a number of departments and branches.

CREATE A SPECIAL FINANCIAL AND BUDGETARY MECHANISM FOR VINH CITY
According to the Party Committee of the Provincial People's Committee, the mechanism for Vinh City focuses on adjusting the land use fee regulation rate for the budget of Vinh City and wards and communes.
Specifically, land use fees, after deducting the compensation, site clearance and infrastructure investment costs, for real estate projects in the city but not determined to invest in specific works, the provincial budget is regulated at a rate of 55%, the city budget 40%, and the ward and commune budgets 5%.
As for land use fees from auctions, land allocation, and land use conversion, the rate of allocation for the provincial budget is 30%, the city budget is 65%, and the ward and commune budgets are 5%.
Implementing this policy, the annual regulatory budget for Vinh city is increased.

In addition, Vinh City budget enjoys 100% of the land use fees collected from 4 real estate projects in the area including: New urban area in Dong Vinh ward and Cua Nam ward; Southwest urban area in Vinh Tan ward and Hung Chinh commune; Urban area and social housing in Hung Hoa commune and expansion of urban area in Hung Hoa commune.
Land use fee revenue from these 4 projects is allocated as counterpart capital for the project using loans from the World Bank: "Priority infrastructure and urban development adapting to climate change in Vinh city, Nghe An province" and building infrastructure, expanding urban space according to the orientation in Decision No. 52/QD-TTg dated January 14, 2015 and Decision No. 827/QD-TTg dated June 12, 2020 of the Prime Minister.

On the other hand, the Provincial Party Committee Standing Committee also approved the policy of allocating expenditures for urban construction, environment and other support sources of 200 billion VND/year to carry out environmental sanitation, tree care, flood prevention, urban beautification, and operate completed project items using ODA loans from the World Bank; an increase of 60 billion compared to present.
CUA LO TOWN ENJOYS 100% OF LAND AUCTION AND LAND ALLOCATION MONEY
The Provincial Party Standing Committee also approved the policy of implementing 3 specific mechanisms and policies to support Cua Lo town. First of all, the mechanism for collecting land use fees, in which the land use fees after deducting the compensation, site clearance and infrastructure investment costs, re-regulate the regulation rate for the 3-level budget: province, town and ward.
Specifically, for real estate projects in Cua Lo town but not identified for specific investment projects, the land use fee regulation rate for the provincial budget is 50%, the town budget is 40%, and the ward budget is 10%.
As for land use fees from auctions and land allocation, the rate of allocation to the town budget is 90% and to the ward budget is 10%.
With this policy, the budget of Cua Lo town will be increased according to the land use fee regulation rate.

Along with that, the Provincial Party Standing Committee approved a policy to support Cua Lo town with 3,000 tons of cement/year (equivalent to 4.2 billion VND/year) to upgrade and build roads, irrigation works, and model residential areas.
Cua Lo town is also allocated 100 billion VND/year for urban infrastructure, environment and other support sources to carry out rescue and emergency work at sea, tourism festivals, environmental sanitation, tree care, etc.; an increase of 65 billion VND compared to the current period.
For this content, the Provincial Party Standing Committee has unanimously approved specific mechanisms and policies for Vinh City and Cua Lo Town. Regarding the policy for Cua Lo Town, Provincial Party Secretary Thai Thanh Quy noted that in the process of preparing for public investment in the province, the Department of Planning and Investment and related departments and branches should consider investment phases in public investment to implement the project of Upgrading and expanding Binh Minh Road, Cua Lo Town.

After the Provincial Party Standing Committee approves the policy, the Provincial People's Committee will submit a draft Resolution stipulating a number of specific mechanisms and policies on finance and budget to support the socio-economic development of Vinh city in the period of 2021 - 2025 and a draft Resolution stipulating a number of specific mechanisms and policies to support Cua Lo town in socio-economic development in the period of 2021 - 2025 for the Provincial People's Council to consider and decide.

Also in the working session this afternoon, the Standing Committee of the Provincial Party Committee discussed and decided to issue the Directive of the Standing Committee of the Provincial Party Committee on strengthening the Party's leadership in the work of protecting, caring for and educating children in Nghe An province and the Directive on improving the quality of emulation and reward work, successfully implementing the Resolution of the 19th Provincial Party Congress.
The Standing Committee of the Provincial Party Committee also gave opinions on the draft Report summarizing 10 years of implementing Resolution No. 08-NQ/TW, dated December 1, 2011 of the Politburo on strengthening the leadership of the Party, creating strong development steps in physical training and sports by 2020; the draft Report summarizing the implementation of Resolution No. 08-NQ/TU, dated February 13, 2012 of the Provincial Party Committee on developing and improving the quality of human resources in the period 2011 - 2020; and gave opinions on the Session summarizing the activities of the Provincial People's Council for the term 2016 - 2021.
