(Baonghean.vn) - Identifying administrative procedure reform as a key task, in recent times, the Provincial Social Insurance has focused resources, applied information technology, and transparency in handling administrative procedures, creating convenience and saving time and costs for people and businesses.

According to Mr. Le Thiet Hung - Director of Nam Dan District Social Insurance, currently, the settlement of administrative procedures at the Social Insurance agency has complied with the principles of the "one-stop" and "one-stop" mechanism. The process of receiving documents and settling administrative procedures does not generate additional procedures. Administrative procedures settled at the district Social Insurance agency or linked from the district to the province are guaranteed to be settled within the prescribed time.

Currently, the reception and return of administrative procedure results of the Social Insurance agency is implemented in a variety of forms, including: Directly at the One-stop Department of the Social Insurance agency at the provincial and district levels or at the Provincial Public Administration Service Center (address: No. 16, Truong Thi Street, Vinh City); Through public postal services (the Social Insurance agency pays service fees to organizations and units transacting through this form); Through electronic transactions (online at the National Public Service Portal, the Social Insurance Public Service Portal or through the I-VAN Organization - an organization operating in the field of information technology that has signed a contract with the Vietnam Social Insurance to provide value-added services on electronic transactions in the field of Social Insurance).

In the first 3 months of 2023, the province received 104,333 administrative procedure settlement dossiers in the fields of social insurance and health insurance. Of which, the number of dossiers received via postal service was 79 dossiers, the number of dossiers received directly at the dossier reception and result delivery department was 38,417 dossiers, the number of dossiers received via electronic transactions was 65,837 dossiers. The number of dossiers returned via public postal service was 16,207 dossiers, the number of dossiers returned directly at the One-stop Department was 46,925 dossiers.

Diversifying the forms of receiving administrative procedures creates favorable conditions for people and organizations to choose appropriate transaction forms. The forms of receiving and returning administrative procedure results overlap and support each other, specifically: Units submitting documents via electronic transaction forms can register to receive results directly at the one-stop department of the Social Insurance agency or through the public postal service.

In 2022, the Provincial Social Insurance reviewed and shortened the processing time of 4 administrative procedures in 4 areas; Innovated the operation of the one-stop, one-stop mechanism; Continued to operate the System to assess the satisfaction of organizations and individuals, feedback information from channels such as electronic kiosks, hotline numbers, and posting on the Provincial Social Insurance's electronic information portal. Thanks to that, the rate of records returning results of administrative procedures before and on time always reaches over 99.6%.

In 2023, Nghe An Provincial Social Insurance will continue to review and evaluate the organization of administrative procedure settlement in departments and professional offices to develop a roadmap to reduce the number of hours to settle administrative procedures compared to requirements, thoroughly overcome overdue settlement records, create the most favorable conditions for individuals, organizations and businesses to participate in and enjoy social insurance and health insurance policies. Promote the implementation of electronic transactions, online public services, and the application of information technology in administrative procedure reform to ensure timely, complete and correct handling of social insurance, health insurance and unemployment insurance regimes and policies for employees and people. At the same time, encourage new initiatives, reform models and breakthrough solutions to improve the effectiveness of administrative reform.
