(Baonghean.vn) - Speaking to the leaders of the district, city, town party committees and affiliated party committees, comrade Nguyen Dac Vinh - Secretary of Nghe An Provincial Party Committee noted that the district and commune party secretaries must seriously implement the policy of receiving people periodically every month, especially, there needs to be inspection and supervision of implementation at the commune level.
On the morning of April 10, the Standing Committee of the Provincial Party Committee held an online meeting with the Standing Committees of district, city, town Party Committees and affiliated Party Committees on the implementation of tasks in the first quarter and the deployment of key tasks in the second quarter of 2019. Removing obstacles in arranging and organizing the apparatus
The conference heard a report on the implementation of the province's tasks in the first quarter of 2019. Accordingly, the growth rate of the province's gross domestic product is estimated to increase by 7%. Budget revenue is estimated at 3,354 billion VND. Culture and society are taken care of. Security and defense are maintained, social order and safety are ensured. Party building and political system building continue to receive attention.
In 2018, Nghe An's Provincial Governance and Public Administration Performance Index (PAPI) increased strongly, ranking 4th out of 63 provinces and cities; Provincial Competitiveness Index (PCI) ranked 19th, up 2 places compared to 2017, leading the North Central region.
At the conference, leaders of many districts and towns in the province reported on the situation in the first quarter and key tasks in the second quarter of 2019; at the same time, they proposed a number of contents to the provincial level, including the implementation of innovation, arrangement and organization of the apparatus according to Resolution 6 of the Central Committee (12th term).

Comrade Dang Thanh Tung - Secretary of Anh Son District Party Committee proposed to guide the allowance for concurrent positions for accountants, including school accountants who undertake work in 2 units.
Secretary of Do Luong District Party Committee Ngoc Kim Nam suggested that the province propose to the Ministry of Public Security to have a policy to resolve reasonable regimes for commune police chiefs who do not meet the standards to arrange other jobs after arranging regular police officers to become commune police chiefs.
The recommendations of local leaders have been specifically responded to by industry leaders.
Comrade Vo Thi Minh Sinh - Deputy Head of the Provincial Party Committee's Organization Board also discussed issues related to the arrangement and organization of the apparatus at the grassroots level, including the issue of merging communes, the accounting regime of 2 schools, 2 units, etc.
Colonel Ho Van Tu - Deputy Director of the Provincial Police Department discussed specifically the results and orientations for arranging regular police to take on the positions of commune police; at the same time, gave orientations for arranging with commune police when transferring regular police to work.
At the conference, Director of the Department of Planning and Investment Nguyen Van Do asked localities to focus on effectively implementing the Administrative Reform Year, while ensuring implementation of contents according to the approved growth scenario.

Regarding the tasks in the coming time, Vice Chairman of the Provincial People's Committee Le Hong Vinh requested localities to focus on implementing socio-economic development tasks; pay attention to the progress and quality of construction of water supply works for people; focus on building new rural areas according to the roadmap that communes have committed to, however, the implementation process must ensure that there is no overdue debt in basic construction because of chasing achievements.
Check, review and effectively implement tasks in the second quarter of 2019
Concluding the meeting, after assessing the general situation of the first quarter and raising the requirements for the second quarter of 2019, the Provincial Party Secretary requested that Party secretaries of localities and sectors focus on inspecting, reviewing and evaluating the implementation of tasks in the past quarter, while analyzing difficulties and taking measures to resolve them to ensure socio-economic development goals.

Specifically referring to economic development sectors, first of all the agricultural sector, with the emergence of African swine fever, the Provincial Party Secretary noted that the agricultural sector and localities continue to educate people on prevention methods and not to hide the epidemic in order to promptly localize and suppress the epidemic; at the same time, continue to improve the efficiency of fishing.
Besides, the Provincial People's Committee needs to focus on directing the good implementation of forest production land allocation, as well as calculating and arranging the survey budget to redistribute forest land to the people.
Assessing the positive changes in the new rural area sector, Yen Thanh district is setting a target to reach the finish line this year. The Provincial Party Secretary suggested that coastal districts Quynh Luu, Dien Chau, Nghi Loc set a target to reach the finish line by 2020; and other localities with more difficulties should build new rural hamlets, villages, and hamlets to build a movement, not leaving any commune out of the game.

The head of the Provincial Party Committee also requested departments and branches to quickly resolve investment project procedures so that the project can be implemented more quickly. Localities, relevant departments and branches of the province also focus on preparing project documents for the medium-term public investment plan 2020 - 2025. In addition, districts, cities and towns pay attention to ensuring the speed of disbursement of public investment capital and effective tax collection.
Referring to administrative reform, comrade Nguyen Dac Vinh suggested that the Provincial People's Committee soon issue a document guiding the Year of Administrative Reform; and that districts, cities and towns proactively develop district and commune-level contents for implementation, ensuring consistency and effectiveness throughout the province.

In particular, comrade Nguyen Dac Vinh noted that the Party secretaries at district and commune levels must seriously implement the policy of receiving people periodically every month, in which there needs to be inspection and supervision of implementation at the commune level.
"District and commune levels need to calculate appropriate time, schedule specifically and publicly so that people know and come to meet them."
On the other hand, this year, the Central and provincial governments organized inspection teams to inspect the implementation of the Party Congress Resolutions at all levels, and at the same time conducted surveys to prepare for the development of resolutions for the new term. Therefore, the districts need to be extremely responsible in developing summary and evaluation reports./.
