Party Central Committee Secretary Phan Dinh Trac: Must support and facilitate people to issue and exchange land use right certificates
(Baonghean.vn) - Clarifying the petition of voters of Quy Hop district regarding the difficulties in issuing and exchanging land use right certificates, Secretary of the Party Central Committee Phan Dinh Trac said: Land that has been used for a long time and tax obligations have been fulfilled must ensure the rights of the people. If the money has been paid but the original documents are lost, the commune and district authorities need to find a solution to support and create the most favorable conditions for the people.
On the morning of November 21, the 14th National Assembly delegates including comrades: Phan Dinh Trac - Secretary of the Party Central Committee, Head of the Central Internal Affairs Commission; Nguyen Thanh Hien - Deputy Head of the National Assembly Delegation of Nghe An province; Hoang Thi Thu Trang - Secretary of Nghia Dan District Party Committee; Moong Van Tinh - official of Que Phong District Youth Union had a meeting with voters in Nghia Xuan commune, Quy Hop district.

Voters worry that many orange growing areas are affected by pests and degeneration.

Mr. Nguyen Van Hoat, Nghia Xuan commune, proposed that the State should consider criteria for merging hamlets in mountainous areas appropriately. The reason is that this area has a large area and a small population. If the regulation requires 250 households or more to ensure the conditions for establishing a hamlet, it will cause difficulties for the activities of the hamlet executive committee. Therefore, it is recommended that the Government should stipulate additional factors for special residential areas.

Mr. Hoat said that Nghia Xuan commune has farms, forestry farms, and defense units located in the area, and previously planned to allocate land for defense officers and workers to live in. Some areas of land were planned by the People's Committees of communes and districts to allocate to the people, with land use fees collected, and the People's Committee of Quy Hop district issued decisions to allocate land for housing (white and blue covers).
Now people want to convert to land use right certificates to borrow capital for business and production. However, according to the provisions of the 2013 Land Law; Decree 43 of the Government, Decision No. 16/2018, Decision No. 07/2020 of the People's Committee of Nghe An province, the allocation of this type of land is only one of the types of documents prescribed in Article 100 of the Land Law.
Accordingly, when issuing land use right certificates, households must prove their annual financial obligations. If they do not have documents or invoices to prove it, they must fulfill their financial obligations by paying land use fees at one time. Some households must pay up to several hundred million VND. This is the reason why many households cannot obtain land use right certificates.

Voter Cao Thai Son, Chat hamlet, Nghia Xuan commune expressed concern, Quy Hop is a locality with a large area of land for growing oranges, but recently the orange trees have not been effective.oranges are degenerated and diseased, no longer have high income like previous years. Suggest the State pay attention to changing crop structure, improving production efficiency for people.
Mr. Le Van Thinh, Lien Xuan hamlet, Nghia Xuan commune proposed the level of support from the State in implementing the criteria for building new rural areas; will the commune that reaches the new rural area finish line still be supported with cement so that people can continue to build roads?
Voters in Nghia Xuan commune, Quy Hop district proposed that the State continue to pay attention to a number of issues such as: Solving the regime for former Youth Volunteers; the seriously degraded canal system; requesting that the authorities pay attention to investing and upgrading so that people can develop agricultural production; requesting to speed up the progress of granting land use right certificates to the people. Other issues such as: Lack of traffic signs on National Highway 48; implementing the Law on Military Service; the issue of returning the rural electricity grid; policies for the elderly;... were also raised by voters at the meeting.

Regarding voters' recommendations on difficulties after merging villages and hamlets, Party Central Committee Secretary Phan Dinh Trac emphasized: The proposed goal is to improve the effectiveness and efficiency of management and save the budget. At the conference, voters' opinions were clarified by leaders of Quy Hop district. Especially the concerns of the people about the area situation.Oranges fall off and degenerate.
According to Vice Chairman of Quy Hop District People's Committee Vi Quan Giang, there are currently over 2,000 hectares of oranges in Quy Hop District, while the previous plan was 3,000 hectares. In recent years, many orange growing areas have been degraded, infected with pests and diseases, resulting in crop losses. Faced with this situation, the District People's Committee invited the Department of Crop Protection and the Department of Agriculture and Rural Development of the province to take samples for testing, and the results showed that most of the orange gardens were diseased.

"The Department of Agriculture recommends that people temporarily stop growing oranges and switch to other crops to improve the soil. If they continue to grow oranges, they will continue to lose money," said Vice Chairman of the People's Committee of Quy Hop District, Vi Quan Giang.
