The Ministry of Finance drafts the price of cars for general work not exceeding 1.6 billion VND/car.

On the morning of September 23, the Ministry of Finance held an online conference with ministries, branches and localities on the direction of amending and supplementing Decree No. 04/2019 regulating standards and norms for automobile use. The conference was chaired by comrade Ho Duc Phoc - Member of the Party Central Committee - Minister of Finance; together with representatives of central ministries, branches and sectors.
At Nghe An bridge, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, along with representatives of departments, branches and some localities attended online.
The Ministry of Finance is currently finalizing a draft Decree regulating standards,car usage ratereplacing Decree No. 04 on the same content, issued in 2019. The draft Decree is built on the viewpoint that cars, along with other assets (offices, machinery and equipment, etc.), are material facilities and necessary conditions to serve state management and provide public services to society; the conformity of standards and norms for car use is the basis for state agencies, organizations, units and cadres, civil servants and public employees to fulfill their assigned tasks.
According to the draft Decree that the Ministry of Finance is developing, there are 4 groups of car users that are applied under this Decree, including: Cars serving official positions; cars serving general work; specialized cars; cars serving state reception.

Regarding the group of cars serving the work of each position, the draft Decree has divided the positions with standards for using cars into 4 groups. Regarding the standards and norms for cars serving general work, the draft Decree maintains the division of agencies, organizations, units, and state-owned enterprises into different groups to determine the norms. However, at each level, there are adjustments in the way of determining norms to suit the scale, nature, scope of operation, area of operation, autonomy mechanism, etc. of the unit.
This draft Decree also has adjustments on the purchase price of cars for general work, in which the maximum purchase price of cars for general work is 950 million VND/car; in case it is necessary to buy a car with 12-16 seats, the maximum price is 1.3 billion VND/car. In case of having to regularly go on business trips to mountainous areas, islands, and areas with especially difficult conditions, they can be equipped with a 7 or 8-seat 2-wheel drive car, the maximum price is 1.6 billion VND/car...

At this conference, localities also had many comments revolving around the issue of car purchase price, usage period, car usage budget... Some units suggested that the fuel quota should be allocated outside the regular budget, because some units have to travel a lot and long distances.
Giving direct comments at the conference, comrade Le Hong Vinh - Permanent Vice Chairman of Nghe An Provincial People's Committee said that the implementation of Decree 04 has had many shortcomings, especially for provinces with large areas, large populations, and many mountains, so it is very necessary to have changes in the new Decree.

The Vice Chairman of Nghe An Provincial People's Committee also proposed that for the public service cars of the provincial office block, it should be increased from 12 to 15 cars. If it is kept the same, it should be added to provinces with 15 or more administrative units to ensure the common use of leaders. More cars should be added to the department-level units to ensure shared use. Not to mention that in the Draft, the regulation that pickup trucks are not specialized vehicles but shared vehicles, while there are units such as the Forest Protection Department, need to have vehicles for fire prevention and fighting...

In his concluding remarks at the conference, Minister Ho Duc Phoc highly appreciated the comments from central ministries, branches and localities. From these comments, the Ministry of Finance will compile them to complete the draft to submit to the Government for approval.
