Speaking at the conference, Standing Deputy Secretary of the Provincial Party Committee Nguyen Xuan Son affirmed that in recent times, Party building work in all five areas of politics and ideology; organization and personnel; inspection and supervision; mass mobilization; internal affairs and anti-corruption work has achieved many good results, basically meeting the requirements of leadership, direction and administration of Party committees and authorities at all levels in performing political tasks at each level, each sector and each locality.
However, reality is still posing many problems, difficulties and limitations; the Standing Deputy Secretary of the Provincial Party Committee suggested that delegates need to analyze, dissect, evaluate comprehensively, fully, deeply and objectively, especially to present lessons and propose solutions and measures to effectively implement the goals and tasks of Party building and political system building in the spirit of Resolution XII of the Party and Resolution of the 18th Provincial Party Congress, Resolution 26 of the Politburo on Nghe An.

Participating in the conference, delegates all affirmed the particularly important role of Party building and political system building, and at each level, sector and locality, attention should be paid to care, innovation and creativity, contributing to improving leadership capacity, fighting strength and the role of Party organizations in leading the implementation of political tasks at each level, sector and locality.
Besides, the delegates also frankly raised many concerns and worries arising from practice and needing more attention from the Central and the province.

Affirming that ideological work plays an extremely important role, both opening the way, accompanying and concluding the process of implementing a policy, Thanh Chuong District Party Committee Standing Deputy Secretary Van Nha proposed that the Central and the province need to supplement and update knowledge in political training curriculums for the subjects, because in reality, there are many curriculums that have been built for many years.
Along with that, it is necessary to be flexible in regulating the regime and policies for lecturers, creating conditions for facilities to apply and motivating this team to complete their tasks well; at the same time, pay attention to synthesizing public opinion, orienting public opinion and handling issues raised by public opinion in a timely manner, avoiding the situation where when there is a new "hot spot", we have to take drastic and focused action.

Regarding the work of organizing cadres, Nam Dan District Party Secretary Bui Dinh Long suggested that the province should increase the quota for advanced political theory training for localities. On the other hand, it is necessary to issue a set of criteria for evaluating cadres that are specific, quantitative and unified throughout the province; at the same time, research should be done to have "softer" standards for the transfer and rotation of cadres from commune to district.
Giving opinions on the field of Party inspection and supervision, Head of the Vinh City Party Committee's Inspection Committee Tran Thi Cam Tu recommended that the Central Committee should have regulations on specialized cadres to do inspection work at the grassroots level.

Many opinions at the conference also mentioned many issues related to experience in building political systems in special regions; mass mobilization and mobilization work; strengthening party organizations and developing party members; ideological work among mountainous people, ethnic minorities, students, etc.
Concluding the conference, Provincial Party Secretary Nguyen Dac Vinh affirmed that Party building is a "key" task, taking place anytime, anywhere, to ensure the comprehensive leadership of the Party in all areas of social life. Therefore, the requirement for Party committees at all levels is to focus on Party building in all five contents of political ideology; cadre organization; mass mobilization; inspection and supervision; and internal affairs.
In practice, resolutions issued without discussion, without detailed explanation for cadres, party members and people to understand, without regular inspection and supervision are very difficult to put into practice, Provincial Party Secretary Nguyen Dac Vinh emphasized the importance and requirement that studying, understanding and implementing resolutions must be substantive, focusing on resolutions and thematic projects of each sector and field.

In addition, the Provincial Party Secretary also requested to be practical in recognizing and evaluating the implementation of Directive 05 of the Politburo and Resolution 4 of the Central Committee (term XI, term XII) among all Party members, especially cadres and leaders, whether they have truly been exemplary or not; including being exemplary in ethics and lifestyle, in performing assigned duties and responsibilities, and being exemplary in recognizing one's shortcomings, limitations, and mistakes, thereby being conscious of being exemplary in correcting them.
"If when officials make mistakes or errors, they do not set an example and correct them, but instead conceal their mistakes and errors, and officials and organizations also cover them up, it will be difficult to solve the problems, shortcomings, and limitations that are arising at each level, each sector, and each locality," Comrade Nguyen Dac Vinh emphasized.

The Provincial Party Secretary also raised the requirement to accurately and comprehensively evaluate the work of organizing cadres; from there, propose and offer solutions to solve practical problems; aim to increase the rate of selecting accurate cadres, assign tasks more reasonably; evaluate cadres frankly, impartially and objectively on the basis of setting out clear criteria and closely following the spirit of Resolution 7 of the Central Committee (12th term), that is, evaluate the entire work process in conjunction with the results of tasks and results of the unit that one directly leads and manages.
Regarding the work of developing party members, the Provincial Party Secretary noted that in addition to ensuring targets, it is also necessary to pay attention to the quality of party members' input.
Requiring the need to summarize lessons learned in mass mobilization work, political system building work, and internal affairs work to continue directing in the coming time, Provincial Party Secretary Nguyen Dac Vinh emphasized that if inspection and supervision work is done well, it will contribute to cleaning up the apparatus and promoting progress and good models.
Therefore, it is required that party committees at all levels must be stronger and clearer in inspection and supervision work. Localities need to be more proactive in solving problems arising at the grassroots level, avoiding passively waiting for instructions and urging from higher levels.
