Reforming administrative procedures in judicial work, ensuring rights and benefits for the people

On the afternoon of January 11, the Department of Justice held a conference to deploy judicial work in 2021. Attending and directing the conference was comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee.

Conducted 1,155 auctions

In 2020, the Department of Justice commented on 351 documents and reviewed 83 draft documents. The District Justice Department reviewed 70 draft legal documents issued by the Provincial People's Committee. Through the inspection of 61 legal documents, 12 documents were found to have content that was not in accordance with the provisions of the law.

In the province, there are currently 109 provincial-level legal reporters, 783 district-level legal reporters and 6,776 commune-level legal propagandists. During the year, 6 "Law Day" activities were organized to disseminate new legal documents to cadres, civil servants and public employees. The ceremony to respond to Vietnam Law Day was organized in conjunction with the assessment of the dissemination of legal education in 2020 and the summary of the implementation of legal education dissemination projects.

Currently, 21 district-level units have 3,814 mediation teams with 26,016 members.mediatorAs of November 2020, 3,691 conciliation cases have been received, of which 2,572 cases were successfully conciliated (reaching a rate of 69.7%), including many complicated and prolonged cases that have been successfully conciliated, creating trust and prestige among the people.

The work of civil status, nationality, authentication, adoption, criminal records, and registration of secured transactions has achieved many results. The implementation of administrative procedure reform in the work of criminal records has been promoted, creating more and more favorable conditions for people and organizations; 32,523 criminal records have been issued, and criminal records have been cleared for 818 cases.

State management of judicial support has been strengthened. The field of asset auctions by asset auction organizations has been promoted. In the first 10 months of 2020, 1,155 auctions and 832 auctions were conducted in the whole province.land use rights auction, the selling price difference compared to the starting price is more than 867 billion VND, paying the State budget nearly 1 billion VND.

It is necessary to affirm the role in appraisal and consulting on document issuance.

At the conference, officials and civil servants of the Department of Justice frankly pointed out the limitations and shortcomings such as: The development and promulgation of legal documents still have some documents that are not in accordance with the provisions of the law; the dissemination of law is not effective in remote areas; state management in some areas such as civil status and authentication is still slow; the socialization of the field of judicial expertise still faces many difficulties...

Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee acknowledged the results achieved by the leadership, officers and civil servants of the Department of Justice in the past year.

At the same time, it is clear that the Judiciary needs to further affirm its role in the work of appraisal and advising on the issuance of documents, focusing on training officials to do document work in depth, both understanding the provisions of the law and understanding the socio-economic life so that the policy mechanisms are guaranteed to be consistent, consistent with the Party's guidelines and policies, the State's laws, and ensuring feasibility and suitability with the practical conditions of the locality.

Strengthening propaganda and dissemination of laws in various forms, attracting and engaging people to participate. Further tightening the management of asset auctions, especially land use rights auctions, to avoid negative phenomena that cause social disorder and loss of state budget.

Along with that, Nghe An Province Notary Association has been established, so the Association needs to promote its role, and professional organizationsnotarizationmust be linked together through notary management software, to avoid notarizing illegal contracts and transactions, and prevent risks for notaries.

There needs to be coordination and connection in implementing software in the management of household registration, nationality, adoption, and authentication to reduce the need to go to each locality for verification, avoid having to travel many times, and find every measure to contribute to reforming administrative procedures, ensuring the rights and legitimate interests of the people.

On this occasion, 2 individuals were awarded the Third Class Labor Medal, 1 collective and 3 individuals were awarded Certificates of Merit by the Minister of Justice; 1 collective and 5 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee, 2 collectives were recognized by the Provincial People's Committee as Excellent Labor Collectives.
