There needs to be a roadmap for public service units to implement autonomy.
(Baonghean.vn) - This is a proposal raised at the supervision of the organization, staffing and labor contracts of the Provincial People's Council related to streamlining staffing and merging two units: the Center for Culture - Sports and the Radio and Television Station of Quynh Luu district.
The meeting took place on the morning of May 4 and was chaired by comrade Hoang Viet Duong - Vice Chairman of the Provincial People's Council.
At the meeting, members of the Provincial People's Council's monitoring delegation listened to representatives of the units report on their operations as well as some possible problems that may arise after the merger.

Accordingly, Mr. Nguyen Van Ky - Director of Quynh Luu District Culture and Sports Center said that the unit previously had 18 staff, but in the period of 2015 - 2017, it was able to reduce 3 staff so now it has 15 staff. However, due to the diverse nature of its activities, many different fields and specialties, many problems may arise when merging.
The representative of Quynh Luu Radio and Television Station also informed that the station currently has 9 staff and reporters, including 2 professional groups: reporters and technicians. To ensure operating conditions, the station must sign contracts with a number of collaborators for a period of 6 months (depending on the time and nature of the work). Therefore, the representative of Quynh Luu Radio and Television Station said that the merger needs to be carefully calculated to suit the tasks and expertise of each department and field.

Concluding the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong acknowledged the results that the units have achieved in the past time. At the same time, he emphasized the necessity of streamlining the payroll, contributing to reducing the budget burden for the State following the trend of public service units gradually shifting to financial autonomy.
The Vice Chairman of the Provincial People's Council also noted that the two units need to promptly resolve some existing problems, pay more attention to the regime and policies for the team of collaborators, and units that still have excess staff need to have solutions to streamline implementation.
In parallel with implementing the merger policy, comrade Hoang Viet Duong also requested that units continue to improve the quality of labor as well as perform well the functions and tasks of each unit; have a roadmap to implement the autonomy of public service units; focus on building a job position project in accordance with legal regulations and the direction of superiors; build a roadmap to streamline the payroll and financial autonomy; prepare conditions to merge 2 units according to Project 09 of the Provincial Party Committee...
