Couple involved 50 people in loan sharking ring
According to documentary evidence, recently, Vinh and Hue have lent more than 50 people a total of more than 500 million VND, with annual interest rates ranging from 144% to 720%. It is estimated that the Vinh and Hue have illegally profited more than 450 million VND.
Speaking with CAND Newspaper reporters on the afternoon of November 25, Lieutenant Colonel Tran Quoc Tuan - Head of Ninh Hai District Police (Ninh Thuan), said that the criminal investigators of this unit had just eliminated a "black credit" activity site in the form of loan sharking in civil transactions.
Previously, from the source of crime denunciations from the people, on the afternoon of November 24, the Criminal Police Team of Ninh Hai District Police started to investigate the illegal acts of the couple Tran Trong Vinh (born 1964) and Nguyen Thi Hue (born 1962), both residing in Khanh Son 2 quarter, Khanh Hai town, Ninh Hai district.

During an urgent search of the two suspects’ residences, the investigation agency temporarily seized two mobile phones, 12 million VND, and many documents, certificates, and books related to “black credit” activities in Ninh Hai district and Phan Rang – Thap Cham city run by Vinh and Hue.

The above actions of Tran Trong Vinh and Nguyen Thi Hue show signs of the crime of "Lending at high interest rates in civil transactions" as prescribed in Article 201 of the Penal Code, so the Investigation Police Agency of Ninh Hai District Police executed an emergency arrest warrant against Tran Trong Vinh and Nguyen Thi Hue after approval by the same-level prosecutor's office.
