Answering the question of delegate Le Ba Hung, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee affirmed that Vinh - Cua Lo Boulevard is a key project and driving force of the province.
The project has a total investment of 1,411 billion VND (phase 1). Of which, the Government Bond capital is 1,100 billion VND, the local capital is 311 billion VND. The project has been implemented for a long time but has not been completed due to 2 main reasons.
Firstly, there are still 31 households with a length of 1 km that have not been relocated to hand over the site. The province has directed the Vinh City People's Committee to carry out the land acquisition commitment and Vinh City has committed to handing over the site before January 15, 2021. The Vinh City People's Committee has organized enforcement work to ensure compliance with the commitment.

Second, the central government has allocated enough capital. However, the province's capital is still lacking. Currently, the province has allocated a part of the capital from the excess revenue in 2019 and has been approved by the Provincial People's Council, enough to carry out the site clearance work. The province will allocate the remaining capital in 2021.
According to the Chairman of the Provincial People's Committee, the investor, the Department of Transport, committed that after receiving the site handover, it will implement and complete phase 1 of the project in the first quarter of 2021.
