Chairman of the Provincial People's Committee: Trying to find room for development in the general difficult situation

On the morning of May 29, under the chairmanship of comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, the Provincial People's Committee held a regular meeting for May 2023.

FINDING SOLUTIONS TO REMOVE DIFFICULTIES AND PROBLEMS

At the meeting, leaders of the Provincial People's Council, Provincial People's Committee and departments and branches focused on discussing the implementation of the socio-economic development plan in May, key tasks and solutions in June 2023; the implementation of state budget collection in May 2023, tasks and solutions in June 2023.

Speaking at the meeting, comrade Nguyen Nhu Khoi - Vice Chairman of the Provincial People's Council emphasized that the Provincial People's Council highly appreciated the leadership and management of the Provincial People's Committee in performing the task of socio-economic development.

The Vice Chairman of the Provincial People's Council requested the Provincial People's Committee to pay attention to digital transformation because the digital software system in departments and branches is not synchronized; the quality of network infrastructure, especially at the district level, is still poor; human resources for applying information technology are still limited. In addition, continue to direct the conversion of crop and livestock structure, speed up the progress of submitting draft resolutions of the Provincial People's Council.

Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee requested departments and branches to direct the site clearance of the Khe Lai - Vuc Mau project and organize the acceptance and inauguration of the JICA project; strengthen forest fire prevention; focus on resolving backlog projects and violations; speed up the construction progress of high-tech forestry zones.

Concerned about budget revenue, Mr. Bui Thanh An - Vice Chairman of the Provincial People's Committee requested the sectors to have solutions to promote growth such as early commencement of Tho Loc I Industrial Park, Hoang Mai II Industrial Park, supporting the implementation of projects with approved investment policies and projects that are about to be completed; increasing public investment disbursement; preventing revenue loss, controlling outstanding debts, and recovering outstanding debts; effectively implementing policies to support businesses facing difficulties; and prudently managing budget expenditures according to budget collection progress.

Regarding the disbursement of public investment, Mr. Le Hong Vinh - Standing Vice Chairman of the Provincial People's Committee requested the sectors in the assigned fields to rectify the construction units when implementing projects; strengthen drowning prevention in the coming summer; speed up the implementation of the list of projects submitted to the Provincial People's Council.

Concluding the meeting, assessing the situation in May, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that May is a special month, commemorating the 133rd birthday of President Ho Chi Minh and the 155th birthday of Ms. Hoang Thi Loan. The province has organized many events and activities that have been recognized and highly responded to by the people; and have received attention from the Central Government.

In addition, the Politburo met and approved the summary of 10 years of implementing Resolution 26 of the Politburo on provincial development; at the same time, it highly agreed to issue a new Resolution to create conditions for Nghe An to continue developing in the coming period, associated with the Provincial Planning for the period 2021-2030, with a vision to 2050.

Regarding the economic situation, Chairman of the Provincial People's Committee Nguyen Duc Trung said that, looking optimistically, there are many positive results. In agricultural production, the productivity, output and price of the summer-autumn crop were quite good; industry maintained growth; budget revenue achieved progress; investment attraction was very positive, with FDI capital alone reaching 428 million USD, ranking in the top 10 nationwide; Laos - Vietnam Friendship Hospital was handed over in Xieng Khouang province (Laos)...

In addition to the achieved results, the head of the Provincial People's Committee also assessed that there are still many difficulties and limitations. In particular, the biggest difficulty is the impact of the economic downturn on the production and business activities of enterprises. The weather situation is complicated, hot, drought, lack of water for production. Many revenue items accounting for a large proportion of the revenue structure are not achieved; the disbursement rate of public investment is still low although higher than the national average; administrative procedure reform has changed but the coordination in handling work between departments, branches and localities is not smooth.

TRYING TO FIND OPPORTUNITIES TO PROMOTE DEVELOPMENT

Emphasizing the key tasks in June, based on the difficulties and obstacles mentioned above, especially in production and business, which have a great impact and influence on the growth target of the province, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments and branches to regularly monitor and promptly remove obstacles, difficulties, obstacles and bottlenecks to find room, promote development and achieve the highest target.

Departments and branches focus on implementing tasks and solutions according to Official Dispatch No. 470/CD-TTg of the Prime Minister on continuing to resolutely and effectively implement tasks and solutions to remove difficulties for production and business of people and enterprises and Official Dispatch No. 469/CD-TTg on removing and promoting the real estate market to develop safely, healthily and sustainably.

The agricultural sector focuses on summer-autumn crop production, forest fire prevention, and production management in line with weather conditions. The industry and trade sector focuses on reviewing potential products and new products to make up for the shortage in industrial production value; creating conditions for businesses to sell their goods.

Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments and branches to coordinate with the Central Economic Committee to complete the summary report and draft Resolution of the Politburo on the construction and development of Nghe An province to 2030, with a vision to 2045; develop a draft action program; focus on researching and supplementing specific mechanisms and policies. In addition, focus on completing the dossier to submit to the Prime Minister for approval of the Provincial Planning for the period 2021-2030, with a vision to 2050; prepare the contents of the report for the mid-year meeting of the Provincial People's Council; prepare to organize a cooperation conference between the three provinces of Thanh Hoa - Nghe An - Ha Tinh.

The Management Board of the Southeast Economic Zone urgently completes procedures to soon start construction of Tho Loc I Industrial Park; closely follows up to soon submit to the Prime Minister for approval of the investment policy of Hoang Mai II Industrial Park project; completes investment procedures for Cua Lo deep-water port project. The Department of Transport closely follows the progress and resolves problems of the North-South Expressway project, especially the Nghi Son - Dien Chau section.

Regarding budget collection, the Chairman of the Provincial People's Committee requested the Department of Finance to coordinate with the Tax Department and the Customs Department to find solutions to ensure the highest target is achieved; ensure tight, effective, economical budget expenditure management, and expenditure according to collection progress.

Regarding the disbursement of public investment capital, departments and branches coordinate to quickly resolve procedures to facilitate project implementation; review progress, evaluate the disbursement capacity of projects, especially capital-provisioning projects; inspect and urge investors who have not yet disbursed or have disbursed at low levels. In June, classify projects by group, so that projects that are unable to disburse or have low disbursement can be advised to adjust capital appropriately.

Regarding the socio-cultural field, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments and branches to continue focusing on implementing their tasks, including paying attention to disease prevention, ensuring medical examination and treatment; organizing exams well; connecting jobs, labor supply and demand, preventing drowning; completing investment procedures for the cultural tourism project and the 9-storey waterfall project in Kim Lien commune (Nam Dan).

Departments and branches coordinate regularly and closely with each other in solving work. Leaders thoroughly educate cadres, civil servants and public employees to overcome the situation of avoiding, shirking responsibility, handling work that does not ensure quality or progress.

In addition, proactively review and cut unnecessary administrative procedures, resolve problems for people and businesses; promote the implementation of Project 06, enhance digital transformation; ensure national defense - security, social order and safety.
