Chairman of Nghe An Provincial People's Committee Nguyen Duc Trung periodically receives citizens in September 2024
On the morning of September 16, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of Nghe An province chaired the regular citizen reception session in September 2024.
Also participating in the reception of citizens were comrade Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairwoman of the Provincial Fatherland Front Committee, member of the 15th National Assembly; representatives of the Provincial People's Council Standing Committee, Party committees, Party Committee of the Provincial Agencies Bloc; leaders of relevant departments, branches and sectors.

Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee received citizen Tran Xuan Danh - Director of Nam Hung Company Limited. Mr. Danh reported that the Vinh City People's Committee auctioned land plot No. 224, map sheet No. 33 in Cua Nam ward, which was not in accordance with regulations.

Mr. Danh proposed to restore the 24m wide planned road according to the 1/500 scale detailed construction plan approved by the Provincial People's Committee on October 10, 2005; cancel the decision to recognize the auction results of land use rights in Cua Nam ward for Hoa Hiep Company Limited for the above land plot.
At the meeting with the people, the leader of the Department of Natural Resources and Environment said that the implementation of the auction of land use rights for plot No. 224, cadastral map No. 33, Cua Nam ward, Vinh city is in accordance with legal regulations.

Vinh City leaders also said that according to the Vinh City Construction Master Plan to 2030, with a vision to 2050 approved by the Prime Minister, this land does not have a traffic planning route.

Concluding this content, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the incident happened 20 years ago but has not been completely resolved. Therefore, the Chairman of the Provincial People's Committee shared the concerns, frustrations, and difficulties that Nam Hung Company Limited and citizens have encountered in the past time.
The Chairman of the Provincial People's Committee also acknowledged and highly appreciated the company's performance since its establishment. Therefore, creating favorable conditions for the business to continue operating smoothly should be given attention.

After reviewing the documents and opinions of the sectors, the Chairman of the Provincial People's Committee stated that the planning of the 24m road adjacent to the land of Nam Hung Company Limited in 2005 did not ensure the basis and was not consistent with the planning approved by the Prime Minister. Later, in the process of adjusting the General Planning of Vinh City through the periods, the planning of the 24m road was canceled.
However, in the process of adjusting the planning to cancel the planning of the 24m road through the periods, the local authorities have not fully informed the people and businesses and have not had a suitable plan to open the road to the company. Therefore, the company's proposal is in line with the actual operation of the business.
The Chairman of the Provincial People's Committee also affirmed that Mr. Danh's request for the Provincial People's Committee to cancel Decision No. 100 dated March 31, 2022 on recognizing the auction results of the right to use land plot No. 224, map sheet No. 33 in Cua Nam ward, Vinh city for Hoa Hiep Company Limited is unfounded. This land plot was auctioned in accordance with legal grounds and in accordance with procedures.
To resolve the enterprise's petition, Chairman of the Provincial People's Committee Nguyen Duc Trung assigned the Vinh City People's Committee to work directly with Nam Hung Company Limited and Hoa Hiep Company Limited to discuss and agree on a plan to open a convenient entrance for Nam Hung Company Limited to operate; report the plan to the Provincial People's Committee before October 15, 2024 for consideration and resolution.

Next, Chairman of the Provincial People's Committee Nguyen Duc Trung received citizen Le Thanh Thoan, residing in Hamlet 1, Quynh Vinh Commune, Hoang Mai Town. Mr. Thoan complained that the People's Committee of Quynh Vinh Commune did not hand over the land area that his family had purchased in 1992-1993 according to the policy of Quynh Vinh Commune.
Specifically, in 1992, Mr. Thoan bought a plot of land in the area of Ruc Binh Mui Ui Street and paid the People's Committee of Quynh Vinh Commune 2.5 million VND. At that time, the People's Committee of Quynh Vinh Commune was preparing to allocate land in this area when a clash occurred between the people of Quynh Vinh Commune and Quynh Thien Commune. Therefore, the allocation of land to households has not been carried out, including Mr. Le Thanh Thoan's family.

According to the People's Committee of Hoang Mai town, after the people paid the money, since then, the People's Committee of Quynh Vinh commune has not had a land allocation record and has not actually allocated land to Mr. Le Thanh Thoan. Citizen Thoan's petition to the People's Committee of Quynh Vinh commune to allocate a plot of land is beyond its authority and has no basis for resolution.
The departments and branches: Provincial Inspectorate, Department of Finance, Department of Justice, Department of Natural Resources and Environment also confirmed that the proposal of Hoang Mai Town People's Committee to assign Mr. Le Thanh Thoan's household a plot of land with an area of 220 m2in Dong Cao area, Quynh Vinh commune is not legally valid.

The citizen then filed a lawsuit with the Provincial People's Court, but the Provincial People's Court announced that the lawsuit was returned because the matter was not within the court's jurisdiction.
Concluding the resolution of the case, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the case had been thoroughly considered and resolved by the People's Committees of Quynh Vinh Commune and Hoang Mai Town. However, up to now, there is not enough basis to resolve the citizen's complaint.

Based on citizens' petitions and legal regulations, the Chairman of the Provincial People's Committee requests relevant departments and branches to coordinate with the People's Committee of Hoang Mai town to review and propose solutions, including studying the option of allocating land without auction, ensuring maximum legal and legitimate rights for citizens; before October 15, 2024, report to the Provincial People's Committee for consideration, resolution, and response to citizens.
