Chairman of the Provincial People's Committee: Efforts and determination to complete and exceed the targets of 2022

27/28 TARGETS COMPLETED AND EXCEEDED

At the meeting, the Provincial People's Committee listened to and commented on the Report on the direction and administration of the Provincial People's Committee in 2022, tasks in 2023; Socio-economic situation in 2022, plan for 2023 and draft Resolution of the Provincial People's Council on the socio-economic development plan in 2023; Implementation of the public investment plan in 2022, tasks in 2023; Implementation of the State budget revenue and expenditure in 2022 and development of the State budget estimate in 2023; State budget finance plan for 3 years 2023-2025...

The leaders of departments and branches basically agreed with the reports and highly appreciated the drastic, straightforward, responsible and effective direction and management of the Provincial People's Committee in general and the Chairman and Vice Chairmen of the Provincial People's Committee in particular; at the same time, they reported and clarified the tasks of the branches, gave opinions on the contents related to administrative reform, disbursement of public investment capital, etc.

Speaking at the meeting, Mr. Nguyen Van De - Vice Chairman of the Provincial People's Committee requested the sectors to effectively deploy the 2023 spring crop production, review the planning of 3 types of forests, speed up the disbursement of capital from the National Target Program on new rural construction, speed up the appraisal of communes and districts meeting the standards of new rural areas, advanced new rural areas, and model new rural areas.

Vice Chairman of the Provincial People's Committee Bui Dinh Long requested departments and branches to directly guide localities in implementing the 3 National Target Programs in a "hands-on" manner, thoroughly resolving difficulties. The branches also need to coordinate more actively in administrative reform in the right, fast and timely direction.

Appreciating the positive changes of the sectors, the socio-economic indicators of the localities achieved quite high, but the Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh also emphasized that the disbursement of public investment is still slow, which needs to be resolved promptly to improve progress, speed up the settlement of completed projects.

On the other hand, the sectors need to improve the quality and progress of advisory work for the Provincial People's Committee, proactively coordinate more actively in handling records and procedures; deploy the 2023 plan right now; prepare conditions to serve the Lunar New Year.

Concluding the meeting, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee said that the general context of 2022 has many difficulties and challenges, but the socio-economic development results of the province up to this point are extremely positive, reflected in many fields, with 27/28 main targets completed and exceeding the set plan.

On the other hand, the direction and administration of the Provincial People's Committee continues to be innovated, more drastic and stronger in the spirit of focus, key points, clear work, clear responsibilities, clear time, and the effectiveness of the work is demonstrated in many fields.

Growth achieved the target, budget revenue exceeded the estimate assigned by the Provincial People's Council, export turnover reached high. Investment attraction was outstanding, especially FDI capital was in the top 10 of the country, foreign investment projects were focused on early implementation.

The results of new rural construction met the targets, foreign economic relations had many bright spots. The cultural and social fields also achieved many positive results, education was very exciting. Many major key tasks were completed such as establishing the Provincial Planning, summarizing Resolution 26 of the Politburo...

In addition to the achieved results, the Chairman of the Provincial People's Committee also said that the results of public investment disbursement and implementation of the province's 3 National Target Programs are still slow, the reason is that the sectors and localities have not really focused and implemented resolutely. The results of implementing investment procedures for 2 strategic infrastructure projects, Cua Lo Deepwater Port and upgrading Vinh International Airport, have not met expectations.

In particular, administrative reform has changed, but there are still many shortcomings and limitations, including the fact that some sectors have not actively coordinated with each other, there is still a situation of "openness above and lack of communication below"; the results of digital transformation are still modest; the advisory work is still unclear, even incorrect.

FOCUS, STRIVE TO COMPLETE AND EXCEED TARGETS

Emphasizing that there is not much time left in 2022, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee requested all levels and sectors to focus, make efforts and be determined to complete and exceed the targets and goals of 2022 approved by the Provincial People's Council.

In addition, in December, the sectors must focus on implementing key tasks: Receiving, explaining, and completing the Provincial Planning for the 2021-2030 period, with a vision to 2050; Advising on the issuance of the Action Program to implement Resolution No. 26 of the Politburo on socio-economic development, ensuring national defense and security in the North Central and Central Coast regions to 2030, with a vision to 2045.

The Ministry of Industry and Trade and the Ministry of Agriculture and Rural Development are closely monitoring market fluctuations, ensuring supply and demand, prices of essential goods, especially petroleum products, and the market during the Lunar New Year; promoting spring crop production, overcoming the consequences of natural disasters, and ensuring stability in the area.

In particular, the head of the Provincial People's Committee requested that all levels and sectors focus on accelerating the disbursement of public investment capital, and that heads of sectors and localities must spend time paying attention and directing to complete the set goals. In particular, it is necessary to drastically implement solutions to disburse capital for the 3 National Target Programs at the highest level; Proactively prepare documents and procedures for the 2023 Public Investment Plan.

The Finance sector advises on budget management and reviews revenues to ensure a reasonable and sustainable revenue structure; ensures spending on important tasks and limits unnecessary expenditures.

The Chairman of the Provincial People's Committee also requested relevant sectors to pay attention to implementing social security policies for beneficiaries in a timely and adequate manner; successfully organize the Ceremony to honor and celebrate the 250th birth anniversary and 200th death anniversary of Poet Ho Xuan Huong; and organize plans for people to celebrate the Lunar New Year happily and peacefully.

All levels and sectors continue to pay attention to the work of preventing and fighting the Covid-19 epidemic and vaccinating people, ensuring food safety and hygiene; ensuring security and order, maintaining political stability, national defense and security; in particular, reviewing tasks to be completed in 2022, continuing to focus on implementing Plan No. 771 of the Provincial People's Committee on Project 06 of the Government.

Emphasizing that 2023 is forecast to be very difficult due to the impact of the world situation, affecting the domestic situation, comrade Nguyen Duc Trung requested that all levels and sectors must have high determination, make great efforts, and take drastic and synchronous actions to complete the targets in the 2023 socio-economic development plan agreed upon by the Provincial People's Committee.

Some important tasks that the province must complete in 2023 include summarizing Resolution No. 26 of the Politburo on the development of Nghe An province, proposing the issuance of a new resolution to create a foundation and basis for the province to develop; implementing the Project to expand administrative boundaries and urban space of Vinh City; better and more effectively disbursing public investment capital and 3 National Target Programs; continuing to promote administrative reform, reform of administrative procedures, and strengthening coordination between sectors to serve the direction and operation of the Provincial People's Committee more quickly and effectively.
