Therefore, departments, branches, and localities must focus on removing difficulties to promote growth rate, first of all, completing important tasks in September 2022.
On the morning of August 25, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular meeting of August 2022 of the Provincial People's Committee.

The meeting listened to Director of the Department of Planning and Investment Nguyen Xuan Duc present a report on the socio-economic situation in August, solutions and key tasks in September; Director of the Department of Finance Nguyen Xuan Hai present a report on the implementation of state budget revenue and expenditure in August and key tasks in September. Members of the Provincial People's Committee, leaders of departments and branches analyzed and contributed opinions on issues of concern.

Speaking at the meeting, Deputy Secretary of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu requested departments and branches to pay attention to clarifying the limitations of low import-export revenue compared to the same period, low disbursement of public investment capital, and slow procedures for granting mine licenses.
Regarding the September tasks, comrade Hoang Nghia Hieu proposed to speed up the progress of capital allocation for national target programs; deploy winter crop production to achieve the assigned plan; focus on building new rural areas; prevent diseases in livestock and poultry; prevent floods and storms; and promote disbursement of public investment capital.

Concerned about the disbursement of public investment capital, Standing Vice Chairman of the Provincial People's Committee Le Hong Vinh suggested paying attention to the capacity of contractors, paying attention to the settlement work... to promote this rate in the coming time. He also gave his opinion on the management of planning, export of goods, good preparation for the new school year; reviewing the work of handling administrative procedures at the Provincial Public Administration Service Center.

Concluding the meeting, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee assessed that the results of implementing socio-economic development tasks in August were positive.
In terms of economy, agricultural production, industry, and basic services are good; Investment attraction and budget collection are quite high, 18/21 district-level units have completed the provincial budget; The cultural - social field, ensuring social security is of concern. The national defense - security situation, social order and safety are ensured; foreign affairs activities are effectively implemented. The province has also basically completed the summary of Resolution 26 at the provincial level.

In addition to the achieved results, the Chairman of the Provincial People's Committee emphasized some shortcomings and limitations. That is, the price of goods has not decreased while the price of gasoline has decreased, besides, the price of products has not increased; the disbursement rate of public investment capital is still low; the Covid-19 epidemic has an increasing trend of infections; the dengue fever epidemic is complicated, the province has a large number of infections, ranking second in the country; the province's digital transformation results are ranked low compared to the whole country.
"The above shortcomings and limitations have both objective and subjective causes, but we must clearly point them out and look directly at them to come up with solutions to remove and resolve them," the Chairman of the Provincial People's Committee emphasized.
8 IMPORTANT TASKS TO COMPLETE IN SEPTEMBER
Regarding the key tasks and solutions for September and the remaining months of 2022, Chairman of the Provincial People's Committee Nguyen Duc Trung requested departments, branches and localities to continue implementing the tasks and solutions set out to achieve the socio-economic development goals and targets in 2022 according to the developed growth scenario. Accordingly, the growth scenario for the third quarter is from 9.4-10%; for 9 months is from 8.4-9.1%.
"The growth target is very high, while there are many influencing factors. That is, the growth of the industrial sector is showing signs of slowing down, and some industrial products are declining. Meanwhile, this is a sector that contributes and has a great impact on the overall growth of the whole province," Mr. Nguyen Duc Trung analyzed and said that if we do not focus on solving the problem, the target of achieving the growth rate of the third quarter and 2022 will be very difficult.

With a spirit of determination and great effort, the Chairman of the Provincial People's Committee requested that all sectors pay attention to the prevention and control of Covid-19 and dengue fever without being subjective or negligent. Sectors proactively grasp the situation, remove and resolve difficulties for businesses and investors, accelerate the implementation of the recovery program and 3 national target programs; monitor market price developments to ensure stable supply and demand of goods, especially raw materials for production and investment.
The Department of Agriculture continues to monitor and advise on agricultural production, respond to floods at the end of the year, and focus on implementing the National Target Program on New Rural Development. The Department of Industry and Trade reviews industrial products that can increase output and production value; actively supports businesses preparing to go into production to start operations early, contributing to compensating for declining products.
The Department of Natural Resources and Environment focuses on solving problems in the land sector, especially solving problems related to land prices and granting land use right certificates. The Department of Finance ensures that budget revenue and expenditure are economical, reasonable and effective.
Chairman of the Provincial People's Committee Nguyen Duc Trung also pointed out 8 important tasks that must be completed in September. These are: completing and coordinating with the Central Ministries and branches to submit for appraisal the Provincial Planning for the period 2021-2030, with a vision to 2050; Following the roadmap to complete the summary of Resolution No. 26 of the Politburo on schedule; Preparing to summarize 1 year of implementing Resolution No. 36 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Nghe An province; Consulting on the specialized Resolution of the Provincial Party Committee Standing Committee on handling suspended projects, projects behind schedule, and projects using land for the wrong purpose.

In addition, complete the adjustment of the general master plan of the Southeast Economic Zone, approve the investment policy of Tho Loc Industrial Park, Hoang Mai 2 Industrial Park; Implement the announcement of the Prime Minister's Conclusion at the working session with the provincial leaders, focusing on strategic infrastructure projects; Urgently implement the Project to expand Vinh city space; Organize activities to celebrate Vietnam's National Day, the 120th birthday of the late General Secretary Le Hong Phong, and the Nghe Tinh Soviet successfully and effectively.
Assessing the slow disbursement rate of public investment capital in the province, the Chairman of the Provincial People's Committee requested the Department of Planning and Investment to advise the Provincial People's Committee to organize a thematic conference on the disbursement of public investment capital in September. The conference will clarify the reasons and causes of the slow disbursement and propose solutions to promote public investment disbursement. In preparation for the conference, the Chairman of the Provincial People's Committee requested the establishment of inspection teams for units that have not disbursed capital and are lower than the average level of the whole province.
On the other hand, the three sectors: Agriculture and Rural Development, Labor - Invalids and Social Affairs, and the Ethnic Minorities Committee are interested in implementing the three National Target Programs, allocating specific capital according to the project list, and must complete this work in September. Any locality that fails to ensure progress will be urged and criticized immediately. Departments and sectors speed up the appraisal of construction investment procedures and appraisal of project documents.

Regarding the socio-cultural field, the head of the Provincial People's Committee requested to strongly implement the work of preventing and fighting the Covid-19 epidemic and dengue fever, pay attention to health care and medical examination and treatment for the people; prepare well for the 2022-2023 school year; connect supply and demand for jobs for workers; Implement policies well for the people, especially for workers. The Department of Education and Training coordinates with the Department of Home Affairs to deploy the arrangement of preschool teachers, focusing on resolving the number of preschool teachers who have signed contracts.
Chairman of the Provincial People's Committee Nguyen Duc Trung also requested departments, branches, sectors and localities to strictly implement discipline, administrative discipline, and responsibility of leaders in consulting and performing tasks in the management field, in the spirit of handling work, advising to remove obstacles and difficulties; solving legitimate needs of businesses and people. Departments and sectors must avoid the phenomenon of shirking work, assigning tasks is associated with responsibility.
At the same time, the sectors also closely follow the assigned tasks related to the central ministries and branches to take advantage of advantages and limit difficulties for the province. Proactively advise on the content of preparing the meetings of the Provincial People's Council according to plan; implement the Prime Minister's Directive on developing the socio-economic development plan and the State budget estimate for 2023 in a spirit that is close to reality; strengthen digital transformation, focus on removing obstacles and difficulties; create favorable conditions in handling administrative procedures for people and businesses.
The police and military sectors strengthen national defense - security, social order and safety; support natural disaster prevention, search and rescue. In the immediate future, well implement the Provincial Defense Zone and Provincial Civil Defense exercises in 2022.
