Nghe An is located in the center of the North Central region. With an area of nearly 16,500 km2 and a population of over three million people, Nghe An is the largest province in the country. Our province has all the transportation routes: Road, railway, sea, inland waterway, and air. In terms of nature, there are valuable red soils, quite large food crop growing areas, and a long coastline,... Nghe An shares a border with Laos, near Northeast Thailand.
Our province has many historical relics, landscapes, and advantages for tourism, typically Cua Lo and Kim Lien Relic Site. Nghe An is a typical province like a miniature Vietnam. In any era, Nghe An has always been the leading land, rising first in the patriotic and revolutionary movements of the country and the nation.

Nghe An is located in the East-West economic corridor connecting Myanmar - Thailand - Laos - Vietnam - East Sea via Highway 7 to Cua Lo Port. Located on national and international tourist routes (cross-Vietnam tourist route; Vinh - Plain of Jars - Luangprabang - Vientiane - Bangkok tourist route and vice versa via Highway 7 and Highway 8).
With such a position, Nghe An plays an important role in economic exchange, trade, tourism, and freight transport with the whole country and other countries in the region, especially Laos, Thailand and China, creating favorable conditions for investment in socio-economic development.
In particular, Nghe An has a strong point in its people. Nghe An people are hard-working, intelligent, studious, and willing to accept challenges... Since ancient times, Nghe An has been a land of mandarins, with many famous scholars, generals, and officials such as Mai Hac De, Ho Xuan Huong, Nguyen Truong To, Phan Boi Chau... Nghe An is the homeland of President Ho Chi Minh. Nghe An people travel all over the country and abroad but always turn to their homeland with a respectful heart.
During his lifetime, Uncle Ho was very interested in Nghe An. He only visited his hometown twice, but he sent dozens of letters to Nghe An. In his last letter, he wrote: “Nghe An is a large province, with rich resources, hard-working and very revolutionary people.We hope that our compatriots and comrades in the province will strive to make Nghe An soon become one of the best provinces in the North."
On July 30, 2013, the 11th Politburo issued Resolution 26 “on the direction and tasks for the development of Nghe An province until 2020”. This is a special concern of the Politburo for Nghe An. Seven years of implementing this important Resolution, due to many reasons, the transformation of Nghe An has not been as expected – Nghe An has not yet “become one of the best provinces in the North” and in the whole country.
On November 13, 2021, at the 2nd Session of the 15th National Assembly, Nghe An was one of four provinces (Hai Phong, Thanh Hoa, Nghe An, Thua Thien - Hue) approved by the National Assembly.Resolution on piloting a number of specific mechanisms and policies for the development of Nghe An provinceThis Resolution stipulates a pilot program of a number of specific mechanisms and policies for Nghe An province on State finance and budget and decentralization of State management in the fields of land, planning, and forestry, effective from January 1, 2022 and implemented for 5 years.

Accordingly, regarding the management of state finance and budget, Nghe An is allowed to borrow through the issuance of local government bonds, loans from domestic financial institutions, other domestic organizations and from foreign loans from the Government to the province with the total outstanding loan balance not exceeding 40% of the provincial budget revenue as decentralized. The total loan amount and annual provincial budget deficit are decided by the National Assembly in accordance with the provisions of the State Budget Law.
Every year, the targeted additional central budget for the Nghe An provincial budget shall not exceed 70% of the increased revenue from export and import activities of exported and imported goods compared to the estimate assigned by the Prime Minister (excluding value added tax on imported goods), but shall not exceed the total increased revenue from export and import activities compared to the revenue realized in the previous year and the central budget shall not have a deficit to implement local infrastructure investment projects.
Nghe An province is allocated an additional 45% of expenditure calculated according to population norms when building regular expenditure norms for the State budget in 2022 and during the implementation of this Resolution.
Regarding forest and land management, the Resolution stipulates that the National Assembly Standing Committee decides to change the purpose of using special-use forest land and upstream protection forest land of 50 hectares or more; land for growing rice with two crops or more with a scale of 500 hectares or more in Nghe An province and report to the National Assembly at the nearest session.
The People's Council of Nghe An province decides to change the purpose of using special-use forest land, headwater protection forest land under 50 hectares; production forest land under 1,000 hectares; land for growing rice two crops or more with a scale of under 500 hectares under the authorization of the Prime Minister, in accordance with the national forestry planning, land use planning and plans decided by competent authorities.
The Resolution also clearly states: In case there are different provisions on the same issue between this Resolution and other laws or resolutions of the National Assembly, the provisions of this Resolution shall apply. In case a legal document issued after the effective date of this Resolution provides for a mechanism or policy that is more preferential or favorable than this Resolution, the application shall be decided by the Council.
If Resolution 26 of the Politburo is the guiding ideology on the general direction for development, then this Resolution of the National Assembly is very specific - clearly showing "special mechanisms and policies", in which attention is paid to the most important issues: Budget, land,... for Nghe An to develop.
