NGHE AN POLICE EXCELLENTLY COMPLETED THE ASSIGNED TASKS

In 2022, closely following the direction of the Central Public Security Party Committee, the leaders of the Ministry of Public Security and the Standing Committee of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the Provincial Public Security have focused on synchronously and drastically implementing measures and solutions; including many creative and highly effective solutions, firmly protecting national security, ensuring social order and safety, contributing to the good implementation of the local socio-economic development tasks.

Nghe An Police has proactively and actively advised the Provincial Party Committee, People's Council, and People's Committee to issue many directive documents to comprehensively and accurately direct the situation, mobilizing the strength of the political system in ensuring security and order associated with local socio-economic development; synchronously and drastically deploying measures and solutions to firmly protect national security, preventing sudden and unexpected incidents. Absolutely protecting the safety of delegations of Party and State leaders, important international guests visiting, working, and major political and social events.

In the field of fighting against all kinds of crimes and social evils, the Provincial Police have deployed many drastic and effective solutions, preventing organized crimes operating in the style of "mafia". Implementing the key breakthrough task of "Focusing on fighting to reduce and clean up commune-level areas with crimes and drug abuse" with creative, systematic and fundamental methods.

The provincial police have discovered and arrested 1,320 cases, 1,808 criminals, seized 132 kg of various drugs, and cleaned up drugs in 35 communes. In particular, they have advised and mobilized the political system from the province to the grassroots to resolutely and effectively implement the Project on Building "Narcotics-Free Border Communes". In 8 months of implementation, 26/27 drug-free border communes have been cleaned up, and the Minister of Public Security welcomed the approach and directed to summarize and replicate it nationwide.

In 2022, the Provincial Police also focused on preventing and fighting to reduce social order crimes. The rate of investigation and discovery of cases reached 90.1%; of which very serious and especially serious cases reached 100%. Effectively fighting gang crimes, gambling crimes, corruption crimes, crimes involving positions, high-tech crimes, and "black credit" crimes.

Along with that, the Provincial Police have performed well in state management of security and order. In particular, many solutions have been implemented to reduce traffic accidents in all three criteria. Administrative reform continues to be promoted to the grassroots with many practical measures and solutions. 2022 is the 7th consecutive year that Nghe An Police has been ranked first in the administrative reform index by the Ministry of Public Security in the entire People's Public Security force. The movement of All People Protecting National Security continues to develop extensively and qualitatively, with 2 models being announced and commended nationwide by the Ministry of Public Security.

EFFECTIVE IMPLEMENTATION OF RESOLUTION 12 OF THE POLITBURO

Speaking at the Conference, Senior Lieutenant General Luong Tam Quang - Deputy Minister of Public Security reviewed the national security situation and social order and safety of the whole country in 2022 and emphasized that the results had a very important contribution from the police force in general and the Nghe An Provincial Police force in particular. He acknowledged, commended, highly appreciated and congratulated the achievements and results that the Nghe An Provincial Police achieved in 2022.

Pointing out 6 groups of risks that have a major impact on national security and order, the Deputy Minister of Public Security requested the Nghe An Provincial Police to focus on Party building, building a truly clean, strong, disciplined, elite, modern force that can meet the requirements and tasks in the new situation. In particular, resolutely and effectively implement Resolution 12 of the Politburo on promoting the building of a truly clean, strong, disciplined, elite, modern People's Public Security force that can meet the requirements and tasks in the new situation.

Nghe An police must grasp, assess, and forecast the situation correctly, not be passive or surprised in any situation, and combine to deploy solutions to maintain security and order in the area. Effectively and resolutely prevent crime and reduce crime.

Effectively carry out state management of security and order, immigration management, traffic safety and order, fire prevention and fighting. Direct professional work to fundamentally, substantially and effectively change, resolutely handle cases of dishonesty and coping.

Speaking at the Conference, comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee reviewed the outstanding results of the socio-economic situation, ensuring national defense and security of the province in 2022 and said that the role of the Provincial Police force in contributing to those results is extremely important.

Reviewing the 5 outstanding results of the Provincial Police in 2022, the Chairman of the Provincial People's Committee assessed that in 2022, the Provincial Police had excellently completed the assigned tasks, being a "steel fist" against criminals, and a solid support for the people.

Regarding the key tasks in 2023, Chairman of the Provincial People's Committee Nguyen Duc Trung requested the Provincial Police to synchronously deploy measures to maintain national security, avoid being passive and surprised, and protect the safety of political and social events in the area; ensure a stable and healthy investment environment and a peaceful social environment. Focus on suppressing and effectively fighting all types of crimes in all fields; strengthen propaganda, dissemination and legal education for the people.

The provincial police need to continue to more effectively implement the Project on drug-free border communes, moving towards building drug-free border districts; focus on advising and effectively implementing the Project on building typical wards and communes in the movement of All People Protecting National Security; and building typical and exemplary ward police in terms of security, order and urban civilization.

Strengthen state management of security and order, continue to effectively implement Project 06; build the Party and build a truly clean, strong, disciplined, elite, modern police force to meet the requirements and tasks in the new situation according to Resolution 12 of the Politburo.

With outstanding achievements in 2022, 10 individuals were honored to receive Medals from the President, 640 collectives and individuals were awarded Certificates of Merit by the Prime Minister, Minister of Public Security, and Chairman of Nghe An Provincial People's Committee. Notably, 2022 is the 8th consecutive year that the Provincial Police were honored to receive the Excellent Emulation Flag from the Prime Minister.
