Voters of Do Luong district propose to adjust the inappropriate policies and regimes for the staff working in communes and hamlets.
(Baonghean.vn) - Voters of Do Luong district requested the Government and the Ministry of Home Affairs to study and change policy shortcomings to be more suitable for commune and hamlet cadres.
On the morning of October 7, the delegation of the National Assembly of Nghe An province, including Mr. Hoang Minh Hieu - Standing member of the Law Committee of the National Assembly; Mr. Tran Nhat Minh - Member of the Law Committee of the National Assembly, full-time National Assembly delegate of the National Assembly delegation of Nghe An province, had a meeting with voters in Giang Son Dong commune, Do Luong district.

On behalf of the National Assembly Delegation of Nghe An province, delegate Tran Nhat Minh informed voters of the expected content and program of the 4th session of the 15th National Assembly and the activities of the National Assembly Delegation of the province before the session.
Accordingly, at the session scheduled to open on October 20, the National Assembly will consider and approve 7 draft laws, 3 resolutions and decide on many important issues of the country, including personnel work under its authority.

In a democratic and frank spirit, voters of Giang Son Dong commune expressed many thoughts, wishes, recommendations and proposals to concerned authorities for resolution. The issue that many voters reflected was related to the inadequacy of local socio-economic infrastructure.
Voter Le Thanh Son - Chairman of the Farmers' Association of Giang Son Dong Commune (Do Luong) suggested: The State should pay attention to investing in upgrading the traffic roads of Giang Son Dong Commune, from National Highway 48E through National Highway 15A, nearly 3 km of narrow, degraded road.
People asked the Government to pay attention to expanding Provincial Road 538 to Road 7C, from Tay Thanh and Thinh Thanh intersections, because this dirt road is now degraded and difficult to travel.

Regarding the new rural construction program, voter Dao Danh Hien in Dong Thinh hamlet, Giang Son Dong commune requested that superiors support cement for building rural roads; the cement provided is not suitable between localities. It is recommended that the State has support policies for each type of commune. For example, Giang Son Dong commune is a type 1 commune, has a large area, and many traffic routes.
According to voter Le Tien Hung in Tan Thinh hamlet, the policy of merging administrative units of the Party and the State to streamline the apparatus of agencies and administration, save budget, and increase income for the staff is correct. However, the current regime and policies for the staff at the grassroots level are not suitable.

However, after the merger of villages, hamlets and communes, the workload is greater and the management area is wider, but the allowance regime does not increase. "The Government and the Ministry of Home Affairs need to study to change the shortcomings in policies for village and hamlet cadres to motivate and encourage commune and hamlet cadres" - Mr. Hung proposed.
In addition, voters' opinions reflect the situation of high prices of materials and fertilizers, people abandoning their fields and not wanting to invest because production costs are too high and there is no profit. They suggest that the National Assembly needs to closely monitor fertilizer production companies.
Voters reflect on the shortcomings in participating in purchasing social insurance cards, voluntary social insurance, and student health insurance. Social insurance needs to be reduced to 15 years so that more people can participate; social policy work, support for policy beneficiaries, and gratitude.
The State needs to pay attention to preschool education, irrigation water for agricultural production; administrative boundary management; speed up the issuance and renewal of land use right certificates. Many voters of Giang Son Dong commune expressed concerns about domestic violence and school violence. It is recommended that the State pay attention to the use of textbooks, focusing on cultural education in schools.

Do Luong district needs to pay attention to attracting investment, exploiting hot springs to build tourist areas, creating jobs for local workers.

On behalf of the Provincial National Assembly Delegation, delegate Hoang Minh Hieu - Standing Member of the National Assembly's Law Committee received and explained voters' opinions and recommendations.
Regarding the allowance regime for village and hamlet officials after the merger, delegate Hoang Minh Hieu said that the National Assembly Standing Committee has a monitoring program on the results of monitoring the implementation of the resolutions of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels, period 2019 - 2021.
Through monitoring, the results achieved have been evaluated, and at the same time, shortcomings and limitations have been pointed out. Among them, there is the content of the allowance regime for grassroots cadres, especially at the hamlet level. The National Assembly will propose to the Government to amend Decree 34 of the Government to adjust the allowance regime for grassroots cadres more appropriately.
Regarding the use of textbooks, delegate Hoang Minh Hieu informed: In 2023, the National Assembly Standing Committee will carry out thematic supervision on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH14 of the National Assembly on innovation of general education programs and textbooks".
The enthusiastic and responsible opinions of voters of Giang Son Dong commune, Do Luong district will be compiled by the Provincial National Assembly Delegation and recommended to relevant competent agencies and at National Assembly forums./.
