Diversify types of tourism and services associated with the sea

Located along the coast and both banks of the Cam River, Nghi Thuy Ward is a long-standing residence of coastal residents. Nghi Thuy people today both look to the sea and the shore to get rich.

Identifying marine economic development as a strength in local economic development, in the past term, the Party Committee and the government have focused on many measures to lead and direct economic development; guide people to change their seafood exploitation and fishing models, propose all levels to support fishermen in building new fishing boats, upgrading engine capacity to go offshore; call for resource mobilization to renovate and upgrade local transport infrastructure, maintain and develop 02 markets and fishing wharves, thereby creating conditions for local economic development. The total number of ships and boats in the area is currently 124, with an average annual output of over 12,000 tons..

Right from the beginning of the term, the Party Committee identified the local economic structure as trade, tourism services associated with marine economic development, so it focused on leadership, direction and, together with the dynamism of local people, developed in many fields.

In the ward, there is Cua Lo port with 4 specialized wharves 3,4,5,6 in operation, receiving many large tonnage ships, annually importing and exporting millions of tons of goods of all kinds; there are 46 establishments trading in seafood, frozen storage, fish grilling, 13 households providing electronic services, 05 households providing restaurants and refreshments, 19 beauty establishments and other services operating quite effectively.

The quality of tourist transportation services has been gradually improved. The owners of 4-wheel electric vehicles have invested in purchasing 198 new vehicles that meet the prescribed standards, have beautiful designs, are fully equipped with fare meters, have publicly listed prices, and provide dedicated and thoughtful service...

Compared to the beginning of the term, currently in the ward there are many types of service businesses, tourism, and experience points formed; business activities at Hom market and Ben Ca market are basically stable.

In particular, with its own characteristics, Nghi Thuy fishing village has been building and innovating day by day, creating highlights, becoming a tourism product - an indispensable destination in the journey of discovery of visitors from all over the world when coming to Vinh city.

At the same time, the ward continues to maintain and develop small-scale handicraft industries such as civil carpentry, construction material production, sliding doors, iron doors, mechanical refrigeration and some other occupations. Seafood processing industry such as fish sauce, shrimp paste, shrimp paste, products from fish, squid, shrimp... is maintained with 35 production households, meeting the needs of tourists and consumption in the area. Promoting well 01 craft village, 01 village with craft, successfully building 06 OCOP products meeting 3-star standards. The production value of small-scale handicraft industry in 2025 reaches 186,950 billion VND.

Thanks to the development of diverse industries and fields, Nghi Thuy ward's economy has many positive changes. The total production value in 2020 reached 1,082.3 billion VND, by the end of 2025 it is estimated to reach 1,607.6 billion VND; the average annual growth rate is 8.2%; the average added value per capita is higher each year than the previous year, in 2025 it is estimated to reach 145.2 million VND/person. Budget management is guaranteed, in accordance with the law, economical, and every year it meets and exceeds the set plan: budget revenue in 2020 reached 2,350 billion VND, in 2024 it reached 7,680 billion VND.

Marking the 2020 - 2025 term, Nghi Thuy ward has called for resources to focus on investing in traffic and technical infrastructure works such as: Nghi Thuy fishing village check-in point, welcome gates, road III, Yen Luong road, Pham Huy road, Le Thi Bach Cat, Cao Huy Tuan, road connecting from National Highway 46 to wharf 5, 6 of Nghi Thuy ward, construction of the upper and middle temples of Mai Bang temple, relics, renovation and upgrading of kindergartens, primary schools, secondary schools, construction of cultural houses, medical stations and many works, contributing to changing the face of the ward's infrastructure with a total cost of nearly 100 billion VND.

At the same time, the ward focused on effectively implementing the plan to build a model residential area and tourist destination, receiving more than 1,600 tons of cement and mobilizing over 10 billion VND from social resources to build and upgrade over 6 km of drainage ditches in the blocks; renovating the decorative electrical system and lighting on the roads... Along with that, the management of urban order and construction in the area was strengthened.

Faster, more comprehensive development

Along with economic development, the cultural and social fields have many positive changes. The cultural and artistic movements, physical training and sports have taken place vigorously, meeting the enjoyment needs of the people. The ward has organized many programs and events that have created outstanding impressions. The movement of the whole people uniting to build a cultural life has been promoted, 6/6 blocks have met the cultural block standards, the quality of cultural families has been improved, the rate of cultural families has reached 95%; 02 cultural clans and 02 cultural units have been built.

The ward maintains and organizes traditional festivals at two temples (Mai Bang and Yen Luong), of which the Yen Luong Temple Festival is recognized by the Ministry of Culture, Sports and Tourism as a national intangible festival. For many consecutive years, the Department of Culture and Sports has awarded a Certificate of Merit for its outstanding achievements in cultural activities. Administrative reform and digital transformation have been well implemented, meeting the needs of the people.

Education and training management in the area has always been given attention and has had many positive and clear changes. School facilities continue to receive investment in new construction, upgrading, and repair to meet teaching and learning needs.

The quality of mass education has been improved, the quality of key subjects has made progress and breakthroughs. The rate of excellent teachers and excellent students is increasing, teaching and learning activities are well maintained, the teaching staff is standardized, 3/3 schools maintain national standards and are awarded many certificates of merit by the Department Director and the Education Trade Union. Activities to encourage learning and talent are given attention.

In addition, the ward has done a good job of medical examination and treatment and primary health care for the people. The work of ensuring social security has been paid attention to every year. During the past term, the ward has coordinated with sectors and organizations to support poor and near-poor households in building houses with 15 houses, the amount of nearly 2 billion VND; the rate of poor households has decreased steadily over the years (to date there are 11 households, accounting for 0.46%). The material and spiritual life of the people has been improved; National defense has been strengthened, security and order have been ensured. The role of the Fatherland Front and mass organizations of the ward has been enhanced.

Along with implementing socio-economic development tasks and ensuring national defense and security, during the past term, Nghi Thuy Ward Party Committee has always focused on building a strong Party and political system.

Accordingly, the Party Committee has focused on political, ideological and ethical education combined with the work of perfecting the arrangement, training and fostering of the staff, contributing to improving the leadership capacity and fighting strength of the Party organization and Party members. During the term, the Party Committee has been recognized for 3 years as a Party Committee that has excellently fulfilled its tasks and excellently fulfilled its exemplary tasks.

Entering the 2025-2030 term, Nghi Thuy ward is facing many new opportunities and advantages: Being a ward directly under Vinh city - a type 1 urban area; cadres, party members and people are united, in agreement, and trust the leadership of the Party; the strategy of developing the marine economy associated with protecting the sovereignty of the sea and islands is of interest and care to the Party and the State; tourism and services are increasingly developing; many large infrastructure projects on transportation and seaports are being implemented; the 70-year foundation of the name Nghi Thuy adds motivation in all fields... for Nghi Thuy to break through, develop faster, more comprehensively, and more sustainably.

With outstanding results in the 2020 - 2025 term from valuable lessons learned, the solidarity and determination of the entire political system, with the spirit of“Solidarity, democracy, innovation, creativity and development”, cadres, party members and people of the whole ward continue to strongly innovate, promote achievements, seize opportunities, overcome all difficulties and challenges, promote comprehensive strength, mobilize and effectively use all resources, build the ward to meet urban civilization standards, an impressive and attractive tourist destination; become a center of tourism, services, and maritime economic logistics; have synchronous and gradually modern infrastructure; improve the material and spiritual life of the people; have an advanced culture, rich in the identity of the friendly and hospitable coastal people; ensure solid national defense and security; build a comprehensively strong Party Committee and political system of Nghi Thuy ward.
