Van Tu Commune Party Committee held the 1st Congress of Delegates, term 2025 - 2030
On the morning of August 11, Van Tu Commune Party Committee solemnly held the 1st Congress of Delegates, term 2025 - 2030.
Attending the Congress were members of the Provincial Party Executive Committee: Phung Thanh Vinh - Vice Chairman of the Provincial People's Committee; Le Dinh Ly - Deputy Head of the Standing Committee of the Provincial Party Committee's Organization Board; representatives of provincial departments, branches and sectors, and 237 official delegates, representing 1,519 party members in the entire Party Committee.

This congress is of special significance, being the first congress after Van Tu commune was established on the basis of merging 3 communes: Van Tu, Lien Thanh and My Thanh of the old Yen Thanh district. With a natural area of 48.73 km² and a population of nearly 44,000 people, Van Tu has become one of the largest communes.
The political report presented at the Congress stated that in the past term, under the leadership of the Party Committee, the efforts of the entire political system and the people, Van Tu commune achieved many outstanding achievements. The work of Party building and political system building has had many innovations, creating positive changes. The Party Committee of the commune has effectively led key programs, well implementing the task of socio-economic development.
The total production value of the whole commune in 2025 is estimated at 2,077 billion VND, an increase of 46.41% compared to the beginning of the term; the average economic growth rate in 5 years is 10.31%; the average income per capita is estimated at 80.25 million VND/year. The economic structure has shifted in the right direction, increasing the proportion of industry, construction, trade - services; gradually reducing dependence on agriculture. Currently, the whole commune has over 1,500 households doing business in services and handicrafts. A number of new garment factories have come into operation, contributing to creating jobs for hundreds of local workers.

Infrastructure is invested synchronously; 100% of villages have standard cultural houses, 83% of hamlets have achieved cultural titles, 86% of households have achieved cultural standards by 2024. Primary health care is given attention, ensuring good primary health care for people. National defense and security are maintained, social order and safety are ensured.
In particular, after the restructuring of the apparatus, the commune's political system quickly stabilized, operated effectively, and ensured smooth management and operation activities - an important premise for Van Tu commune to enter a new stage of development.
At the Congress, delegates agreed to identify the key goals for the new term: comprehensive and sustainable development, with people as the center, the subject, the driving force and the goal of all policies. The top priority is to improve the material and spiritual life of the people, ensuring harmony between economic growth, social progress and ecological environment protection.

Van Tu commune will continue to closely follow the development orientation of the Central and the province, concretizing it to suit local practical conditions. At the same time, focus on promoting internal resources, effectively exploiting cultural, historical, human and spatial potentials to promote rapid and sustainable socio-economic development.
The Party Committee of the commune is determined to build a strong political system, improve leadership capacity, management efficiency, promote the role of the Fatherland Front and socio-political organizations. In particular, the commune will promote the application of science and technology, digital transformation, create breakthroughs in administrative reform, build digital government, digital society, towards a service-oriented, transparent and effective administration.

The Congress approved many specific targets, notably the target by 2030: the growth rate of total product in the area reaches 11-12%/year; the total value of the whole commune's products reaches 3,500 billion VND; the average income per capita is from 110-120 million VND/year; 100% of Party organizations complete their tasks well or better.
Speaking at the Congress, Comrade Phung Thanh Vinh - Member of the Provincial Party Committee, Vice Chairman of Nghe An Provincial People's Committee praised the outstanding results achieved by the Party Committee and people of Van Tu commune in the past term. He affirmed that the First Congress has special political significance, an important milestone after the merger of administrative units and the operation of the 2-level government apparatus. This is the time to open a new, comprehensive and long-term development period for Van Tu commune.

To realize the goals set by the Congress, Comrade Phung Thanh Vinh suggested that the Commune Party Committee should focus on implementing key groups of tasks. In particular, priority should be given to perfecting the apparatus, improving the quality of the staff, especially the ability to apply digital technology and the spirit of serving the people. The staff needs to dare to think, dare to do, be close to the people, and serve the people.

The commune needs to promote new rural development in a modern and sustainable direction; complete the general planning, invest synchronously in technical and social infrastructure, and strengthen regional connectivity. The economic structure needs to shift towards green, creative direction, focusing on high-tech application, strongly developing processing industry, trade, and services. With its location connecting National Highways 7A and 7B, Van Tu commune has a great advantage in attracting investment and developing the regional economy.
In addition, the cultural and social fields continue to be focused on, improving the quality of education and health care, and building a rich spiritual life for the people. Cultural heritage and historical relics need to be preserved and effectively exploited to link with tourism development and traditional education.

Maintain national defense and security, build a streamlined, effective and efficient political system; promote administrative reform, fight corruption, promote the spirit of national solidarity and enhance the role and responsibility of leaders.
Immediately after the Congress, the Van Tu Commune Party Committee will urgently concretize the Resolution into action programs and clear plans, closely following reality, ensuring clear people, clear work, clear progress and results to create clear changes right from the beginning of the term.
