Speed up construction progress of key routes
(Baonghean) - Implementing the direction of the Provincial Party Committee Standing Committee and the Provincial People's Committee on accelerating the progress of key projects and works in the province, the Department of Transport (DOT) was assigned to supervise the projects of 3 key traffic routes, including: N5-QL7 connecting road; Highway 1A - Nghia Dan district - Thai Hoa town connecting road; and Vinh - Cua Lo Boulevard. These are important infrastructure projects promoting other key projects, contributing to the economic and social development of the province.

Big move, big change promised
Immediately after the Provincial People's Committee issued Document No. 4315/UBND-CN (dated June 20, 2016) on further accelerating the progress of key projects and works, the leaders of the Department of Transport closely coordinated with sectors, districts, cities, towns and contractors to review and focus on mobilizing maximum human resources, machinery, equipment, materials and finance to ensure the assigned progress.
Along with that, the Provincial People's Committee regularly urges and inspects the progress. Comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee, in charge of this field, has repeatedly gone to the field to inspect the site, worked with functional departments and local authorities, and proposed reasonable solutions. The goal is to quickly complete traffic works, connect regions, create momentum to promote strong development of industry, agriculture, trade, services, tourism, and health, contributing significantly to the successful implementation of the targets and plans for economic and social development set forth in the Resolution of the 18th Provincial Party Congress.

Through the actual inspection, the Vice Chairman of the Provincial People's Committee pointed out the shortcomings and assigned specific tasks to departments, branches and localities with agreed progress time. Typically, on August 9, right after checking the construction progress on the road connecting National Highway 1A, from Hoang Mai Town to National Highway 48 (Thai Hoa Town), Comrade Huynh Thanh Dien directed the leaders of Hoang Mai Town to resolutely resolve the issue of households that have not accepted the land clearance handover plan in Quynh Vinh Commune and Quynh Luu District to quickly resolve the issue of compensation for land clearance in Tan Thang Commune.
Immediately after this directive, the People's Committee of Hoang Mai Town held a meeting of the Compensation Council for Land Acquisition and Site Clearance, reviewed all procedures and decided to protect the construction when requested by the contractor. In fact, there are only 2 households in Quynh Vinh Commune who do not agree with the compensation for land acquisition and site clearance according to the State's regulations, and have sent petitions to all levels.
Mr. Nguyen Huu Tuy - Chairman of the People's Committee of Hoang Mai Town affirmed: "The local government and related units have done very well in all stages from mobilization, propaganda, explanation, and even carried out many times. With the strong direction of the Provincial People's Committee, we decided to protect the construction to ensure the progress of asphalt paving and road opening according to the set requirements. Because this route put into use will create convenience for thousands of households along the route and promote the connection of socio-economic development projects in the localities in the North and Northwest of Nghe An".

According to the request of the Provincial People's Committee, units and localities are striving to complete asphalting the entire route connecting National Highway 1A with National Highway 48 and organize technical traffic opening in early September 2016.
The route connecting National Highway 1A to National Highway 48 is 29km long, newly invested and built with 2 lanes. The total investment of the route is 855 billion VND, currently 647 billion VND has been disbursed; the roadbed has been completed for 29/29km, construction has been completed for 28.5km; bridges and culverts on the route are basically completed. The route passes through Hoang Mai Town, Quynh Luu, Nghia Dan, Thai Hoa Town, contributing to promoting the socio-economic development of the localities and effectively serving the connection of the Northwest region of the province. In particular, it will immediately serve the Wood Bar and MDF Processing Factory - this is also one of the key projects of the province that will be officially inaugurated in early September 2016.
There is still much work to be done.
In early August, the leaders of the Provincial People's Committee, the Department of Transport and other relevant agencies also inspected and urged to accelerate the progress of the project connecting N5 Road from the Southeast Economic Zone to Hoa Son (Do Luong) with a length of 28.5km and a width of 12m. The total investment for the route is VND1,265 billion.
The spirit and determination are to accelerate the project implementation progress, complete and put the project into operation before October 30, 2016 according to the direction of the Provincial Party Committee and Provincial People's Committee. This is also one of the key routes, serving the development of the connection between Song Lam Cement Factory (built in Do Luong) with the Southeast Economic Zone and connecting the economic zones of the districts: Nghi Loc, Do Luong, Anh Son, Tan Ky...
However, the problem is that up to this point, the allocated capital has only disbursed 436.5 billion VND, reaching 35% and the mobilization and allocation of the remaining 828.5 billion VND is a requirement that requires efforts from many sides. At the same time, during the construction of this road, 1,231 households were affected, of which 25 households are expected to be resettled (4 households in Do Luong district and 21 households in Nghi Loc district).

Through inspection and supervision, the Department of Transport proposed that the Provincial People's Committee direct Nghi Loc and Do Luong districts to quickly hand over all land in August, especially residential land and agricultural land through the communes of Nghi My, Nghi Lam, Nghi Kieu (Nghi Loc district) and Dai Son commune (Do Luong district).
Up to now, the entire route has cleared 25.5km of land, the remaining 2.5km is still stuck, mainly concentrated in Nghi Loc district, with 60 residential land plots and 42 agricultural land households still stuck (people have not agreed to the compensation price according to State regulations).
Discussing the above issues, Mr. Pham Hong Quang - Deputy Director of the Department of Transport said: "The above problems and difficulties have been carefully analyzed and assigned specific responsibilities to sectors and localities. We are closely coordinating to resolve the issues. In addition to the active participation of all levels and sectors, we hope that the affected households will agree for a road for development, in which the benefits will be brought to the households on both sides of the road when traveling and living more conveniently and more importantly, it will also create momentum for the economic and social development of the whole province".

One of the key traffic projects that requires the overall participation of all levels and sectors is Vinh - Cua Lo Boulevard. This route is 10.832 km long, passing through Vinh city (3.4 km), Nghi Loc district (4.8 km) and Cua Lo town (2.632 km). The starting point is Km0+00 at the intersection of Truong Van Linh Street - Vinh City (350m from Le Nin Street), the ending point is Km10+832 at the intersection of Binh Minh Street - Cua Lo. The total investment (from 2012) is 4,157 billion VND, but in 2016 it increased to: 4,797 billion VND.
The construction of this route is behind schedule and so far only 563 billion VND has been allocated and 6.4 km/10.8 km (57%) has been cleared. According to the plan, phase 1 will be opened in 2018 and completed in 2020.
A good sign, in a meeting with leaders of Nghe An province on August 15, 2016, Prime Minister Nguyen Xuan Phuc highly appreciated the construction of Vinh - Cua Lo Boulevard. The Prime Minister said that this route is especially important in developing Vinh City into a city of 1 million people and agreed to record additional government bonds with Nghe An province to speed up the progress, soon complete and exploit this route.
When the routes are completed, they will be an important condition for connecting regions, connecting production, product consumption, economic, cultural and social exchanges. Therefore, accelerating key routes, in addition to the active participation of the transport sector, requires a lot of joint efforts from all levels, sectors and local people.
