(Baonghean.vn) - On the afternoon of July 22, the National Assembly Delegation of the three provinces of Cao Bang, Lam Dong and Nghe An discussed in groups the results of the implementation of the socio-economic development plan and the State budget in the first 6 months of the year and solutions to implement the socio-economic development plan and the State budget in the last 6 months of 2021; the 5-year socio-economic development plan 2021-2025.

Through discussion, the delegates basically agreed with the content of the reports, emphasizing the results achieved in socio-economic development in the context of the complicated developments of the Covid-19 pandemic. The entire Party, people and army have joined hands, made efforts to overcome difficulties and challenges, focusing on implementing the "dual goal" of both preventing the Covid-19 pandemic and recovering and developing the socio-economy and ensuring people's lives.
Accordingly, following the discussion content, the National Assembly Delegation of Nghe An province had 3 opinions. Delegate Tran Nhat Minh proposed that the Government speed up the implementation of Resolution No. 88 of the 14th National Assembly on approving the Overall Project for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2030 period; at the same time, continue to pay attention to implementing the project of supplying rural electricity from the national grid for Nghe An province. Currently, there are 115 villages in the province in difficult areas and Dao Mat that do not have access to the national grid.

Delegates from Nghe An also proposed fundamental solutions to implement the support package under Resolution 68 of the Government more effectively, so that beneficiaries can access the policy in the fastest and most timely manner; and promptly overcome and remove difficulties for businesses and workers.
Regarding the 5-year socio-economic development plan for 2021-2025, delegate Tran Nhat Minh suggested that the Government clarify the strategic direction of infrastructure construction in the next 5 years to determine the focus of the strategy and orient appropriate investment mechanisms; focus on resolving suspended projects and outstanding issues before seeking new growth drivers.

Delegate Hoang Minh Hieu - Director of the Information Department, Office of the National Assembly, assessed: The Resolution of the 13th National Party Congress has set a very clear motto in socio-economic development: people know, people discuss, people do, people check and people benefit. However, the draft Resolution on socio-economic development for the period 2021-2025 is still being implemented in the old way, not clearly showing the contents to evaluate the criteria for people to benefit, such as criteria for enjoying development in economy, culture, education, health, etc.
Therefore, delegate Hoang Minh Hieu suggested that it is necessary to emphasize and clarify the criteria for development and improving people's enjoyment in the draft, contributing to assessing the successful implementation of the Resolution of the 13th National Party Congress.

Delegate Nguyen Van Chi - Vice Chairman of the National Assembly's Finance and Budget Committee analyzed that in the immediate future, priority will be given to disease prevention and control and social distancing, but at the same time, measures must be taken to gradually shift to the goal of developing in parallel with Covid-19; these will be long-term measures for the economy to be able to coexist with Covid-19.
In addition, in the current work of preventing and fighting the Covid-19 epidemic, in addition to medical measures, social security measures need to be given more specific attention; further speeding up the supply of vaccines to prevent and fight the epidemic.
Regarding the economy, delegate Nguyen Van Chi said that in the coming period, it is necessary to emphasize tax management and tax policies that follow the trend of digital transformation and digital economic development, especially for e-commerce and business forms based on digital platforms to be able to take advantage of the potential revenue sources.
