Motivation for Do Luong to become a town before 2030

PV:Recently, the Provincial Party Standing Committee has agreed on the policy of issuing special mechanisms and policies to support the construction of Do Luong district into a town before 2030. So, could you tell us about the key issues of those support mechanisms and policies?

To achieve that goal, in the past time, the Standing Committee of Nghe An Provincial Party Committee has reviewed and approved many important decisions, namely: Approving the policy, issuing the draft and announcing the policy of issuing specific mechanisms and policies to support Do Luong district in implementing the Project "Building and developing Do Luong urban area to achieve a type IV urban area, becoming a town in the direction of trade and services", in which "The Party Committee of the Provincial People's Committee is assigned to lead and direct the research and development of a number of specific mechanisms and policies for Do Luong district to implement the Project in accordance with the goals, tasks and roadmap determined, and report to competent authorities for consideration according to regulations".

Because the funding source for infrastructure investment in Do Luong district from the local budget of the Provincial People's Committee is allocated annually and the land use revenue source decentralized to the district level is decentralized according to the Resolution of the Provincial People's Council is about 70 billion VND/year. Thus, this source does not ensure resources to implement the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030" in accordance with the goals, tasks, and roadmap.

Based on that reality, the Provincial People's Committee submitted to the Provincial People's Council for consideration and promulgation a resolution stipulating specific mechanisms and policies to support the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030". On March 18, 2022, the Economic - Budget Committee of the Provincial People's Council, after reviewing and discussing, agreed on the content submitted by the Provincial People's Committee on the implementation of the project. Accordingly, Do Luong district is entitled to 100% of land use fees collected from planned land areas with a residential land area of ​​about 25.43 hectares in Do Luong town and Yen Son, Van Son, and Lac Son communes to invest in key and essential infrastructure projects to build the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030.

After being approved by the Provincial Party Committee Standing Committee, the draft Resolution of the Provincial People's Council stipulating specific mechanisms and policies to support the implementation of the Project "Building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, as a premise for Do Luong district to become a town before 2030" will be submitted to the Provincial People's Council in the 5th session agenda, scheduled to be held on March 25, 2022.

PV:In order for Do Luong district to implement the Project according to the determined goals, tasks and roadmap, how will Do Luong focus on implementation in the coming time?

Focus on widely disseminating to cadres, party members and people about the meaning and importance of building the central urban area of ​​Do Luong district to meet the criteria of a type IV urban area, creating a premise for Do Luong district to become a town before 2030. Clearly identify the ideology and responsibility of the people in agreeing and supporting the Party Committee and government in site clearance, promoting socialization, mobilizing resources to implement the goals of the Project, promoting the will of self-reliance, arousing the aspirations of Do Luong people in building a rich and beautiful homeland.

Focus on developing and perfecting general planning and specific planning by region, sector and field; focusing on the scientific nature, stability, sustainability and feasibility of the planning.

Make efforts to invest in building socio-economic infrastructure to ensure planning and roadmap; clearly identify key and essential projects to create development momentum. In the immediate future, continue to invest in building traffic works, works in administrative centers, electricity and telecommunications infrastructure works and focus on synchronously building technical infrastructure in industrial parks and industrial clusters to attract investment.
