Agree on the policy of reorganizing the Management Board of the High-tech Forestry Zone in the North Central region
The reorganization of the Management Board of the High-Tech Forestry Zone in the North Central region will help to effectively and continuously carry out the tasks of managing the forest zone, and soon complete the legal framework to attract domestic and foreign investors.
On the afternoon of November 28, the Standing Committee of Nghe An Provincial Party Committee continued its regular meeting for November 2024. Comrade Nguyen Duc Trung - Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired and directed the meeting.
Attending the meeting were comrade Hoang Nghia Hieu - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; representatives of Party Committees, the Central Inspection Committee in charge of the Nghe An Provincial Party Committee and comrades of the Standing Committee of the Provincial Party Committee...
At the meeting, based on the Proposal of the Party Committee of the Provincial People's Committee and related reports, the Standing Committee of the Provincial Party Committee agreed to the policy of reorganizing the Management Board of the High-tech Forestry Zone in the North Central region.

The North Central region high-tech forestry zone was established by the Prime Minister in Decision No. 509/QD-TTg dated March 31, 2021 with an area of 618 hectares in Nghi Loc and Do Luong districts.
This is the first high-tech forestry zone in the country with the expected goal of being a pioneer in developing modern forestry, producing high-quality wood and non-wood forest products according to the value chain.
The early establishment and development of the High-tech Forestry Zone in the North Central region will contribute significantly to the successful implementation of the agricultural development goal by 2030, with a vision to 2045 according to Resolution No. 39 of the Politburo, making Nghe An province a major center for wood production, processing and export in the North Central region.
According to the Report of the Party Committee of the Provincial People's Committee, in order to carry out the tasks assigned by the Prime Minister, the Provincial People's Committee has issued the Regulations on the operation of the High-tech Forestry Zone in the North Central region and established the Management Board of the High-tech Forestry Zone in the North Central region under the Department of Agriculture and Rural Development.
The current organizational structure of the Management Board consists of 8 personnel, of which the Board's leadership operates on a part-time basis. The Board's Head is the Director of the Department of Agriculture and Rural Development, 1 Deputy Head is the Deputy Director of the Department of Agriculture and Rural Development in charge of forestry, 1 Deputy Head is the Deputy Chief of Office of the Department of Agriculture and Rural Development, and 5 officers are seconded and hold part-time positions.
After nearly 3 years of operation, the Management Board has advised the Department of Agriculture and Rural Development and the Provincial People's Committee to deploy a number of important tasks.

Because the Management Board operates under a part-time mechanism, the process of implementing tasks encounters many difficulties and shortcomings.
According to Decree No. 10/2024 of the Government, the Management Board of High-Tech Forestry Zones "is an agency under the Provincial People's Committee performing the function of State management over high-tech zones".
However, according to Decision No. 3421 of the Provincial People's Committee, the current position and function of the Management Board of the high-tech forestry zone in the North Central region "is an organization under the Department of Agriculture and Rural Development of Nghe An province, performing the functions, tasks and powers assigned by the Department of Agriculture and Rural Development...
Therefore, in order to effectively and continuously implement the tasks of managing forestry zones, promptly completing the legal framework to attract domestic and foreign investors, building and developing forestry zones in accordance with current laws is necessary.
Regarding the staffing when reorganizing, the Provincial People's Committee will submit to the Ministry of Home Affairs, the Government and the Politburo to increase 15 civil servants for Nghe An province to arrange for the Management Board; 2 labor contracts to support services according to Decree 111/ND-CP of the Government assigned by the Provincial People's Committee according to the annual plan.
In case of no additional staff, the civil servant staff will be taken from the total number of civil servants in the departments, branches and units of the province.
At the meeting, the Provincial Party Standing Committee discussed and unanimously approved the Urban Development Program of Nghe An province to 2030, with a vision to 2050; and a list of land acquisition projects.
In addition, give opinions on the issuance of the Directive of the Provincial Party Standing Committee on "Strengthening the Party's leadership in connecting labor supply and demand, solving employment, attracting labor for domestic enterprises and FDI enterprises"; draft Project, Resolution of the Provincial Party Executive Committee on cultural development of Nghe An province to 2030, vision to 2045 and contents under its authority.
