Director of Department of Transport explains about overloaded and oversized vehicles
(Baonghean.vn) - At the discussion session on the morning of July 13, the 7th Session of the 18th Provincial People's Council, the chair of the discussion session in the hall requested clarification of the issue of overloaded and oversized vehicles that has caused frustration among voters in recent times. Comrade Hoang Phu Hien - Director of the Department of Transport represented the Department to explain this issue.

The Director of the Department of Transport explained that there are many reasons for this situation. Firstly, at the end of the first quarter of 2022, the Covid-19 epidemic was gradually controlled, business production activities of enterprises were restored, and the transport sector had many conditions to recover after the pandemic. While the number of kilometers of newly built, renovated, upgraded roads put into use and the number of motor vehicles increased rapidly, the staff of the forces directly implementing vehicle load control (Traffic Police, Transport Inspectorate) was cut according to the streamlining policy.
Second, recently, gasoline prices have increased, while basic transportation fares have not increased, many units have taken advantage of overloading to offset transportation costs. Due to limited resources, the handling of oversized and overloaded vehicles is mainly a specialized issue, so there are times when it cannot be resolved decisively and centrally. Third, trucks imported to Vietnam before December 1, 2015 (when Circular No. 46/2015/TT-BGTVT of the Ministry of Transport took effect) have large body sizes but are still allowed to circulate. This is also one of the reasons leading to the situation of overloaded vehicles in recent times.

Faced with such a situation, the Department of Transport has recently directed traffic inspectors to coordinate with functional forces to increase patrols to handle violations. As a result, in the first 6 months of 2022, the Provincial Police organized 548 cases; 12,288 officers and soldiers participated in detecting; making records of violations of overloaded vehicles: 1,054 cases; oversized vehicles: 1,025 cases. The Department of Transport Inspectorate inspected and administratively sanctioned 625 cases (an increase of 93.9% over the same period in 2021), with the corresponding fine amount: 2.86 billion VND (an increase of 45.9% over the same period in 2021).
At the discussion session, comrade Hoang Phu Hien proposed a number of immediate solutions as follows: requesting the Provincial People's Committee to establish interdisciplinary inspection teams chaired by the Traffic Police; announce hotline numbers on mass media so that people know and provide information about overloaded and oversized vehicles; correct public ethics for heads of sectors and units with functions, tasks and powers regarding vehicle load control.
Regarding long-term solutions, the Director of the Department of Transport proposed to continue directing the strengthening of propaganda and dissemination of laws on freight transport by automobile; prioritizing the arrangement of human resources, equipment, and vehicles to serve the task of controlling vehicle loads on routes and areas assigned for management; directing Project Management Boards to request construction units not to violate the load, wall size, and body of vehicles participating in construction of works and projects; organizing the review and fully installing signs limiting the load of road bridges on district and commune roads according to regulations;...
