On November 17, the Economic Police Department of Nghe An Provincial Police served the decisions to prosecute criminal cases, prosecute defendants, and execute temporary detention orders against 3 defendants for the acts of“Taking advantage of position and power while performing official duties" occurred at Do Luong Irrigation Enterprise (belonging to Bac Irrigation One Member Limited Liability Company)Nghe An).

The subjects detained to serve the investigation include: Ho Dinh Minh (born in 1963), residing in Luu Son commune, Do Luong district - Director of Do Luong Irrigation Enterprise; Thai Thi Vinh (born in 1971), residing in Thinh Son commune, Do Luong district - Accountant of Do Luong Irrigation Enterprise and Hoang Huu Son (born in 1974), residing in Da Son commune, Do Luong district - Director of Do Luong Irrigation Construction Joint Stock Company.

The Economic Police Department has determined that from 2016 to 2019, taking advantage of their assigned duties and powers, Ho Dinh Minh and Thai Thi Vinh colluded with Mr. Hoang Huu Son - Director of Do Luong Irrigation Construction Joint Stock Company to create fake contracts for the construction of 116 items of canal dredging and repair works, with the aim of settling and withdrawing money for the Enterprise to spend many illegal expenses. Initially, the Investigation Agency determined that this caused damage to the State, the amount of nearly 3.5 billion VND.
