Supervision of innovation of general education programs and textbooks in Vinh city

On December 27, the National Assembly Delegation of Nghe An province conducted a thematic supervision on "Implementation of Resolution No. 88/2014/QH13 and Resolution No. 51/2017/QH 14 of the National Assembly on innovation of general education programs and textbooks" in Vinh city.

According to the report of Vinh City People's Committee, the direction and organization of the implementation of Resolution No. 88 and Resolution No. 51 in the city were carried out seriously, in accordance with regulations and roadmap, ready for the implementation of curriculum and textbook innovation in the next phase.

The City People's Committee issued many documents directing the implementation of the new general education textbook program in the fields of: building and training staff, supplementing and arranging facilities, improving the quality of comprehensive education...

The city is interested in and flexible in arranging and using the existing teaching resources to meet the needs of teaching according to the new curriculum. At the same time, it focuses on training and fostering to improve the capacity and qualifications of the teaching staff, meeting the requirements of educational and training innovation.

According to Vinh city's assessment, the first phase of the curriculum innovation roadmap according to Resolution No. 88 and Resolution No. 51 in the area has been implemented according to plan, ensuring the set requirements and goals.

In addition to the achieved results, some limitations, difficulties and obstacles also arose during the implementation process. Comrade Tran Thi Cam Tu - Vice Chairman of Vinh City People's Committee reflected: Difficulties in implementing the general education innovation program in Vinh City are the lack of teachers; the facilities are still patchy; the ratio of teachers in the classroom is still inadequate; there is a lack of teachers while the number of students per class exceeds the regulations.

“The innovation goals of the education sector need to review the conditions to ensure implementation, should not be done while perfecting; propose the National Assembly to supervise the budget expenditure for the education sector. Propose the Provincial People's Council to have a mechanism for Vinh city or urban areas to regulate the maximum collection level according to Resolution 34 of the Provincial People's Council. At the same time, the Ministry of Education and Training continues to reduce the program load to create conditions for teachers and students to improve the quality of education. Propose the monitoring delegation to study and consider removing difficulties for the education sector of the city and localities" - Vice Chairman of Vinh City People's Committee Tran Thi Cam Tu proposed.

At the meeting, members of the monitoring delegation requested Vinh city to clarify the shortcomings in legal documents, difficulties in selecting and quality of textbooks, basis for selecting textbooks; ratio of teachers in classes; number of students exceeding regulations; whether ethnic minority language subjects are necessary for schools in the city area; implementation of integrating subjects; local surplus and shortage of teachers when implementing the new education program.

Speaking at the meeting, comrade Thai Thi An Chung acknowledged and highly appreciated the results of implementing the new general education program.

Emphasizing that innovation in general education programs is an inevitable trend, in the coming time, the city needs to continue propaganda work to raise awareness for the management team and teachers determined to innovate teaching methods. Vinh City also needs to pay more attention to training, arrange teachers, especially teachers of integrated subjects; speed up investment in facilities; pay attention to experiential education, history education, etc.

Regarding the city's proposal, the Provincial National Assembly Delegation received the proposal and made recommendations to relevant agencies, ministries and branches.
