Previously, through the work of checking and grasping the situation, Thach That District Police discovered that in Thach Hoa Commune, Le Van Vinh had shown signs of illegally selling drugs. Vinh had 3 previous convictions for the crimes of "Extortion of property", "Theft of property", and "Robbery of property".

In 2018, Vinh finished serving his prison sentence and returned to his hometown. In May 2019, Vinh rented and opened Lucky karaoke bar in village 3, Thach Hoa commune, Thach That, gathering young people to buy, sell, store, and organize illegal use of drugs.
Not only that, this group also useshot weapon, to build up prestige and reputation. After that, Vinh posted a photo of himself holding an AK gun on Facebook to threaten some people in society, causing public outrage.

Police seized weapons.

On June 30, 2020, Thach That District Police established a special project to simultaneously apply professional measures to combat. By January 15, 2021, based on collected evidence, Thach That District Police arrested Vinh and his accomplices in the illegal purchase, storage, and organization of drug use.
Conducting an emergency search of Lucky karaoke bar, the task force seized 1 air gun with a black compressed gas tank, 2 electric batons; 1 pepper spray can; 1 fake AK gun and 32.647 grams of synthetic drugs.
The drugs Vinh hid were scattered in many places in the shop such as the wardrobe, pants pockets, shirt pockets,... the drinking area on the 2nd and 3rd floors.
During the investigation and investigation of the related subjects, on January 17, Thach That District Police continued to seize 1 AK submachine gun with folding stock; 1 AK submachine gun magazine; 6 bullets; 1 revolver; 1 round grenade.
Vinh hid this evidence under the corrugated iron roof of the Lucky restaurant's employee housing area.
