Reporter:Dear comrade, following the journey of building new rural areas, it is clear that Hung Nguyen district has really changed dramatically. Could you share the initial starting point and the biggest difficulties that the district has faced in this journey?

Comrade Le Pham Hung:Hung Nguyen is a plain district, adjacent to Vinh city, besides advantages, there are also many difficult factors. Industry and small-scale industry have not developed, especially services and trade are limited by the "under the lamppost" effect when near Vinh city. Low-lying terrain, at the end of the water source, flooding before rain, drought before sun, greatly affecting agricultural production; at the same time, infrastructure investment is also rapidly deteriorating, especially transportation. Therefore, the starting point for new rural construction in Hung Nguyen is very low, the average of the whole district only achieved 2.8 criteria/commune (in 2010). Infrastructure is seriously degraded, many welfare works have not been invested, economic models are small, fragmented and not diversified.
People's income is low and local budget revenue is limited, so investment resources for new rural construction are the biggest difficulty and concern of Party committees and authorities from district to grassroots levels.

Reporter:So what are the special and creative ways for Hung Nguyen district to overcome difficulties?
Comrade Le Pham Hung:With the viewpoint and mindset: People are the main subjects in rural construction, upholding the motto: "People know, people discuss, people do, people inspect, supervise and people enjoy", therefore, the entire political system from district to grassroots has focused on propaganda work, raising the sense of responsibility, self-awareness and volunteerism of the people. Wherever there are difficulties and obstacles, the heads of Party committees, authorities and agencies must get involved; without distinguishing or "outsourcing" the task of propaganda, mobilizing and persuading people to any level, agency or individual.

During the direction process, the district clearly developed a plan, clearly defined the roadmap to the new rural, advanced new rural, and model new rural destinations for each commune each year and achieved civilized urban standards for towns, along with the criteria for new rural districts. The tasks and responsibilities for direction and implementation are attached to each organization, agency, unit and head from the steering committee to the district-level professional agency according to each criterion in the field of responsibility, of the Fatherland Front and socio-political organizations, each commune and town.
In particular, the district has been flexible and creative in issuing support mechanisms, such as giving communes advanced bonuses for new rural areas to implement urgent projects; having a special mechanism to support cement for road construction, supporting funding for building cultural houses for special and difficult communes; increasing investment sources for developing economic models... The district has also strengthened solutions to increase budget revenue, combined with exploiting capital sources from the Central, the province, enterprises and mobilizing people's strength to invest and complete the socio-economic infrastructure to meet new rural standards.

Reporter:What are the achievements that Hung Nguyen district has achieved in the journey of building new rural areas, comrade?
Comrade Le Pham Hung: It can be said that the journey of building new rural areas in Hung Nguyen district is a long one with many efforts, solidarity and innovation. We identify infrastructure investment as the "key" for sustainable development. In more than a decade, the district has mobilized nearly 4,090 billion VND to renovate and upgrade transport, irrigation, health and education infrastructure; of which people voluntarily contributed nearly 1,060 billion VND - a number that shows valuable consensus.

From just over 500 km of hardened roads, the district now has 1,340 km. The system of dykes, canals, schools, cultural facilities and sports facilities are all built to standards. 100% of commune health stations meet national standards, the rate of people participating in health insurance is over 93%.

Not only infrastructure, Hung Nguyen district pays special attention to investing in building synchronous cultural and sports facilities to every hamlet and village, forming a rich cultural life; the movement of arts and sports becomes a daily activity, contributing to improving the overall quality of life of the community. The locality focuses on taking care of the green - clean - beautiful landscape, bringing a fresh and livable living space to the people; contributing to improving the overall quality of life for the people.
In terms of economy, from traditional agriculture, Hung Nguyen district has strongly transformed, forming a number of safe vegetable production areas, high-tech agricultural models with a total of more than 6,500 hectares of high-tech agricultural area, accounting for 56.3% of agricultural production land area, with an average production value of more than 120 million VND/ha/year.

The whole district has more than 440 enterprises, 7 craft villages, along with VSIP Industrial - Urban - Service Park with 34 projects in operation, creating jobs for tens of thousands of workers. This is a push, a foundation, a driving force to spread the development of industry, services, and trade for Hung Nguyen district and neighboring localities in the future. Thanks to that, the average income per capita has increased sharply, from 15.9 million VND (in 2010) to 55 million VND (in 2024). The poverty rate has decreased sharply, from 14.9% (in 2010) to only 1.2% (in 2024).

From a poor district, Hung Nguyen has now achieved the new rural district standard according to Decision No. 11423/QD-TTg of the Prime Minister; 17/17 communes have achieved the new rural standards, including 4 communes meeting the advanced new rural standards and 1 commune meeting the model new rural standards; Hung Nguyen district town has achieved the civilized urban standards. A traditional countryside is progressing with the general development of Nghe An province and the whole country.

Hung Nguyen district held a ceremony to announce and receive the Prime Minister's Decision recognizing the district as meeting new rural standards in the context of ending the district-level administrative unit from July 1, 2025. So what will be the development direction of localities in Hung Nguyen district after the reorganization?
Comrade Le Pham Hung:The arrangement of commune-level administrative units and the implementation of the 2-level local government model are major and correct policies of the Party and the State to streamline and improve the operational efficiency of the apparatus. In the future, although it will no longer bear the administrative name "Hung Nguyen district", this land with a history of more than 555 years will still exist and the name "Hung Nguyen" - meaning "development from the beginning" will remain forever in the minds of every citizen, as a motivation for the Party Committee, government and people of the communes in the Hung Nguyen district after the arrangement to continue to strive to rise up.

The results of more than a decade of efforts to build new rural areas will be an important premise and foundation for localities to continue to strive. In particular, the Hung Nguyen District Regional Planning for the period 2021 - 2030, with a vision to 2050, has been approved with the goal of developing Hung Nguyen into a key economic zone of Nghe An province, associated with industry, services - trade, high-tech agriculture and cultural tourism.
This is an important basis for the communes in Hung Nguyen district to closely follow and implement, ensuring the role of an economic nucleus, a strategic satellite city in the South of the administrative center of Nghe An province; becoming a bright spot in the development map of Nghe An province.
