(Baonghean.vn) - Que Phong is currently one of two mountainous districts of Nghe An province that has deployed an online meeting system with 100% of communes and towns. After the merger, grassroots agencies and units in Que Phong district (Nghe An) have had changes in organization, apparatus and population; the district People's Committee has directed, inspected and urged agencies and units to focus on administrative reform to continue improving the efficiency of serving the people.

Online meeting from district to commune

Thong Thu Commune (Que Phong) After the merger, there are currently 8 villages, including villages close to the border, so every time a meeting is needed, village officials have to travel very hard and spend a lot of time. However, since June 2019, many meetings in communes and villages have been reduced thanks to the online meeting system connecting from the district to the communes. After that, the commune summoned the hamlet and village cadres to convey the information, from which the village and village cadres continued to deploy it to residential areas and people. But now, the meetings at the commune and village have been reduced thanks to the online conference that the District People's Committee deployed to the communes. In addition to the commune cadres, the participants also included the Secretary, Village Chief and Head of the Front Work Committee of 8 villages in the area. Village-level cadres directly listened to the deployment contents of the district leaders, directly exchanged, discussed and reflected their thoughts, aspirations, and work situation at the grassroots level. Thanks to that, theconcerns, questions from the baselistened to and discussed directly with the district leaders. This has given the team of commune and village cadres the motivation to work when the opinions sent to the district leaders are listened to and promptly taken care of by superiors. It has reduced the pressure of meetings for grassroots cadres and increased work efficiency.

Leaders of other communes such as Muong Noc, Kim Son town, Tien Phong commune... all expressed their recognition of the superiority of applying information technology, reducing meeting time. Mr. Sam Tu - Vice Chairman of Tien Phong Commune People's Committee also added that, in addition to implementing direct meetings once a quarter between the district and communes, village and hamlet officials, when there are urgent matters in the area that need to be implemented through online "channels". For example, the outbreak of African swine fever in 2019, which then re-emerged in early 2020, or the natural disaster and flood prevention campaigns in 2020, the District People's Committee urgently convened meetings.online meetingto the team of commune, hamlet and village cadres. Thanks to that, the prevention and control system was implemented promptly, helping people minimize damage. "Not only that, thanks to the online meeting system, for the first time, our team of commune, hamlet and village cadres were able to attend meetings with the Central leaders when the District People's Committee connected us to the Government's online meeting on implementing the work of preventing and controlling the Covid-19 epidemic in early 2020", said Mr. Sam Tu.

Discussing further about the implementation of the online meeting system in Que Phong, the leader of the district's Department of Home Affairs said that since the beginning of 2019, the district has deployed this work, and in 2020, it continued to issue Plan No. 187/KH-UBND dated February 27, 2020 on the application of IT, effectively operating the online meeting system from the district to the commune. Along with that, improving the quality of operations of the district's electronic information portal, continuing to invest and upgrade the infrastructure system of administrative agencies at all levels in the area, especially in communes implementing administrative unit mergers such as Muong Noc, town and some other communes such as Cam Muon, Nam Nhoong, Hanh Dich...

Focus on administrative reform

In addition to promoting the positive effects of the online meeting system, in localities where mergers have been carried out, the District People's Committee has directed the Department of Internal Affairs to monitor, urge, and guide the authorities and professional staff to arrange and improve administrative procedures to meet the needs of the people, especially procedures related to personal documents, household registration, and civil status. In Tien Phong commune, Vice Chairman of the People's Committee of Sam Tu commune said that after completing the merger of hamlets and villages, the commune has developed a specialized resolution onadministrative reform, including many plans on compliance with discipline and administrative discipline; building working regulations at the one-stop department, completing working positions here appropriately. In addition, investing in synchronous equipment, installing cameras to monitor activities and security at the commune People's Committee office.

In the hamlets and villages of Tien Phong commune, the requirements for administrative reform are always disseminated to officials and people through meetings in all 12 hamlets and villages. Thanks to that, people have grasped the working schedule as well as the regulations on administrative procedures of the Commune People's Committee, helping to reduce the number of people asking questions about procedures and reducing travel time for people.

Implementing Official Dispatch 1363/UBND-NV dated September 16, 2020, the specialized departments of the District People's Committee continued to review and further reduce the time for handling administrative procedures (TTHC) for 51/276 TTHC (reaching 18.48%), increasing the total number of TTHC under the authority of the District People's Committee being implemented, reducing the processing time compared to regulations to 141/276 TTHC (as of November 3, 2020 (reaching 51.09%). At the same time, combining the revision of the ISO process at the specialized departments and offices of the District People's Committee, and there are 2 procedures proposing to simplify the dossier components in the field of transportation. For the commune level, after the review, 143 TTHC were implemented by the communes to reduce the processing time compared to regulations.

In addition, the District People's Committee has also established inspection teams on discipline and administrative discipline at district and commune level agencies. At the one-stop-shop department at the People's Committees of communes, through inspection, it was shown that the reform of administrative procedures and the implementation of the one-stop-shop mechanism and the interconnected one-stop-shop mechanism have had more positive and clear changes. The administrative procedures have been simplified in terms of processing time with a high rate. Particularly at the People's Committee of Que Phong district, the organization and operation of the Reception and Results Department at the District People's Committee, after being invested in upgrading the office and equipment, has been put back into operation, serving more effectively the work needs of organizations and individuals. At the one-stop-shop office, 5 computers with Internet connection are arranged, a camera surveillance system is installed, and other facilities and equipment are provided to best serve the people coming to work.

Determining that administrative reform must be one step ahead, all levels and sectors in Que Phong have focused on this work and have plans to direct and implement it right from the beginning of the year, especially in the post-merger communes. Mr. Nguyen Quoc Lam said: “In 2020, in addition to prioritizing administrative reform for post-merger units, the district also promotes the modernization of public administration. Specifically, exploiting and using the synchronous electronic office system, at the same time putting into operation the online conference system from the district to the commune, promoting positive effects, significantly reducing travel time and costs for organizing meetings, ensuring that information exchange is faster than before”.
