There were 20 opinions from representatives of households speaking at the dialogue, all of whom highly agreed with the policy of clearing land to attract investment, build factories, and create a strong shift in the local socio-economic situation.

What people want is that the town, in addition to the "land for land" option, has a payment option in cash because of the family's circumstances of sick, old, and incapacitated relatives, the poor soil of the Dong Dot area, and the distance from their residence... Mr. Ho Van Hoa, Yen Tho hamlet said: "I agree with the policy of bringing the factory back, but I am concerned because the land being exchanged is both far and poor. If there is a plan to receive compensation, it would be better"; Ms. Nguyen Thi Xuan, also in Yen Tho hamlet, expressed: "I agree with bringing the industry back to my hometown, but due to the family's circumstances of having a sick husband, compensation in cash will really help the family in the current situation...".

Most opinions have recognized that the implementation of the "land for land" plan is completely legal, but there are still representatives of some households who show an extreme attitude, only accepting the compensation plan in cash and also saying that they will complain to the authorities...

In Thai Hoa town, there have been some projects when implementing the land acquisition plan, some people did not agree, even opposed, petitioned, creating hot spots, causing difficulties for the project implementation progress. For example, the investment project to build Vinamilk Nghe An Dairy Farm in Dong Hieu commune. To acquire 49 hectares of land, with 53 affected households in Dong Thanh hamlet, Thai Hoa town, it took a lot of time and effort.

However, since the project came into operation, the lives of the households in Dong Thanh hamlet have really changed, the face of the new countryside, the connection between businesses and people in production methods, and business is increasingly effective. Mr. Ho Xuan Thao, Dong Thanh hamlet has now become a worker for Vinamilk dairy farm with a stable income, in addition, his family has also contracted 2.7 hectares of land from the farm to grow grass, earning over 200 million VND per year.

Now, when mentioning the initial stage when he did not agree with the land acquisition policy to implement the project, he cannot help but regret. Mr. Thao shared: "The delay in implementing the Vinamilk dairy project is partly my fault". Currently in Dong Thanh, the connection between enterprises and farmers in production has created a number of dairy cow raising billionaires such as the family of Ms. Nguyen Thi Loc, Mr. Tran Van Phuc...

Put people's interests first

It can be said that the unification and consistency of the "land for land" plan of Thai Hoa town in the process of implementing the land acquisition and compensation for Nghia My industrial cluster is completely in accordance with the law. The immediate construction of the traffic system and canals in the Dot field area so that households can immediately produce after agreeing to receive land and at the same time receive support for plowing, land improvement, fertilizer support from 5 crops to 10 crops and support for 1 crop of seeds... has shown the maximum flexible application of the mechanism and special attention to the welfare of the people.

This active participation has had 25 households receive land in the field, receive support money, and make production plans on the new land in time for the season.

- Socially: Households in Nghia My commune have highly agreed with the policy of land acquisition to implement the local socio-economic development project. The implementation of this project not only contributes to bringing high economic benefits, but also solves pressing social problems such as: creating jobs, increasing income, improving living standards for people while developing the regional economy and bringing other practical benefits to the lives of people in the region. Practice in Nghia Dan district has proven that.

- Legally: Thai Hoa Town People's Committee has properly and fully implemented the procedures to clear the land for the Korean Garment Factory Project. Regarding compensation in land or money, most people have supported and agreed with the "land for land" option (and received partial support to stabilize production), but there are also some people who want to receive support in money for various reasons such as illness, disease, old age, etc. so they cannot produce, therefore, they do not agree with the "land for land" option but only agree to hand over the land when compensation is made in cash. Therefore, if they do not agree with the compensation and support plan for land recovery, after July 12, they will be forced to recover.

At Point a, Clause 2, Article 71, Land Law 2013 stipulates the enforcement of land recovery decisions: “People whose land is recovered do not comply with the land recovery decision after the People's Committee at the commune level, the Vietnam Fatherland Front Committee at the commune level where the land is recovered and the organization in charge of compensation and site clearance have mobilized and persuaded”. Therefore, if households do not agree with the above plan, they must still comply with the enforcement decision.

Clause 2, Article 74, Land Law 2013 on the principle of compensation when the State recovers land, states: "Compensation is carried out by allocating land with the same purpose of use as the type of recovered land. If there is no land for compensation, compensation will be made in cash according to the specific land price of the type of recovered land decided by the Provincial People's Committee at the time of the decision to recover land".

Present at the Dot field, at the time when people were urgently planting the crop. Thanks to the abundant irrigation water source, the newly planted rice has taken root and grown green after more than 10 days". It is known that Mr. Tong is the first household to accept the "land for land" option, because according to him, there are 3 reasons: First, Dot field has a fairly flat terrain and the irrigation water source is proactive; second, there is support from the town (he received the first installment of 13.7 million VND for plowing, land improvement and fertilizer) and finally, the quick handover of the land means the factory will be built faster, creating jobs and developing services. Next to Mr. Tong's field, Mr. Truong Dinh Hung, in Yen Tho hamlet, has an area of ​​land exchanged for more than 2 sao, has also planted Huong Tho seeds, the rice field has taken root.

Sympathize and share the difficulties of affected households in the conditions of land acquisition and site clearance, but clearly Thai Hoa town cannot go against the provisions of the law. Therefore, it is necessary to have the sharing of the remaining households to agree with the proposed plan, so that people can quickly enter the production season and quickly hand over the site to investors for construction.

The factory is surrounded by lush green rice fields, creating a stable and sustainable life for the people. Employment opportunities for children, services, restaurants, and motels will create a diverse economic picture developing in Nghia My in the near future. The consensus of the people right now, when it has not exceeded the "allowable limit", is the expectation not only of the locality but also of the whole province for Thai Hoa town to have a new step of development, raising the level of implementation to achieve the orientation of the Economic - Tourism - Service Center of the Northwest region.

Immediately after the dialogue, 3 more households agreed to the land receiving plan, including: Truong Trong Tho household, Xuan Tho hamlet; Nguyen Van Man household, Yen Tho hamlet and Ho Trung Chien household, Xuan Tho hamlet.

Chairman of Thai Hoa Town People's Committee, Mr. Hoang Phu Hien: The implementation of land acquisition and clearance that the town is implementing at Nghia My Industrial Park is in accordance with the provisions of the law, there is only one option which is compensation with production land, on the basis of implementing the regulations on land improvement support, production support... The town will consider having support policies for households in particularly difficult circumstances, allocating the budget to support production to increase from 5 crops to 10 crops (5 years). This is the maximum application and support of Thai Hoa town for households. If the households do not agree, the town will take measures to enforce land recovery after one week (after July 12) according to the regulations and procedures of the law.
