Opening of the meeting between the Provincial Standing Committee and grassroots leaders
(Baonghean.vn) - On the morning of May 26, the meeting program between the Standing Committee of the Provincial Party Committee and the heads of Party committees and authorities of communes, wards and towns in 2018 took place.
Eliminate special regional party cells
Comrade Le Viet Tuat - Secretary of the Party Committee of Nghi Van Commune, Nghi Loc said: Nghi Van is a purely agricultural commune, in which the proportion of Catholics accounts for over 60% of the population. In the commune, there are 2 parishes and 4 chapels.
In addition to the achievements, the locality still faces many difficulties in building the political system at the grassroots level. The area has 16 hamlets, but 5 hamlets are all Catholic and 6 hamlets are mixed Catholic and non-Catholic.
Before 2008, the Party Committee had only 11/16 hamlets with Party cells, 3 hamlets without Youth Union or Association organizations. Implementing the policy of the Provincial Party Committee and District Party Committee on developing Party cells in hamlets without Party cells or Party members, the Party Committee has developed plans and implemented synchronous solutions to focus on leading and directing the development of Party cells, Youth Union and Association organizations.

Therefore, from 2008 to 2012, 5 new Party cells were established in 5 Catholic hamlets, 1 Youth Union branch and 2 Association branches were established. Up to now, 100% of hamlets in the commune have Party cells and mass organizations. At the same time, key cadres, cadres of mass organizations and prestigious Party members were sent to Catholic Party cells to work with the Front Working Committee of hamlets to build grassroots movements.
Since its establishment, 6 party members have been admitted to the Catholic hamlet party cell, including 3 Catholic party members and 2 party members in hamlets that previously had no party members, bringing the total number of Catholic party members of the current Party Committee to 12 comrades; reducing the number of hamlets without local party members to 3 hamlets.
In addition to establishing new Party cells, the Party Committee, People's Committee and mass organizations also regularly pay attention to supporting and helping Catholic hamlets with funding for building cultural houses, cultural institutions, supporting propaganda work, and building model fields.
Thanks to that, in general, since its establishment, the political system in the Catholic hamlet has operated more effectively. The situation of Catholics in Nghi Van commune remains stable.
“To achieve such results, first of all, local Party committees and authorities must create close relationships with dignitaries and officials through direct meetings to discuss and inform them of a number of policies and tasks that the locality needs to coordinate in implementing. The entire political system must participate in propagating and mobilizing union members and members of their organizations to properly implement the policies of the Party and State.
At the same time, we must pay attention to solving the legitimate needs of the parishioners. The Party Committee's viewpoint is not only to eliminate the Party cells, but the important issue is to promote the role of the Party cells in leading the socio-economic development of the hamlets" - Nghi Van Commune Party Committee Secretary Le Viet Tuan shared.
Create ripple effects from small things
According to Chairman of Chau Nga Commune People's Committee (Quy Chau), Luong Tri Dung, if he wants to put the Party's resolution into practice, he needs to know how to choose what to do. Doing small things well will help him do big things well.
For Chau Nga commune, in the recent past, we have led and directed the implementation of the resolution into life from small, specific things.
The Chairman of Chau Nga Commune People's Committee cited: Chau Nga has a Nga My village Party cell under Project 01 of the Provincial Party Committee. This cell has 4 party members, including 2 elderly party members and an old and weak cell secretary.
Implementing Project 01 of the Provincial Party Committee, the Party Committee has implemented the following steps: establishing a Steering Committee, a support team, and developing an implementation plan. The Party Committee Secretary directly directs, guides, and first encourages the senior Party cell secretaries to resign, and appoints new Party cell secretaries. Surveys the subjects who attend the Party sympathy class, assigns Party members to help, guides the preparation of Party admission documents, and many other related tasks.

As a result, 4 party members were admitted in 5 months. Up to now, Nga My village Party Cell has 8 local party members, 4 party members who are cadres and civil servants of the commune agency come down to join the activities, including 1 comrade who is the Deputy Secretary of the Party.
In the first quarter of 2018, 3 people were sent to attend a training course to recruit Party members, creating a source for Party development for 2018 and the following years. The Party cell at risk of becoming white was eliminated. In 2017, the Nga My village Party cell was awarded a Certificate of Merit by the Standing Committee of the District Party Committee and the Party Committee for its good implementation of Project 01 of the Provincial Party Committee.
Besides, implementing the new rural construction program, localities choose specific tasks and roadmaps such as choosing villages as pilot villages and pilot jobs.
“We clearly see the current situation that there are many Resolutions, policies and documents of the Party, but the implementation and implementation at the grassroots level is sometimes not very effective. If the grassroots level does not pay attention to good implementation, it will be difficult for policies to enter life” - Comrade Luong Tri Dung shared.
