Accordingly, the inspection subjects are organizations and individuals producing and trading in the province that show signs of violating legal regulations in production and business activities such as transporting and trading in prohibited goods, smuggled goods, producing and trading in counterfeit goods, goods that do not ensure quality, do not ensure food safety and acts of commercial fraud.
Specifically including: Production, commercial and service establishments; vehicle owners, drivers of vehicles on roads and waterways, with conditions, capabilities or suspicious signs of the above activities, especially those who regularly travel through border areas, seaports, warehouses, goods distribution centers...; subjects operating in networks, gangs, masterminds and leaders in smuggling, prohibited goods, counterfeit goods, trade fraud; organizations and individuals violating import-export policies.

The inspection will take place across the province, both on land and at sea. The land border focuses on the border gates of Nam Can (Ky Son), Thanh Thuy (Thanh Chuong), Tam Hop (Tuong Duong), Ta Do (Ky Son), Thong Thu (Que Phong), Cao Veu (Anh Son) and small-scale roads, trails, and border openings. The sea border focuses on the districts of Quynh Luu, Dien Chau, Nghi Loc; the towns of Cua Lo, Hoang Mai; Cua Lo - Ben Thuy port border gate and the main river mouths and inlets.
Road routes, domestic markets concentrate warehouses, cargo yards, cargo distribution centers in Vinh city and districts, towns. National highways: National Highway 1A, 7A, 7B, 46, 46B, 48, 48B, 15A, Ho Chi Minh trail, Vinh airport, Vinh station; railway route passing through Nghe An province.

The Provincial Market Management Department shall preside over and coordinate with functional forces and local authorities to strengthen inspection, detection and handling of acts of trading in smuggled goods, counterfeit goods, banned goods, poor quality goods, goods with fraudulent origin, goods violating intellectual property rights, acts of violating the purchase, sale and exchange of goods on e-commerce platforms, social networking sites, etc.; acts of violating the listing of selling prices, hoarding of goods; develop and deploy plans to strengthen forces, means and professional measures to combat and promptly prevent acts of smuggling, trade fraud and counterfeit goods, especially for banned goods, counterfeit goods, poor quality goods, goods violating intellectual property rights, food, foodstuffs, essential consumer goods during the Lunar New Year of Quy Mao in 2023.
The Provincial Border Guard Command directs its subordinate units to strengthen the work of collecting information, grasping the situation of crimes and law violations; develop and deploy plans, increase forces, means, and professional measures to combat, prevent, and destroy, not allowing the formation of gathering points, warehouses, and storage of smuggled goods in the border area, acts of buying, selling, transporting goods, and acts of illegal exit and entry across the border; increase patrol forces, and strictly control the border area.

The Anti-Drug Crime Task Force No. 2, Coast Guard Command, develops and implements plans and solutions to strengthen patrolling, inspection, control, situation monitoring, detection, combat, and timely handling of smuggling and illegal transportation of goods in the sea areas of Nghe An province; strictly controls the situation at sea, combats, and promptly and effectively prevents smuggling, illegal trading, and transportation of goods in the sea areas.
The Provincial Customs Department strengthens information collection, grasps the situation, patrols and controls at road border gates, border economic zones, goods gathering areas near the border, seaports, international airports, post offices, express delivery, within the customs operation area; strictly controls import and export goods, entry and exit luggage; develops and deploys plans to increase forces, means, and professional measures to combat and promptly prevent smuggling, trade fraud and counterfeit goods; closely coordinates with functional forces to strengthen patrols, controls, and effectively implements topics and plans to combat smuggling, trade fraud and counterfeit goods on border routes and sea areas.
The Provincial Tax Department directed specialized departments and affiliated units to strengthen inspection and control against tax losses for enterprises with signs of high tax risks; strengthen management to prevent the buying and selling of invoices, the use of illegal invoices to legalize smuggled goods, and tax evasion; promptly exchange information, coordinate with functional forces in the investigation, verification, and handling of smuggling and fraud related to tax management.
