In the period from 2020 to 2025, Nghe An continues to determine development3 key economic zones, that is Vinh city - Cua Lo town, the Southeast districts of the province associated with the Southern Nghe An - Northern Ha Tinh region; Hoang Mai region associated with the Southern Thanh Hoa - Northern Nghe An region and the Western Nghe An region, focusing on Thai Hoa - Nghia Dan - Do Luong - Tan Ky - Con Cuong - Quy Hop. In the above key economic regions, besides promoting the strengths of each region, each region itself is selected for development coordinates.

For example, the document of the 19th Provincial Party Congress for the 2020-2025 term clearly stated: Building and promulgating a specific mechanism toVinh city and Cua Lo townBreakthrough development to become the growth engine, innovation and creativity center of Nghe An and the center of the North Central region according to the orientation of Resolution No. 26-NQ/TW dated July 30, 2013 of the Politburo or build mechanisms and policies to create motivation to develop Thai Hoa town into the center of the Northwest region; build and develop Con Cuong district into a town in the direction of ecology and tourism; build and develop Do Luong district into a town in the direction of trade and services of the Southwest region...

The Resolution of the Provincial Party Congress clearly demonstrated the thinking and strategic vision of the Provincial Party Committee to set out major policies and orientations and propose goals, directions, tasks, and solutions for leadership and direction of all aspects of work, especially the development direction during the term. The above orientation received high approval from domestic experts, as suggested by Associate Professor, Dr. Tran Dinh Thien - former Director of the Vietnam Economic Institute during the process of drafting documents to submit to the Congress that Nghe An needs to choose a strong breakthrough coordinate to have policy priorities.

Or comrade Truong Dinh Tuyen - former member of the Party Central Committee, former Minister of Trade, former Secretary of Nghe An Provincial Party Committee, Head of the Provincial Socio-Economic Advisory Group also suggested the need for strong decentralization, creating special mechanisms for Thai Hoa town and Hoang Mai town to develop more strongly and sustainably; accelerate the development of the digital economy and consider this a breakthrough. During the process of working and advising the province, at the end of 2020, the Socio-Economic Advisory Group also suggested that "it is necessary to focus on building and promulgating special mechanisms and allocating adequate resources to develop Vinh city, Cua Lo town, Hoang Mai town, and must do it soon in conjunction with the annual and phased budget plans".

Right after the Provincial Party Congress in October 2020 until now, with the viewpoint of having to quickly concretize the contents of the Congress Resolution into life, especially the need to quickly issue resolutions and projects as a basis for implementation, the Standing Committee of Nghe An Provincial Party Committee has approved many important policies and guidelines, including the policy of issuing a number of specific mechanisms and policies for Vinh city and Cua Lo town.

On that basis, in April 2021, with the view that investment in Vinh city is a strategic, focused, key investment, creating practical and great sustainable values ​​for the city in particular and Nghe An province in general, the Provincial People's Council passed a Resolution stipulating a number of specific financial and budgetary mechanisms and policies to support the socio-economic development of Vinh city in the period of 2021 - 2025.

Based on Resolution No. 01-NQ/TU on "Building and developing Cua Lo town to 2025 and the following years" issued by the Provincial Party Standing Committee in June 2021, the Provincial People's Council has recently issued a Resolution on a number of specific mechanisms and policies to support Cua Lo town in socio-economic development in the period of 2021 - 2025. The Provincial Party Standing Committee has also issued Resolution No. 02-NQ/TU on building,Thai Hoa town developmentinto a central urban area of ​​the Northwest Nghe An region, which proposes many important contents and solutions to focus on building and developing the town into a central urban area, with the function of linking and creating development momentum for the Northwest Nghe An region in accordance with the provincial planning for the period 2021 - 2030, with a vision to 2050 and the planning for the construction of the Nam Thanh - Bac Nghe region to 2025 and a vision after 2025.

The Provincial Party Standing Committee also heard a report on the results of 4 years of implementing Resolution No. 07-NQ/TU, dated June 16, 2017 of the Provincial Party Standing Committee on directions and tasks.Nam Dan district developmentby 2025, with a vision to 2030 and 2 years of implementing Decision No. 17/QD-TTg, dated January 4, 2019 of the Prime Minister on approving the Pilot Project to build Nam Dan district, Nghe An province to become a model new rural district in the direction of cultural development associated with tourism, period 2018-2025; thereby re-evaluating the implementation results and development orientation for the district in the coming time.

It can be said that in just a short time, the Provincial Party Committee Standing Committee has approved many specific policies and guidelines for many localities identified as the development coordinates of Nghe An; demonstrating the province's common responsibility to build localities that develop in the right position, creating a spillover effect for key economic regions. However, in order for the policies and guidelines to be most effective, it requires relevant localities and provincial departments and branches to proactively coordinate, invest, and pay attention to implementing them appropriately; at the same time, it is necessary to apply them creatively and flexibly in practice; to avoid the situation where the resolution is for a particular locality and only that locality organizes the implementation; while the role of departments, branches, branches, and Party committees has not been clearly demonstrated.

Regarding this issue, at the meeting between the Standing Committee of the Provincial Party Committee and the leaders of Nam Dan district in early August to give opinions on the task of developing Nam Dan district until 2025, comrade Thai Thanh Quy - Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation, Chairman of the Provincial People's Council requested to change the way of evaluating the implementation of the resolutions of the Standing Committee of the Provincial Party Committee on localities. Accordingly, in the working sessions to evaluate the implementation results of the resolutions, in addition to the reports of the Standing Committees of the Party Committees of the relevant districts, cities and towns, there should be additional evaluation reports of the Party Committee of the Provincial People's Committee and the Party Committees, the Provincial Party Committee Office; thereby clearly demonstrating the responsibility in leadership, direction, and implementation results of the departments, branches, Party Committees, and the Provincial Party Committee Office in implementing the resolutions of the Standing Committee of the Provincial Party Committee on localities.
