Nghe An focuses on detecting and handling drivers violating alcohol and drug concentrations

On the morning of January 12, the People's Committee of Nghe An province held an online conference to review the work of ensuring traffic order and safety (TTATGT) in 2020 and deploy tasks in 2021. 262 traffic accidents occurred

In 2020, despite being affected by the Covid-19 pandemic, with the drastic direction of the Provincial Party Committee, the Provincial People's Committee, all levels and sectors have synchronously implemented solutions, thanks to which the situation has improved.traffic safety orderThere have been many positive changes in the province; traffic accidents have decreased significantly in all three criteria compared to the same period last year, specifically: In 2020, there were 262 traffic accidents in Nghe An, killing 143 people and injuring 186 people. Compared to the same period in 2019, there was a decrease of 32 cases (12.2%), a decrease of 39 deaths (27.3%), and a decrease of 24 injuries (12.9%).

According to the report, 14 localities saw a decrease in the number of deaths due to traffic accidents compared to the same period in 2019 (Dien Chau, Hoang Mai Town, Quynh Luu, Nghia Dan, Quy Hop, Quy Chau, Thanh Chuong, Cua Lo Town, Yen Thanh, Con Cuong, Tuong Duong, Ky Son, Nam Dan, Vinh City). Of which, Hoang Mai Town, Ky Son, Nghia Dan, Quy Hop, Quy Chau, Nam Dan had traffic accidents reduced in all three criteria.

There are 4 localities with the number of deaths due to traffic accidents increasing compared to the same period in 2019 (Do Luong, Anh Son, Que Phong, Hung Nguyen). Of which, Do Luong has traffic accidents increasing in all 3 criteria. There are 3 localities with the number of deaths not increasing or decreasing: Nghi Loc, Tan Ky and Thai Hoa town.

In 2020, the Traffic Police force of Nghe An Province organized 31,574 traffic control cases with 106,724 officers participating, detected and recorded 87,313 administrative violations, with a total fine of 77,260,967,000 VND paid to the State budget.

The Department of Transport Inspectorate inspected, recorded and issued decisions to sanction administrative violations in 2,101 cases (an increase of 21.8% compared to 2019), with a corresponding fine of VND 6.87 billion (an increase of 70.3% compared to 2019); revoked driving licenses in 722 cases.

In 2020, 160 sessions were conducted.car test, 420 motorcycle and motorbike tests (compared to the same period in 2019, a decrease of 17.9% in car tests; an increase of 12.9% in motorcycle and motorbike tests); 109,000 new, exchanged, and reissued driving licenses of all classes (compared to the same period in 2019, an increase of 15.6%).

Attaching responsibility to leaders in ensuring traffic safety

At the conference, delegates from departments, branches and localities focused on discussing, pointing out existing problems and proposing solutions to ensure traffic safety and order in the coming time. Many opinions said that due to the need to focus on preventing and fighting the Covid-19 pandemic, the direction and implementation of tasks to ensure traffic safety and order was still affected, especially the control of drivers violating alcohol concentration according to the law.Decree 100of the Government has shown signs of decreasing compared to the initial period when the new Decree was issued.

State management in the transport sector still has some problems such as: buses speeding, fighting for passengers, illegal vehicles, not following the right lane; stopping to pick up and drop off passengers at the wrong place... The work of clearing traffic safety corridors and urban sidewalks has just been implemented according to the campaign, after the clearance, there is still a situation of re-encroachment, especially in markets and densely populated areas.

Concluding the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, Permanent Deputy Head of the Provincial Traffic Safety Committee commended the efforts of departments, branches and localities in ensuring traffic safety in 2020, thereby reducing traffic accidents in all 3 criteria in the province.

To effectively implement the work of ensuring traffic safety in 2021 with the theme "Improving the effectiveness, efficiency and discipline of law enforcement on traffic safety", comrade Le Hong Vinh requested that all levels and sectors need to innovate and improve the effectiveness of propaganda work, dissemination and education of laws on traffic safety and urban order. Focus on propaganda through mass media, use social networking sites to reach subjects that often violate traffic safety such as teenagers, students and freelance workers. In particular, attach the responsibility of the head in ensuring traffic safety and reducing traffic accidents in the area.

Along with speeding up the progress and improving the quality of investment in construction of key traffic works, strengthening maintenance and repair work, ensuring the safety of traffic infrastructure; applying information technology to traffic monitoring and management; prioritizing the handling and overcoming of "black spots" and potential traffic accident spots.

It is necessary to improve the effectiveness of state management in the fields of vehicle registration, inspection, training, testing and issuance of driving licenses, regularly inspect to promptly correct existing problems in training, continue administrative reform to improve the quality of service to the people, and resolutely handle driving training and testing facilities that violate management regulations.
